Alternative Education Accountability Registration
The AEA registration process is now open in the Texas Education Agency Login (TEAL) Accountability application and will remain open through 5 pm on March 17, 2026. In order for a campus to be identified for AEA in 2026, all of the following criteria must be met:
- Meet either the current-year or prior-year TSDS PEIMS 75 percent at-risk criterion
- Have at least 90 percent of students enrolled in grades 6–12, as verified through 2025-26 PEIMS fall enrollment data
- Be identified as offering alternative instruction in AskTED
- Provide education services targeted to dropout prevention and recovery of students with enrollment consisting of at least 60 percent of the students 16 years of age or older as of September 1, 2025
Campuses that meet the criteria have been preregistered as dropout recovery schools (DRS). The preregistered campuses in each district are now available in the Texas Education Agency Login (TEAL) Accountability application. Districts may choose to remove a preregistered campus from AEA by submitting an AEA rescission form via TEAL Accountability. No action is required if a campus within your district is preregistered as a DRS and you wish to keep it registered for AEA. Final 2026 Accelerated Testers Student Listings released in TEAL
The Final 2026 Accelerated Testers Student Listings is now available in the Texas Education Agency Login (TEAL) Accountability application. This year, there are two listings available to stakeholders: the Final 2026 Accelerated Student Listing, which includes students reported as 12th graders on the PEIMS Fall Snapshot, and a new listing, the Accelerated Testing Listing for Students in Grades 9-11, which is intended to support schools and school systems in planning for SAT/ACT testing for future accountability cycles.
These listings identify students who earned Approaches Grade Level or above on the Algebra I, English II, and/or Biology STAAR EOC assessments prior to grade 9 and are used to support federal testing requirements for accountability purposes. Both listings reflect each accelerated student’s applicable subject area(s) and indicate whether a corresponding SAT or ACT result is on record as of May 2025 (2024–25, 2023– 24, and 2022–23 school years). Only students in grade 12, who are listed in the Final 2026 Accelerated Student Listing, will be included in 2026 accountability calculations.
2026 Campus 3-12 Enrollment (In Membership) List
The 2026 Campus 3-12 Enrollment (In Membership) List is now available on the 2026 Accountability Rating System webpage. This list reflects campus-level membership counts for students in grades 3-12 and economically disadvantaged rates. This list reflects data from the Fall PEIMS Submission and is used in accountability calculations, including district proportional weighting. Districts and campuses are encouraged to review the list once posted and retain a local copy for reference.
Student Demographic Listing
A new student listing is now available in the Texas Education Agency Login (TEAL) Accountability application. This new student listing, created based on feedback from our stakeholders, contains all students and their demographic information, as reported in the 2025 Fall PEIMS Submission. The purpose of this listing is to support schools and school systems in clarifying who is in their accountability subset and to ensure consistency across PEIMS and TIDE. REMINDER: Performance Reporting Help Desk
Performance Reporting has transitioned to a new ticketing system for all support requests and questions. The Performance Reporting Inbox will not be monitored, effective March 6th. This change is designed to streamline communication, ensure faster response times, and improve tracking and resolution of inquiries. Stakeholders who previously sent questions to Performance Reporting via email will now submit inquiries through the TEA Help Desk, enabling our team to provide more efficient, consistent support.
To submit a Performance Reporting Help Desk ticket, users should access the TEA Help Desk link and, from the homepage, select the Performance Reporting tile or go directly to the Performance Reporting form. Complete all required fields in the form, including the request type, program or report name, and a detailed description of the issue or question, and attach any relevant documentation or screenshots to support the request. Once submitted, users will receive confirmation and a ticket number for tracking purposes, and follow-up communication will occur through the CRM Help Desk system.
Student Demographic Listing and Test Information Distribution Engine (TIDE) Training

College, Career, and Military Readiness for 2031 Accountability Webinar
Join us for an upcoming webinar focused on College, Career, and Military Readiness (CCMR) for 2031 Accountability. During the webinar, TEA staff will share current analyses and proposed frameworks that inform how CCMR will be evaluated in the 2031 accountability system, with a particular focus on aligning indicators to meaningful post-secondary outcomes.
Topics to be covered include:
- Correlation data for CCMR indicators and postsecondary outcomes, including how indicators are being studied to better understand their relationship to successful postsecondary enrollment, persistence, and completion.
- A proposed framework for differential weighting of CCMR indicators, highlighting how varying levels of postsecondary impact may be reflected in future accountability calculations.

