New Updates from Performance Reporting

Expanded 2024-2025 Reports and Data Features in TPRS

The Texas Education Agency  released updates to the Texas Performance Reporting System (TPRS) on November 21, 2025. The release featured expanded reporting and additional data components, intended to strengthen transparency and support informed decision-making at the campus and district levels. On November 21st, the data within the Texas Performance Reporting System (TPRS) were updated to reflect:

• Attendance, Graduation, & Dropout Rates
• Graduation Profile
• Postsecondary Outcomes Yearly Details
• Postsecondary Outcomes Summary
• Postsecondary Outcomes Visualization
• Kindergarten Readiness
• Prekindergarten Effectiveness based on Kindergarten Readiness Assessments

Preliminary Accelerated Tester Reports

Preliminary Accelerated Tester reports are now available in the TEA Login (TEAL) Accountability application. Accelerated testers are defined as students who earn Approaches Grade Level or above on the Algebra I, English II, and/or Biology STAAR EOC prior to grade 9. To fulfill federal testing requirements, these accelerated students must take a corresponding subject area SAT or ACT while in high school. 

Students to be included on the listing were reported as enrolled in grade 11 on the 2024–25 PEIMS Summer Submission of attendance, and they have either: 

• taken an Algebra I, English II, and/or Biology EOC assessment prior to enrolling in grade 9 and earned Approaches Grade Level or above; or
• earned course credit for Algebra I, English II, and/or Biology in Spring or Summer 2021. 

Students are attributed to the last district and campus at which they were reported in attendance during SY 2024–25. The Preliminary 2026 Accelerated Testers Student Listings indicate the subject area in which the student is considered accelerated and whether the student has a corresponding SAT or ACT score on record.

Leaver Data Validation Reports

Leaver Data Validation reports are now available in the TEA Login (TEAL) Accountability application. All eight LDV indicators will be designated as “Report Only” and no LEAS will be triggered as having anomalous data based on these indicators. Please refer to the 2025 Leaver Records Data Validation Manual (PDF) for more details.

Performance Reporting Newsletter Update

Starting December 5th, the Performance Reporting newsletter will be delivered at 9:00 am. The Performance Reporting bulletin will continue to share relevant updates, upcoming tools and deadlines, and provide accessible methods for stakeholders to provide feedback to the Performance Reporting team. Please look for your weekly update at the new time!

Final 2024 and 2025 Accountability Ratings

The Texas Education Agency will publicly release the final 2024 and 2025 Accountability Ratings for all districts and campuses on December 11th. Alongside the release of final accountability ratings, there are number of resources that will be updated and shared, reflecting final accountability results for the 2023-24 and 2024-25 school years.

• The 2024 and 2025 A–F final ratings will be added to the Accountability Reports in TEAL.
• The Public Education Grant (PEG) list for the 2026-2027 school year will be posted on the Public Education Grant. Districts are required to notify families of students assigned to schools on the PEG list of the school’s status and their eligibility to transfer by February 1, 2026.
• School Report Cards for 2024 and 2025 will also be released on the School Report Cards website, and schools are required to share those report cards with families within 6 weeks. Additional resources, including SRC definitions and sample cover letters in both English and Spanish will also be shared.
• Federal Reports Cards for 2025 will be shared on December 11, 2025, on the Federal Report Card website. Each LEA that received Title I, Part A funding is responsible for disseminating their report card to through widely available public means within 90 days.

Additionally, the Texas Academic Performance Reports (TAPR) and TAPR downloads will be released on December 18, 2025. The TAPR download site has been recently updated for stakeholder convenience and clarity.

2025 RDA Masked Public Reports

The Results Driven Accountability (RDA) masked district reports and data download for the three program areas, including bilingual education/English as a second language/emergent bilingual (BE/ESL/EB), other special populations (OSP), and special education (SPED), are now published on the RDA – District Reports webpage. You may also find RDA data on the Closing the Gaps tab of our Texas Education Agency - Accountability Reports. The special education reports also include results for significant disproportionality (SD). Information about these reports is contained in the 2025 RDA Chapter 12 and Appendix K of the 2025 Accountability Manual. Improve Performance Reporting Processes and Products

Many of the tools shared in recent bulletins were created and shared based on the feedback received from stakeholders across Texas.

DECEMBER 2025 STAAR ADMINISTRATION

Test Materials

District testing personnel will receive State of Texas Assessments of Academic Readiness (STAAR®) test administrator manuals and their district’s initial shipment of secure paper test materials the week of November 17–21, 2025, for the December administration. District testing personnel must order any additional paper test materials during the additional order window of November 24–December 8 and additional return labels by December 17.

