Updates related to Educator Preparation Program Management
New: 2025-2026 Mid-Year Dataset Availability for ASEP Reporting The mid-year datasets for reporting year 2025-2026 will be shared with Legal Authorities or Primary Points of Contact in late March, through ShareFile. The Legal Authority or Primary Point of Contact will be notified once the datasets are available in ShareFile, and the email will also include guidance for understanding the data. All listed Back-up Legal Authorities and Certification Officers will receive an email notifying them that the datasets were shared with the EPP’s Legal Authority or Primary Point of Contact.
As in prior years, the mid-year datasets will include:
- Year-to-Date Pass Rates
- Year-to-Date Observations
- 5-Year Continuing Enrollment Status
No action is required on your end; however, we encourage EPPs to use the datasets to monitor ASEP progress for the year.
Updates related to the PREP Program Allotment
New: PREP Program Allotment Newsletter To keep up with the latest information regarding the PREP Program Allotment, please sign up for the PREP Newsletter. You may sign up for the PREP Program Allotment Newsletter on the TEA Email Updates website under the Academics Heading.
New: PREP Program Allotment Website Information regarding the PREP Program Allotment can be located on the PREP Program Website. This page will be updated regularly with information, required documents, and learning opportunities.
Reminder: Partnership Agreement Forms School systems will be required to submit signed Partnership Agreement forms and MOUs when they submit their Verification of Participation (VoP). The partnership forms can be found on the PREP Website. School systems and EPPs working together for both PREP Residency and PREP Grow Your Own may complete a single MOU that addresses all required components.
“DID YOU KNOW?” While all EPPs working with school systems in the PREP Program Allotment space are required to complete partnership agreements (i.e., MOUs), according to statute, school systems are responsible for their submission. These partnership agreements will be submitted during the Verification of Participation process taking place in late May.
Please enter residency candidates into the ECOS for those individuals participating in the PREP Residency Allotment as soon as you can. School systems are also required to report their residency candidates in ECOS and will receive funding based on that report. Candidates not entered into ECOS in a timely manner will not be eligible for funding during the time they are in their placements, resulting in a delay of one year for funding.

The webinar will give an in-depth look into the development, structure, and scoring of the assessments. Specifically, the webinar participants will:

Review and understand the Bilingual Education Spanish Supplemental (165) exam framework, design, development process, and scoring.

Be exposed to several sample selected-response items (SRIs), reviewing different approaches and formats common to the exam.
- Dive deep into a sample constructed-response item (CRI) to review and discuss the rubric, model response, and approaches and strategies to help candidates respond to the charge.

Reminder: 165 Bilingual Education Spanish Supplemental EC-12 Exam Constructed Response Item Deep Dive and Preparation Manual Overview Webinar The webinar held on April 16, 2026, at 11:00 am will provide participants with an overview of the constructed response items (CRIs) included on the 165 Bilingual Education Spanish Supplemental exam, including some sample exhibits and constructed response items, and their aligned scoring rubrics. Participants will use some of the session time to work in small groups to review and analyze sample candidate responses to identify the qualities and characteristics of a strong CRI response. Participants will also be provided with an opportunity to preview the exam’s preparation manual format and engage with some of the manual’s content.

Reminder: Secure Your Seat for March’s I2I Sign-up Session On Thursday, March 26, from 3-4 p.m. CT, the I2I Dashboards Team will host a Dashboards Sign-up Event to help guide the EPP community through the process of requesting access to the I2I dashboards. This event is designed for EPP employees who do not yet have access to the I2I dashboards and would like direct support in the process.
This webinar will be the latest in a quarterly cadence of sign-up events that will provide the EPP community with the opportunity to learn more about the steps in the process, including dedicated time to request access to the dashboards and roles pertinent to their work and time with our team to troubleshoot issues.
You may register for the event and feel free to share this invitation widely with your EPP community to ensure that all who are eligible and would benefit from using dashboard data to make programmatic decisions have appropriate access. Q: When is the last day a candidate for certification in Special Education EC-12 can use a passing score on the Special Education EC-12 test #161 for certification?
A: The last day to be certified is September 1, 2026. Thereafter the candidate for special education certification must pass exam #186 to qualify for issuance of the Special Education Specialist EC-12.
Q: I am trying to recommend the Enhanced Standard certificate for a candidate in my residency program and I’m getting an error message when I select “Recommend”. What am I doing wrong?
A: If the candidate has passed the required certification exam(s), please make sure the candidate is identified as a Finisher in the Residency route on the Finisher Records List and also make sure the Performance Gates data has been entered for that candidate. The Enhanced Standard certificate will not issue if the Finisher Record and Performance Gates are not complete.
