New Resource: Performance Reporting Calendar of Events

Performance Reporting released a new resource, the Performance Reporting Calendar of Events, your go-to guide for key dates and deadlines related to accountability and performance reporting. This resource includes important milestones such as manual releases, rating timelines, appeals windows, and reporting submissions—all in one convenient place. The calendar is available in multiple formats spreadsheet, PDF, and .ics , which can be embedded in your personal calendar. The Calendar of Events will be updated regularly and is currently posted on the Performance Reporting Resources webpage.

Texas Academic Performance Reports (TAPR) Downloads

2024–25 Texas Academic Performance Reports (TAPR) bulk downloads will be available in the Texas Education Agency Login (TEAL) Accountability application by January 23, 2026.  We know many users rely on the TAPR bulk download files each year, and sincerely apologize for the delay in making these files available. Thank you for your patience as we complete the final steps needed to ensure accuracy and usability.

The TAPR has also been publicly released in PDF format on the TAPR webpage. Public reports are available by campus, district, ESC region, and state-wide.

The TAPR data download site has a fresh look and several user-driven upgrades! Based on your feedback, we’ve made it easier and faster to access Texas school and district performance data. These enhancements apply to the 2023–24 and 2024–25 TAPR downloads. For a walkthrough of the new interface and features, watch the TAPR Data Download Site Updates video.

Highlights from December 2025 Texas Accountability Advisory Group (TAAG) Meeting 

The December TAAG meeting addressed HB 8 implementation and preparations for the 2028 accountability refresh. For an overview of the meeting please review the December TAAG meeting minutes and meeting materials on the Accountability System Development website.

Based on House Bill 8, the following information was shared with and reviewed by TAAG members:

• House Bill 8 requires “What If” ratings be shared for the two academic years preceding a refresh. Based on stakeholder feedback, the 2026 and 2027 What If ratings will be released only to districts, in the Texas Education Agency Login (TEAL) Accountability application after final accountability results are determined. What If ratings for 2026 and 2027 will be viewable on TXschools.gov with the release of 2028 preliminary ratings in August 2028.
• House Bill 8 codified the timeline for updates to the Industry Based Certification (IBC) list. The TAAG slides include when updated versions of the IBC list will be available, and which years of annual graduates are able to earn CCMR credit from each list.
• In accordance with House Bill 8, beginning with 2026 accountability ratings, the agency will provide districts with an opportunity to correct prior-year CCMR data before preliminary ratings are issued. Districts will utilize the PEIMS Working Submission, which will be required to receive acceptance from the Information Technology/Data Standards, Data Quality, and Business Analysis Division by the close of the 2026 CCMR Verifier Window. Additional guidance and information about this collection will be provided in a To the Administrator Addressed (TAA) correspondence, coming soon.
• House Bill 8 eliminated the English II assessment and graduation requirement, as of the 2027-28 school year, which will potentially impact all accountability domains.
• Growth metrics within Domain 2a will remain unchanged with the new Student Success Tool (SST) established in House Bill 8, which will begin in the 2027-28 school year. Domain 2a, which measures individual student progress, will continue to be based on end of year results. The agency is required to conduct research on a through-year growth measure, which could be a consideration for future accountability refreshes, beginning with the 2033 accountability cycle.

Additional considerations based on stakeholder feedback were discussed, but were not recommended for the 2028 Refresh.

Lastly, TAAG reviewed and approved additional proposals related to the integration of Results Driven Accountability (RDA) into the A-F system including 0-4 scoring, weighted components, and weight of Domain 3, part b, within Domain 3 ratings.

School Report Cards for 2024 and 2025

School Report Cards inform families about a campus’ individual characteristics and its academic performance, including outcomes for the State of Texas Assessments of Academic Readiness (STAAR®) and academic growth.  The 2024 ratings release was delayed due to legal proceedings that previously prevented their release; therefore, both the 2024 and 2025 SRCs are now available on the School Report Cards website.  

On the SRC, student attendance, enrollment, and class size information and financial indicators are provided alongside the campus’s Overall Academic Accountability Rating, a rating for each accountability domain, and the Distinction Designations earned by the campus from both the 2024 and 2025 accountability rating years. All campuses with SRCs are required by law to distribute the SRC to parents and guardians. UPDATED DECEMBER 2025 STAAR ADMINISTRATION REPORTING EVENTS

Starting with the December 2025 administration, the Texas Education Agency (TEA) implemented an automatic rescore process for extended constructed responses (ECRs) on State of Texas Assessments of Academic Readiness (STAAR®) reading language arts (RLA) assessments when a student’s raw score is within one point of the next performance level. As we continue to build our systems to report these results in a transparent manner while allowing districts to submit additional rescore appeals, reporting events for December 2025 have been adjusted.

The administration report for data verification file will be delivered on January 15, 2026. For this administration only, there will be a separate data verification file to address English I and English II assessments sent for automatic rescoring. All English I and English II assessments not sent for automatic rescoring, along with the remaining subjects, will show complete information in the data file. For assessments sent for automatic rescoring, information such as student raw scores and scale scores will be incomplete. Because of this, districts will also receive a one-time ECR comparison report showing the original and updated ECR scores for students whose ECRs were selected for automatic rescoring. All updated ECR results will be available in the Centralized Reporting System (CRS) on this date.

District and campus summary reports, campus rosters, student report cards, and student labels will be delivered on January 23, 2026, along with an additional, complete version of the data file. All December 2025 results will be available in the Family and Research portals on January 28, 2026, and the data verification window will remain open from January 15 to January 29, 2026.