2025 TELPAS Composite Data Coming Soon
Beginning with 2026 accountability, TELPAS Composite scores will once again be used in the Domain 3 English Language Proficiency component. To support districts in understanding the campus-level baseline data that will be used for ratings, TEA will make each district’s unmasked 2025 TELPAS Composite scores by campus available for download in TEAL on March 19, 2026. This listing is provided for informational purposes only and reflects the data that will serve as the prior-year baseline for 2026 accountability calculations.
Updated 2028 A–F Accountability Framework Coming Soon
TEA will soon release an updated 2028 A–F Accountability System Framework that reflects statutory requirements, stakeholder feedback, and additional technical refinements. The updated framework is intended to preview anticipated changes that will be incorporated into the 2028 Accountability Rating System Manual, which is expected to be available in early summer 2026.
Resources related to the updated framework, including an overview of proposed changes and supporting technical documentation, will be posted on the Accountability System Development webpage in the coming weeks. Additional details will be shared through future communications.
Highlights from February 2026 Texas Accountability Advisory Group (TAAG) Meeting The February TAAG meeting continued work toward the 2028 accountability refresh, with a focus on stakeholder feedback, proposed framework updates, and cut score methodology aligned to House Bill 8.
- TEA shared several proposals developed in response to stakeholder feedback received after the posting of the preliminary 2028 accountability framework. Updates included a revised Domain 3b methodology combining the Homeless and Foster Care program areas into a single component, with statewide modeling showing minimal differences from the previously proposed approach. Additional modeling indicated limited overall impact of Domain 3b on districts comprised solely of Alternative Education Campuses, and no framework changes were recommended.
- TEA also provided an update on the federal recognition of Middle Eastern/North African (MENA) as a race or ethnicity group and shared that agency processes will begin shifting in the 2028–29 school year in alignment with federal timelines. Stakeholder recommendations to add additional growth measures in Domain 2a were reviewed; however, no changes are proposed for the 2028 Refresh.
- In response to feedback on Academic Achievement Distinction Designations, TEA presented a proposal to include OnRamps course completion in the Advanced/Dual Credit indicator. TEA clarified that distinctions are based on high school credit earned and that the proposal would not increase the number of indicators.
- TEA staff presented a proposed methodology for setting A–F cut scores for the 2028 Accountability Refresh, aligned with the legislative direction in House Bill 8 (HB 8). TEA staff presented a proposal that sets the top five national performance by 2040 (as measured by NAEP and postsecondary readiness) as the benchmark for excellence. TEA explained that A cut scores for 2028 would be set at the level of performance the state must achieve by 2040, establishing an aspirational bar for top performing campuses. High C cut scores, or a 77 scaled score would reflect statewide average performance plus the growth needed to remain on track toward 2040 goals, ensuring progress is distributed across the system.

Proposal for differential weighting of CCMR
Please see below for notice of the implementation of differential weighting of CCMR with the 2031 accountability cycle (2026-2027 freshmen class) to be published in the proposed 2028 accountability rating system manual in early summer 2026.
- An initial proposal for differential weighting of CCMR was discussed with TAAG in April 2025. In September 2025, House Bill 8 was passed and outlines “The agency shall study the college, career, and military readiness indicators adopted under Subsection (c) to determine the correlation of each indicator with postsecondary success, including the correlation of industry certifications with wages and available jobs. The value assigned to each indicator must be: (1) based on the strength of the indicator's correlation with successful outcomes; and (2) updated in accordance with Subsection (f-1).”
- Pursuant to legislative requirements, the relationships between individual CCMR indicators and postsecondary outcomes have been evaluated through comprehensive internal and external research. A new proposal reflective of these findings was brought to TAAG for review and feedback in January 2026. In February, TAAG members were given an additional opportunity to clarify or revise their feedback.
- The agency has determined the February 2026 proposal which assigns value to postsecondary indicators proportional to their correlation with postsecondary outcomes reflects the legislative intent of HB 8 better than prior proposals. The February TAAG proposal includes a revised indicator placement for those indicators specific to students with specials needs.
- Balancing legislative requirements, stakeholder feedback, and a strong commitment to postsecondary outcomes for all Texas graduates, an implementation of the February 2026 proposal for differential weighting of CCMR will be implemented with the 2031 accountability cycle.
- This reflects the class of 2030 – the cohort of students who will begin high school in the upcoming 2026-27 school year.
- Additional details will be available in the updated framework in spring 2026. The differential weighting methodology for 2031 ratings will be published in the proposed 2028 accountability rating system manual in early summer 2026.
- The CCMR methodology for 2028, 2029, and 2030 ratings proposed in the 2028 accountability rating system manual adds a 5% cap on Tier 3 IBCs and Military Readiness (a minimum ASVAB score plus JROTC program completion) to the current CCMR indicators.
PEIMS Working Submissions Guidance for CCMR
The passing of House Bill (HB) 8 (89th Second Special Session) introduced several shifts to Texas’ A–F Accountability processes, including new rules governing the submission of prior-year College, Career, and Military Readiness (CCMR) data. In response to HB 8, the Working Submission has been formalized as an available accountability data source for CCMR. Beginning with 2026 A-F Accountability, schools and school systems may now submit TSDS PEIMS Working Submissions to correct specific CCMR data errors for use in A-F accountability calculations, provided the submission is confirmed by the Information Technology/Data Standards, Data Quality, and Business Analysis Division before the close of the CCMR Verifier window.
Beginning with 2026 Accountability, Districts may submit PEIMS Working Submissions for the 2023-24 and 2024-25 school years. Data submissions with errors from the 2025 PEIMS Fall Submission may also be corrected through a Working Submission. Only Working Submissions with validated corrections related to CCMR indicators will be considered for accountability ratings.
