Waiver Request for Special Campus Accountability Requirements
The Elementary and Secondary Education Act of 1965 (ESEA) §1111(c)(4)(B)(iii) requires the state to annually measure for public high schools the four-year adjusted cohort graduation rate. TEA is requesting a waiver to exclude special campuses from the participation calculation under ESSA §1111(c)(4)(E)(ii)(II) and from the graduation calculation under ESSA §1111(c)(4)(B)(iii). This waiver is being requested beginning with the 2025–2026 school year and for the next three school years through the 2028–2029 school year.
Prior to submitting the waiver request to the USDE, the draft waiver, Texas Waiver Request for Special Campus Accountability Requirements, is available for public comment and posted on the Every Student Succeeds Act web page.
TEA is accepting public comments regarding the need to request a waiver for these accountability requirements related to special campuses. Please provide comments via email to performance.reporting@tea.texas.gov. The public comment period begins Thursday, December 4, 2025, and ends Wednesday, December 24, 2025, at 11:59 p.m. (CT). Academic Accountability Data Sources Guide
With the Fall PEIMS Submission open, we wanted to remind everyone of the 2024-25 Academic Accountability Data Sources / PEIMS Fall Submission, which outlines TSDS Indicators collected during the Fall Submission that are included in accountability measurement. We have received feedback that a year-long document, further information on Industry Based Certifications and additional clarity on PEIMS submission windows for 2026-27 would be beneficial. As such, a new resource is available today, Academic Accountability Data Sources Guide. We appreciate stakeholders providing feedback throughout this process.
This resource outlines the 2025-26 and 2026-27 Texas Student Data Systems (TSDS) Public Education Information Management System (PEIMS) data sources and accepted values for College, Career, and Military Readiness (CCMR) indicators used in A-F Accountability, along with special considerations for Industry Based Certifications. As additional information becomes available for 2026-27, this document will be revised. The Academic Accountability Data Sources Guide is posted on the Performance Reporting Resource webpage.

Best Practices for PEIMS Fall Submission
Join us for a focused Public Education Information Management System (PEIMS) Fall Submission Best Practices webinar on Jan 7, 2026, 9:30–10:30 a.m. This webinar is designed to help you validate and finalize your Fall data before resubmission. We’ll walk through common pitfalls, must‑check reports, and tips that reduce corrections and downstream impacts on accountability.
You’ll learn:
- Final verification steps for Fall Submission (e.g., PDM reports to run and reconcile, snapshot alignment, coding checks).
- High‑impact corrections that prevent resubmission issues.
- Quality‑assurance routines your team can adopt in the last mile before resubmission.

Final 2024 and 2025 Accountability Ratings
The Texas Education Agency will publicly release the final 2024 and 2025 Accountability Ratings for all districts and campuses on December 11th. Alongside the release of final accountability ratings, there are number of resources that will be updated and shared, reflecting final accountability results for the 2023-24 and 2024-25 school years.
- The 2024 and 2025 A–F final ratings will be added to the Accountability Reports in TEAL.
- The Public Education Grant (PEG) list for the 2026-2027 school year will be posted on the Public Education Grant. Districts are required to notify families of students assigned to schools on the PEG list of the school’s status and their eligibility to transfer by February 1, 2026.
- Federal Reports Cards for 2025 will be shared on December 11, 2025, on the Federal Report Card website. Each LEA that received Title I, Part A funding is responsible for disseminating their report card to through widely available public means within 90 days.
- School Report Cards for 2024 and 2025 will also be released December 18, 2025, on the School Report Cards website, and schools are required to share those report cards with families within 6 weeks. Additional resources, including SRC definitions and sample cover letters in both English and Spanish will also be shared.
Additionally, the Texas Academic Performance Reports (TAPR) and TAPR downloads will be released on December 18, 2025. The TAPR download site has been recently updated for stakeholder convenience and clarity.
Proposed Accountability System Manual for 2027
The Proposed A–F Accountability System Manual for 2027 ratings will be published on the 2027 Accountability System Manual webpage on December 11, 2025. Alongside the manual, additional explanatory materials and resources, including the Proposed 2027 Manual Updates documentation, will be made available on the 2027 Accountability Rating System webpage to support understanding and implementation.
Expanded 2024-2025 Reports and Data Features in TPRS
The Texas Education Agency released updates to the Texas Performance Reporting System (TPRS) on November 21, 2025. The release featured expanded reporting and additional data components, intended to strengthen transparency and support informed decision-making at the campus and district levels. On November 21st, the data within the Texas Performance Reporting System (TPRS) were updated to reflect:
- Attendance, Graduation, & Dropout Rates
- Graduation Profile
- Postsecondary Outcomes Yearly Details
- Postsecondary Outcomes Summary
- Postsecondary Outcomes Visualization
- Kindergarten Readiness
- Prekindergarten Effectiveness based on Kindergarten Readiness Assessments
Preliminary Accelerated Tester Reports
Preliminary Accelerated Tester reports are now available in the TEA Login (TEAL) Accountability application. Accelerated testers are defined as students who earn Approaches Grade Level or above on the Algebra I, English II, and/or Biology STAAR EOC prior to grade 9. To fulfill federal testing requirements, these accelerated students must take a corresponding subject area SAT or ACT while in high school.
Students to be included on the listing were reported as enrolled in grade 11 on the 2024–25 PEIMS Summer Submission of attendance, and they have either:
- taken an Algebra I, English II, and/or Biology EOC assessment prior to enrolling in grade 9 and earned Approaches Grade Level or above; or
- earned course credit for Algebra I, English II, and/or Biology in Spring or Summer 2021.
Students are attributed to the last district and campus at which they were reported in attendance during SY 2024–25. The Preliminary 2026 Accelerated Testers Student Listings indicate the subject area in which the student is considered accelerated and whether the student has a corresponding SAT or ACT score on record.

Leaver Data Validation Reports
Leaver Data Validation reports are now available in the TEA Login (TEAL) Accountability application. All eight LDV indicators will be designated as “Report Only” and no LEAS will be triggered as having anomalous data based on these indicators. Please refer to the 2025 Leaver Records Data Validation Manual (PDF) for more details.
2028 A-F Refresh Public Feedback
The Texas Education Agency (TEA) is gathering public suggestions for improvement to the A-F Accountability System for consideration of inclusion in the 2028 A-F Accountability System refresh.
