Highlights from January 2026 Texas Accountability Advisory Group (TAAG) Meeting

The January TAAG meeting continued work toward the 2028 accountability refresh. To view the January TAAG meeting minutes and materials, please visit the Accountability System Development website.

Revision to Domain 3 Methodology for Small Numbers Analysis: TEA introduced a proposal to allow prior‑year SNA results to be used as prior‑year data for CCMR and graduation within Domain 3 scoring. This change would enable campuses previously limited under 0–4 scoring to earn 1 or 2 points if minimum or expected growth was demonstrated from the prior year small numbers analysis baseline data, to the current year.  TAAG members affirmed the proposal.

Framework for New Dropout Recovery Schools (DRS): TEA staff introduced a proposal to revise the preliminary framework for new Dropout Recovery Schools (DRS). Based on stakeholder feedback from the preliminary framework, TEA staff presented an additional proposal to use the prior year’s DRS state average, rather than district data, as proxy data for new DRS/AEC campuses. TAAG agreed with this proposal, and inclusion in the updated 20228 A-F Framework is pending confirmation of compliance with Every School Succeeds Act (ESSA).

Military Readiness Indicator (ASVAB + JROTC): TEA staff outlined House Bill 8 requirements for CCMR, adding a new military readiness indicator that requires a minimum Armed Services Vocational Aptitude Battery (ASVAB) score and completion of Junior Reserve Officer Training Corps (JROTC). TEA staff proposed a minimum passing Armed Forces Qualifying Test (AFQT) score of 31 for CCMR credit. The AFQT is a combination of four academic subtests from the ASVAB and the Department of Defense leverages the AFQT to determine eligibility for enlistment. Both JROTC course completer status and AFQT scores will be submitted to the agency via PEIMS collections and both are required to achieve the military readiness indicator standards. Members supported the proposed score and requirements for JRTOC completers.

Differential Weighting of CCMR Indicators: In accordance with House Bill 8, TEA staff presented research correlating CCMR indicators to postsecondary outcomes and a proposal for differential weighting of CCMR indicators, seeking TAAG feedback on the methodology and approach for 2028.TEA shared analysis that the preliminary framework proposal meets the requirements of House Bill 8, as it places differential value on IBCs through the 5% cap on Tier 3 IBCs. While members agreed the January 2026 proposal is stronger and clearer than previous proposals, feedback indicated that additional research is needed and the proposal is not yet ready for 2028 implementation.

Lastly, TEA outlined the next steps, including the distribution of meeting materials and preparation for the next TAAG meeting, which will include discussions on NAEP alignment and cut score proposals for 2028.

Texas Academic Performance Reports (TAPR) Bulk Downloads

2024–25 Texas Academic Performance Reports (TAPR) bulk downloads are available in the Texas Education Agency Login (TEAL) Accountability application. The 2024-25 TAPR is available in two reports: one for your district as a whole and one for all campuses in your district. We apologize for the delay in the availability of the bulk downloads and appreciate your patience as we made the data available in the Texas Education Agency Login (TEAL) Accountability application.  The TAPR is also publicly available in PDF format on the TAPR webpage, where users can view reports by campus, district, Education Service Center (ESC) region, or statewide.

New Resource: Performance Reporting Calendar of Events

Performance Reporting released a new resource, the Performance Reporting Calendar of Events, your go-to guide for key dates and deadlines related to accountability and performance reporting. This resource includes important milestones such as manual releases, rating timelines, appeals windows, and reporting submissions—all in one convenient place. The calendar is available in multiple formats spreadsheet, PDF, and .ics , which can be embedded in your personal calendar. The Calendar of Events will be updated regularly and is currently posted on the Performance Reporting Resources webpage.

2026 STAND-ALONE FIELD TEST

The testing window for the 2026 State of Texas Assessments of Academic Readiness (STAAR®) Stand-Alone Field Test administration opens Monday, February 2, and closes Friday, February 6.

