The Comprehensive Local Needs Assessment is Available
The 2026–27 Comprehensive Local Needs Assessment (CLNA) officially opened on February 17, 2026, and will remain open through May 8, 2026. Completion and submission of the CLNA within eGrants is required before a school system can access the Perkins Grant Local Application, which will be available from June 12 through September 3, 2026.
The purpose of the CLNA is to support data-driven decision-making and more closely align planning, spending, and accountability activities under Perkins V. The Perkins V Summary and Supplemental Reports, 2023-24, summarize data related to the school system’s baseline Perkins V indicators. The reports, located within the Texas Education Agency Login (TEAL) system in the Career and Technical Education Reports (CTER) application, contain the data necessary for leadership teams to complete the CLNA. Note, on February 27, 2026, 4S1 and 5S4 indicators were updated within the Supplemental Report to reflect the most recent data.
To complete the CLNA, authorized users should log in to the Texas Education Agency Login (TEAL) system, access the eGrants application, and select the Special Collections tab. Under the Special Collections Description heading, users will find the 2026–2027 SC5600 Comprehensive Local Needs Assessment link.
To support school systems throughout the process, the CLNA Guidebook (2026–27) is available on TEA’s CTE website and provides guidance for completing and submitting the assessment.
We encourage school system leadership to begin the CLNA early to ensure timely access to the Perkins Grant application and to allow adequate time for data analysis, thoughtful reflection, and planning.

2024-2025 IBC Reimbursement Report Now Available
The 2024-2025 IBC Reimbursement Report has been uploaded into TEAL within the Accountability application. This report identifies reimbursement amounts and codes at the student level.

JROTC and NDCC Guidance
On October 31, 2025, a CTE newsletter provided guidance that school systems that previously used JROTC PEIMS course codes for NDCC programs would transition to local course codes beginning with the 2025-2026 school year. Based on feedback and further research, the Texas Education Agency determined that federally authorized NDCC programs will be considered JROTC programs for purposes of CTE designation. Students who are enrolled in federally authorized JROTC or NDCC courses should be reported with the relevant JROTC course code in PEIMS.
School systems reporting one or more federally authorized JROTC or NDCC units will be required to annually upload official DoD authorization forms. Submission of these forms for the 2025-2026 school year can be made through the 2025-26 JROTC Unit Evidence Submission Form no later than May 29, 2026.

Chapter 231 Revisions Affecting Teacher Assignment Requirements
Due to recent revisions to 19 TAC Chapter 231 Requirements for Public School Personnel Assignments, certain certificates that were previously allowable for specific teaching assignments in Career and Technical Education, found in Subchapter E. Grades 9-12 Assignments, beginning with Division 8, no longer meet the requirements. We encourage districts to review current educator assignments to determine whether any staff may be impacted by these changes.

Proposed Changes to Educational Aide I Certification
Public comment is now open on proposed State Board for Educator Certification (SBEC) rule amendments affecting Educational Aide I certification. The public comment period is open March 13–April 13, 2026.
The proposed amendment to 19 TAC §230.55 updates eligibility requirements for Educational Aide I by:
- Removing the minimum age requirement for high school students;
- Replacing individual course‑grade requirements with completion of an approved Education and Training program of study (three or more courses totaling four or more credits, including at least one Level 3 or Level 4 course); and
- Updating the list of eligible Education and Training courses to align with current CTE offerings.