Accommodation Request Forms

As a reminder, the due date for district testing personnel to submit Accommodation Request Forms to be processed before the December administration is today, November 17, 2025.

Campus Testing Coordinator Training Sessions

Training sessions on test security and administration procedures for campus coordinators should be completed by November 21, 2025.

Critical performance reporting updates are shared through To The Administrator Addressed Correspondence (TAA)  which are important messages of interest to school districts, charter schools, and regional education service centers. 2025-2026 Industry-Based Certification Reimbursements

House Bill 2, Article 6 requires TEA to allow school systems to request reimbursement for up to two industry-based certification (IBC) examinations reported as passed or earned per high school student, an increase from one reimbursement per student under the previous law. The process for reporting IBCs will remain the same as previous reporting. Beginning this school year (2025-2026), TEA will now review for reimbursement:

• The first two IBCs with a cost greater than zero dollars reported in PEIMS for each student in grades 9-12; and
• The cost of fingerprinting or background checks required to attain a certification, as noted on the 2025-2030 IBC List for Public School Accountability

Eligible fingerprinting and background checks may be entered as a separate reimbursement request for passed/earned IBCs. Additional costs, such as curriculum or materials, are not reimbursable.

School systems will continue to report passed and earned IBCs taken between September 1 and May 31 with the PEIMS summer submission. Beginning with the 2025-26 school year, school systems will report passed and earned IBCs taken between June 1 and August 31 with the PEIMS extended year submission.  

As with all self-reported data submitted through PEIMS, school systems should keep records supporting the information submitted through the system for a minimum of five years. Waiver Request for STAAR Alternate 2 Participation

Texas Education Agency (TEA) is requesting a waiver extension for the 2025–2026 school year of the federal cap on the number of students who can be assessed with the State of Texas Assessments of Academic Readiness (STAAR®) Alternate 2. Texas was granted a waiver for the 2024–2025 school year in April 2025. Prior to submitting the waiver extension request to the United States Department of Education (USDE), the draft waiver, 2025–2026 Texas One Percent Cap Waiver Request, is available for public comment and posted on the STAAR Alternate 2 Resources webpage. TEA is accepting public comments regarding the need to request a waiver to exceed the one percent statewide threshold. Please provide comments via email to assessmentwaiver@tea.texas.gov. The public comment period begins Thursday, November 13, 2025, and ends Wednesday, December 10, 2025, at 11:59 p.m. (CT). For additional information, please see the To the Administrator Addressed Correspondence on Waiver Request for STAAR Alternate 2 Participation.

Updated Program of Study Frameworks Now Available

The Texas Education Agency posted the updated program of study frameworks on the CTE webpage, including the new Junior Reserve Officers’ Training Corps (JROTC) framework in the Law and Public Service career cluster. Updated frameworks also include approved IBCs from the final 2025-30 Industry-Based Certification List for Public School Accountability, which may be found on the Industry-Based Certification webpage.  Each framework is available as a PDF for reference and in an editable PowerPoint format, allowing school staff the opportunity to customize their individual offerings. Middle School Advanced Mathematics Course Codes

The State Board of Education (SBOE) recently adopted TEKS for middle school advanced mathematics that school systems may use. Alternatively, school systems may organize the TEKS differently for implementation.

There are two sets of course codes that have been added to the Texas Student Data System Public Education Information Management System (TSDS PEIMS) for reporting enrollment in a school system's middle school advanced mathematics program.

The following course codes should be used to report middle school advanced mathematics courses for which the TEKS were determined locally. If your local school system meets the requirements of the middle school advanced mathematics program using an arrangement of the TEKS that is different than the arrangement of the TEKS adopted by the SBOE, you should use the course codes listed below.

• Locally Developed Middle School Advanced Mathematics, Grade 6 (PEIMS Course Code: 03103310)
• Locally Developed Middle School Advanced Mathematics, Grade 7 (PEIMS Course Code: 03103320)

The existing course code for Algebra I should be used for grade 8 students enrolled in Algebra I (PEIMS Course Code: 03100500).

Alternatively, school systems using the middle school advanced mathematics TEKS adopted by the SBOE should use the PEIMS course codes listed below.

• §111.29. Grade 6, Middle School Advanced Mathematics (PEIMS Course Code: 03103210)
• §111.30. Grade 7, Middle School Advanced Mathematics (PEIMS Course Code: 03103220)
• §111.31. Grade 8, Middle School Advanced Mathematics, Algebra I (PEIMS Course Code: 03103230)
