The Consecutive Unacceptable Counts Roadmap is now available on the Performance Reporting Resources webpage. This resource provides an overview of the consecutive unacceptable counts methodology, explains how accountability ratings impact interventions, and outlines the exit criteria. This guide also includes useful FAQs, example scenarios, and reference material to support planning and decision-making.
New Resource: 2025 TELPAS Composite Scores Overview
The 2025 TELPAS Composite Scores Overview document is now available on the 2026 Accountability Rating System webpage. This new resource explains the 2025 Texas English Language Proficiency Assessment System (TELPAS) composite scores available in the TEAL Accountability Application and how these composite ratings, not 2025 domain ratings, will be used as prior-year data in Domain 3. It also includes information on how campus-level composite data are calculated and how they will be used as baseline data for determining points earned for Progress in English Language Proficiency in 2026 accountability ratings.
New Resource: A-F Estimator Overview Video
We’re pleased to share a new resource to support understanding of the A-F Estimator. The A-F Estimator is a tool that enables the calculation and estimation of a campus's performance in each domain and overall ratings and is one of the featured tools shared during our Accountability Tools webinar. The How to Use the A-F Accountability Estimator Tool video provides a 3-minute spotlight on the tool and its purpose, offering helpful context for how the estimator can be used in accountability planning and analysis. This video is intended as an introductory resource and can be used to build foundational understanding of the A-F Estimator tool. We hope this tool is helpful in your strategic planning as you prepare to close out the school year as the A-F Estimator or the AEA A-F Estimator can be used to set goals, make predictions, or internalize your accountability data.
The 2026 Final List of AEA Campuses is now available
The final list of Alternative Education Accountability (AEA) campuses is now available on the 2026 Accountability Rating System website. This list reflects campuses that meet 2026 AEA Registration Criteria and will be evaluated under AEA provisions for the 2026 accountability cycle. Districts and charter schools are encouraged to review the posted information to confirm campus status. New for 2026, an excel version of the AEA Campus List is embedded within the pdf resource. Student Demographic Listing and Test Information Distribution Engine (TIDE) Training

2028 Accountability Framework Overview Webinar

College, Career, and Military Readiness for 2031 Accountability Webinar
Join us for an upcoming webinar focused on College, Career, and Military Readiness (CCMR) for 2031 Accountability. During the webinar, TEA staff will share current analyses and proposed frameworks that inform how CCMR will be evaluated in the 2031 accountability system, with a particular focus on aligning indicators to meaningful post-secondary outcomes. If you were unable to attend the session on March 24th, 2026, we will offer another session with identical information on March 31st, 2026, at 10:00 am. College, Career, and Military Readiness (CCMR) Tracker Part I
The CCMR Tracker (Part I) is now available in the Texas Education Agency Login (TEAL) Accountability application on April 2, 2026. The College, Career, and Military Readiness (CCMR) Tracker is an informational tool that allows districts to monitor CCMR indicator completion for students reported as enrolled in grades 9–12 on the TSDS Fall PEIMS snapshot, as well as select prior‑year annual graduates. The tracker will display student‑level CCMR indicators using data available to the agency at the time of release and is intended to provide an early preview of data that may be used in accountability calculations. Additional information and guidance will be shared upon release.
Final A–F Accountability Rating System Manual for 2027 Ratings
2027 Academic Accountability System Resources regarding the updates are available on the 2027 Accountability System webpage. After the public comment period, the proposed updates have been incorporated into the final A–F Accountability Rating System Manual.
Previously adopted manuals included early communication of changes that would impact future accountability cycles to ensure the manual remained relevant across multiple cycles. The following rules for the 2027 accountability year that have been previously adopted include the following:

College Preparatory Course Requirements: CCMR credit will be earned in 2027 accountability for those courses meeting requirements aligned between districts and the partnering IHEs taken by students who were in their 12th grade year.

Programs of Study and Industry-Based Certification (IBC) Alignment: College, Career, and Military Readiness (CCMR) credit will be earned in 2027 accountability for successfully earning an approved IBC from either the 2022-25 list (with sunsetting limit) or the 2025-30 list, with CTE Completer status in an aligned program of study.
Two minor updates were made related to the A–F Accountability Rating System for 2027, which include:

Related to A–F appeals: A granted Closing the Gaps appeal can update comprehensive, targeted, or additional targeted support intervention federal identifications.

Related to campus number requests: In alignment with anticipated changes to 19 Texas Administrative Code §97.1066, the campus request deadline in the A–F Accountability Rating System Manual for 2027 has been moved from September 1 to May 31.
Edits for clarity regarding consistent language and terminology throughout each chapter are also embedded in the final A–F Accountability Rating System Manual based on public comment. In the coming weeks, additional opportunities to join us to learn about the updated framework will be shared. Updated Preliminary 2028 A–F Accountability Framework
The updated 2028 A-F Accountability System Framework reflects the requirements of HB 8 and other legislation, as well as feedback from key stakeholders and the public. This updated framework is intended to preview anticipated changes that will be incorporated into the Proposed Accountability Rating System Manual for 2028 ratings.

2025 TELPAS Composite Data
The Unmasked 2025 TELPAS Composite scores by campus are now available for download in the Texas Education Agency Login (TEAL) Accountability application. Beginning with 2026 accountability, TELPAS Composite scores will once again be used in the Domain 3 English Language Proficiency component. To support districts in understanding the campus-level baseline data that will be used for ratings, TEA released the Unmasked 2025 TELPAS Composite Scores by campus. This listing is provided for informational purposes only and reflects the data that will serve as the prior-year baseline for 2026 accountability calculations.