SPRING 2026 STAAR ADMINISTRATION OOS AND OOD TEST SITE REGISTRATION

The window for district testing personnel to register each participating out-of-school (OOS) and out-of-district (OOD) test site for the spring STAAR administration is now open. District testing personnel must register test sites by February 6 using the new STAAR OOS and OOD Test Site Registration form available on the Administration and Security Forms card in the Test Information Distribution Engine (TIDE). Refer to the STAAR Out-of-School and Out-of-District Administrations page of the District and Campus Coordinator Resources for more information.

2026 TELPAS AND TELPAS ALTERNATE ADMINISTRATIONS

Test Session Creation: District testing personnel can now create test sessions for the Texas English Language Proficiency Assessment System (TELPAS) in the Test Administrator Interface of the Test Delivery System (TDS). For more information on how to create test sessions, refer to the TDS User Guide or the “How to Create Test Sessions” training video on the Prepare for Online Administrations page of the Coordinator Resources.

Initial Order of Paper Test Materials: District testing personnel will receive copies of TELPAS test administrator manuals, their district’s initial shipment of TELPAS secure paper test materials, and TELPAS Alternate Observable Behaviors this week, January 26–30, 2026. District personnel must order any additional TELPAS paper test materials during the additional order window of February 9–March 23 and additional return labels by April 1.

Training Coordinator Resources: The TELPAS Holistic Rating Training Coordinator Resources document will be provided to district testing coordinators in the Secure File Center on January 28. This document includes passcodes required to access calibration activities for raters.

Accommodation Request Forms: District testing personnel must submit Accommodation Request Forms by February 2, 2026, in order for the forms to be processed before the opening of the TELPAS administration window.

Testing Window Opens: The testing window for the TELPAS and TELPAS Alternate administrations opens Monday, February 16 and closes Friday, March 27.

2024-2025 and 2025-2026 Assignment of Accreditation Statuses

Under the authority of TEC §39.051 and §39.052 and 19 TAC §97.1055, TEA will assign accreditation statuses for the 2024-2025 and 2025-2026 school years. Accreditation statuses will be posted publicly to the TEA website on February 12, 2026, on the Accreditation Status homepage. Background information regarding the assignment of accreditation statuses will also be posted. 

Prior to the 2024-2025 and 2025-2026 public posting of statuses, districts and charter schools will be able to view their individual accreditation status by accessing the Intervention Stage and Activity Manager (ISAM) application through the Texas Education Agency Login (TEAL) application. Accreditation statuses will be posted to ISAM on February 5, 2026, and the assigned status will be displayed in an information panel on the Event Summary screen.

Districts and charter schools assigned the status of Accredited are not required to take any specific action. However, districts and charter schools assigned the status of Accredited-Warned, Accredited-Probation, or Not Accredited-Revoked must take specific actions to notify parents of students enrolled in the district or charter school and property owners in the district. The requirements for public notification are specified in 19 TAC §97.1055(f), and a template that reflects the TEA-required format and language for the public notice is posted on the Accreditation Status homepage.

Applied Sciences Pathway Program

House Bill 20, passed by the 89th Texas Legislature, Regular Session, establishes the Applied Sciences Pathway Program in Texas Education Code, §29.914. This program is designed to provide students in grades 11-12 with opportunities to concurrently earn a high school diploma and complete a certificate program with a successful job placement rate in high-wage, high-growth jobs in one of the industries listed in the program requirements. Districts may begin implementing this program with the 2026-27 school year.

The purpose of the program is to enable students in grades 11 and 12 to complete a non-duplicative sequence of courses leading to a high school diploma and a Level I or II certificate or credential of value recognized by the Texas Higher Education Coordinating Board. School system administrators may apply to substitute college-level CTE program courses for courses that satisfy high school graduation requirements.

The application for the 2026-27 school year opens January 15, 2026, and closes May 15, 2026.
