Final 2024 and 2025 Accountability Ratings
Following the release of preliminary ratings, school districts and open-enrollment charter schools had the opportunity to appeal their accountability ratings as required by the Texas Education Code, §39.151. Each submitted appeal was carefully considered, alongside information provided by staff and the recommendations of an independent appeals panel made to the commissioner. The commissioner makes the final decision on all appeals. Commissioner decisions have been shared with impacted school systems, and the final 2024 and 2025 A–F Academic Accountability Ratings are now publicly available.
The 2024 and 2025 A–F final domain and overall ratings and scaled scores have been updated on TXschools.gov, on the Accountability Reports and on the TEA Login (TEAL) Accountability application. The accountability lists, summary reports, highlights, and Accountability Data Downloads available on the 2024 Accountability Rating System and 2025 Accountability Rating System webpages are all also updated to reflect final ratings. The 2025 A-F Summary Deck has also been updated to reflect final ratings and insights on 2025 A–statewide results.

Federal Report Cards for 2025
The Elementary and Secondary Education Act (ESEA), as amended by the Every Student Succeeds Act (ESSA), requires each state education agency to prepare and publish an annual report card with state-level, local education agency (LEA)-level and campus-level data. The Federal Report Card for Texas Public Schools is a web-based system that generates the required federal report cards at the state, district and campus levels for easy dissemination by school districts. Every LEA that receives Title I, Part A funding is responsible for distributing the state-, LEA-, and campus-level reports to each of its campuses, the parents of all enrolled students, and the general public within 90 days of receiving notice that the Federal Report Cards for 2024-2025 are now available.
Dissemination Requirements
At a minimum, the LEA must—
- Post direct links to the State, LEA and campus report cards on its website;
- Notify parents of all students about the availability of the report cards and the options for obtaining them;
- Provide appropriate translation (either oral or written) upon request;
- Make hard copies available to parents upon request; and
- Make hard copies available for viewing in public locations.
Additionally, the expectation is that each LEA shall have the federal report cards posted on its website for a minimum of 3 years.

Public Education Grant
With the release of the 2025 A–F final ratings, the list of campuses identified under the PEG program is also final. Campuses that received a final overall scaled score of less than 60 are listed on the Final 2026–27 PEG List, available on the Public Education Grant webpage. Districts must notify families of students assigned to a campus included on the Final 2026-27 PEG list by February 1, 2026. More information to assist districts and to guide families is available on the Public Education Grant FAQ webpage.
With the release of the 2024 A-F final ratings, a final PEG list reflecting 2024 final results has also been released. The 2024 ratings release was delayed due to legal proceedings that previously prevented their release; therefore, no action is required if a campus is included in this 2024 PEG list.

Preliminary Accountability System Manual for 2027
The proposed A–F Accountability System Manual for 2027 ratings has been published on the 2027 Accountability Manual webpage. The proposed rule will be published in the Texas Register on December 12, 2025, followed by a 30-day period to gather public comments. Details on the public comment period and how to submit comments can be found on the Proposed Commissioner of Education Rules webpage. Additional explanatory materials and resources, including Proposed 2027 Manual Updates documentation, are available on the 2027 Accountability Rating System webpage. 2025 RDA State and Region Reports
2025 RDA State and Region Reports Now Available Performance Reporting is pleased to announce that the 2025 Results Driven Accountability (RDA) State and Region Reports are now posted and ready for review. These reports provide performance data for school districts and charter schools across selected program areas, including:
- Bilingual Education/English as a Second Language/Emergent Bilingual
- Other Special Populations (students in Foster Care, students who are Homeless, students who are Military Connected)
- Special Education

Texas Academic Performance Reports (TAPR)
The Texas Academic Performance Reports (TAPR) and TAPR downloads will be released on December 18, 2025. Updated annually, the Texas Academic Performance Reports (TAPR) serve as a one-stop resource for information on the performance of students in each campus and school system in Texas. Public reports will be available by campus, district, ESC region, and state-wide. The TAPR download site has been recently updated for stakeholder convenience and clarity.
School Report Cards for 2024 and 2025
School Report Cards for 2024 and 2025 will be released December 18, 2025, on the School Report Cards website, and schools are required to share those report cards with families within 6 weeks. Additional resources, including SRC definitions and sample cover letters in both English and Spanish will also be shared.
Academic Accountability Data Sources Guide
With the Fall PEIMS Submission open, we wanted to remind everyone of the 2024-25 Academic Accountability Data Sources / PEIMS Fall Submission, which outlines TSDS Indicators collected during the Fall Submission that are included in accountability measurement. We have received feedback that a year-long document, further information on Industry Based Certifications and additional clarity on PEIMS submission windows for 2026-27 would be beneficial. As such, a new resource is available today, Academic Accountability Data Sources Guide. We appreciate stakeholders providing feedback throughout this process.
This resource outlines the 2025-26 and 2026-27 Texas Student Data Systems (TSDS) Public Education Information Management System (PEIMS) data sources and accepted values for College, Career, and Military Readiness (CCMR) indicators used in A-F Accountability, along with special considerations for Industry Based Certifications. As additional information becomes available for 2026-27, this document will be revised. The Academic Accountability Data Sources Guide is posted on the Performance Reporting Resource webpage.
Waiver Request for Special Campus Accountability Requirements
The Elementary and Secondary Education Act of 1965 (ESEA), as amended by the Every Student Succeeds Act of 2015 (ESSA), §1111(c)(4)(E)(ii)(II) requires the state to annually measure the achievement of not less than 95 percent of all students based on the number of students participating in state assessments. The Elementary and Secondary Education Act of 1965 (ESEA) §1111(c)(4)(B)(iii) requires the state to annually measure for public high schools the four-year adjusted cohort graduation rate. TEA is requesting a waiver to exclude special campuses which are campuses in which at least 90 percent of the students receive special education services and have been identified as having a significant cognitive disability, from the participation calculation under ESSA §1111(c)(4)(E)(ii)(II) and from the graduation calculation under ESSA §1111(c)(4)(B)(iii). This waiver is being requested beginning with the 2025–2026 school year and for the next three school years through the 2028–2029 school year.
Prior to submitting the waiver request to the USDE, the draft waiver, Texas Waiver Request for Special Campus Accountability Requirements, is available for public comment and posted on the Every Student Succeeds Act web page.
TEA is accepting public comments regarding the need to request a waiver for these accountability requirements related to special campuses. Please provide comments via email to performance.reporting@tea.texas.gov. The public comment period begins Thursday, December 4, 2025, and ends Wednesday, December 24, 2025, at 11:59 p.m. (CT).