FEBRUARY 2026 STAAR STAND-ALONE FIELD TEST

The testing window for the 2026 STAAR Stand-Alone Field Test is February 2 through February 6, 2026. Test administration information is available on the 2026 Stand-Alone Field Test Information web page of the Texas Assessment website. Testing personnel in participating districts and campuses may create test sessions in the Test Administrator Interface of the Test Delivery System (TDS) starting today, January 12. For more information on how to create test sessions, refer to the TDS User Guide. District testing coordinators who create campus-level roles for the purpose of session creation should remove these roles after the field test administration.

Final lists of campus assignments for each local educational agency (LEA) selected to participate in the stand-alone field test will be posted in the Test Information Distribution Engine (TIDE) Secure File Center today, January 12. All campuses that will administer the spring 2026 STAAR Spanish RLA tests in grades 3–5 must administer the Spanish RLA stand-alone field tests in grades 3–5.

Please note that campus testing coordinator or online test administrator user roles in TIDE are necessary to create test sessions for the stand-alone field test. District testing coordinators may add additional roles to their TIDE accounts as needed. District testing coordinators who have added campus-level roles to their accounts should remove them after field testing is complete in order to receive summative assessment results.

2026 TELPAS ADMINISTRATION

The Holistic Ratings Upload template, in XLSX format, is now available on the Texas Assessment website for use during the 2026 Texas English Language Proficiency Assessment System (TELPAS) administration window, which opens on February 16, 2026.

STAAR INTERIM ASSESSMENTS

The STAAR Interim Assessments Window 3 will open Tuesday, January 20, and close Friday, April 3, 2026. Testing personnel may now create test sessions for Window 3 mathematics and RLA interim assessments in the Test Administrator Interface of TDS.

The updated STAAR Interim Assessments Educator Guide and the data file format are available on the STAAR Interim Assessments web page, and the STAAR Interim Assessments Overview training module is available in the Learning Management System (LMS).

HOTLINE DIRECT SYSTEM

The Hotline Direct system training video is now available on the Texas Assessment website and in the Updates section of the District and Campus Coordinator Resources. The Hotline Direct system allows district testing coordinators and other designated campus personnel access to student responses that have been flagged for potentially troubling content.

DISTRICT REPORTS

Your district’s December 2025 STAAR administration data file for data verification is posted in the Secure File Center, which can be accessed on the Testing Personnel page of the Texas Assessment website. Please note that for students whose English I and/or English II extended constructed responses (ECRs) were sent for automatic rescoring, information such as raw scores and scale scores will be incomplete in this file. For this administration only, there will be a separate administration data file for data verification to address English I and English II ECRs sent for automatic rescoring. For all other students and subjects, complete information is included. Districts will also receive a onetime ECR comparison report showing the original and updated ECR scores for students whose ECRs were selected for automatic rescoring. This additional file will be posted later in the day.

District and campus summary reports, campus rosters, student report cards, and student labels will be delivered on January 23, 2026, along with an additional, complete version of the data file. Item-level data is not available for the December administration. Reports posted in the Secure File Center are available for one year.

The December 2025 STAAR administration report data for data verification will be posted to the Family and Research portals by January 28, 2026. District testing coordinators should refer to the Family Portal page of the District and Campus Coordinator Resources for information on helping parents access the secure Family Portal.

DATA VERIFICATION

The data verification window for the December 2025 STAAR administration is January 15–January 29, 2026. District testing personnel must resolve any discrepancies related to student information and testing during this window. Additionally, they may submit score code changes and rescore requests for the December administration. Refer to the Data Verification section on the Reporting Events page of the Coordinator Resources for more information on data verification, including costs associated with rescore requests.

Changes submitted during the data verification window will be reflected in the final administration reports for accountability provided on March 23. Any updates made after the data verification window will be included in scheduled updates but will not be reflected in final administration reports for accountability.

REGION REPORTS

Your region’s December 2025 STAAR administration reports for data verification are posted in the Secure File Center. The administration reports for data verification include reporting data files. Version 2 administration reports will be posted in the Secure File Center on January 23 and will include summary reports and updated reporting data files.

Critical performance reporting updates are shared through To The Administrator Addressed Correspondence (TAA)  which are important messages of interest to school districts, charter schools, and regional education service centers. Applied Sciences Pathway Program

House Bill 20, passed by the 89th Texas Legislature, Regular Session, establishes the Applied Sciences Pathway Program in Texas Education Code, §29.914. This program is designed to provide students in grades 11-12 with opportunities to concurrently earn a high school diploma and complete a certificate program with a successful job placement rate in high-wage, high-growth jobs in one of the industries listed in the program requirements. Districts may begin implementing this program with the 2026-27 school year.

The purpose of the program is to enable students in grades 11 and 12 to complete a non-duplicative sequence of courses leading to a high school diploma and a Level I or II certificate or credential of value recognized by the Texas Higher Education Coordinating Board. School system administrators may apply to substitute college-level CTE program courses for courses that satisfy high school graduation requirements.

The application for the 2026-27 school year opens January 15, 2026, and closes May 15, 2026. Public Comment Period for Proposed New CTE TEKS

At the November 2025 meeting, the State Board of Education (SBOE) approved for first reading and filing authorization proposed new Texas Essential Knowledge and Skills (TEKS) for a set of courses in fire science and an occupational safety and compliance lab that can be paired with occupation-specific CTE courses. The SBOE is scheduled to consider the proposed new CTE TEKS for second reading and final adoption at the January 2026 meeting.

The proposed new CTE TEKS will be posted on the Proposed State Board of Education Rules webpage with a link to submit comments. The official public comment period for the proposed new CTE TEKS closes on January 20, 2026.
