2025-30 IBC List for Public School Accountability Now Available
The final 2025-30 list of industry-based certifications (IBCs) to be used for public school accountability is now available on the Industry-Based Certifications page of the Texas Education Agency (TEA) website.
The new list of IBCs takes effect in the 2025-26 school year and will apply to accountability ratings issued in August 2027. In 2027, the 2022–2025 list will be subject to the sunsetting cap as the 2025–2030 list is implemented. As outlined in the Accountability Rating System Manual for 2026 Ratings, a campus can count no more than five graduates or 20% of its graduates (whichever is greater) toward CCMR credit, if those graduates meet CCMR criteria solely by earning a sunsetting IBC.
There are 523 IBCs on the final 2025-30 list, up from 309 on the 2022-25 list. Each IBC has been assigned a tier intended to signify its potential value to students and to serve as guidance for school system staff when selecting IBCs to align with the programs of study offered in their local school systems. The assigned tiers of the 2025-30 IBC list will not be used in accountability ratings until 2028 (pending the 2028 rulemaking process).
September 1, 2025, was the earliest date students in grades 9-12 may have taken an IBC that was added to the 2025-30 IBC list. PEIMS data standards for reporting of IBCs that have been added to the list will be made available in early 2026, to be reported during the 2026 PEIMS Summer and Extended Year submissions.

Two Lowest Performing Race/Ethnic Groups
The “2 Lowest Performing Race/Ethnic Groups” can be found on the “Closing the Gaps” Accountability Report. Staring in 2025 the report not only displays the two lowest groups for the current year but will also indicate which two groups will be evaluated for the upcoming year. These variables have also been added to the “Accountability Data Download” starting in 2024-25.
Here are the steps to download these new variables:
- Make sure the school year is set to 2024-25.
- Set the Report Level = Campus.
- Click on the Closing the Gaps Domain.
- Select “Status Table, Flags, Scores.”
- Under the Select Data Element(s) section select “Closing the Gaps: Status Table, Scores.”
- Click on the “Download File" button.
- A .csv or .txt file will be downloaded.
2028 A-F Refresh Roadshow

Expanded 2024-2025 Reports and Data Features in TPRS
The Texas Education Agency will release updates to the on November 21, 2025. The forthcoming release will feature expanded reporting and additional data components and are intended to strengthen transparency and support informed decision-making at the campus and district levels. On November 21st, data within with be updated to reflect:
- Attendance, Graduation, & Dropout Rates
- Graduation Profile
- Postsecondary Outcomes Yearly Details
- Postsecondary Outcomes Summary
- Postsecondary Outcomes Visualization
- Kindergarten Readiness
- Prekindergarten Effectiveness based on Kindergarten Readiness Assessments
Preliminary Accelerated Tester Reports
Preliminary Accelerated Tester reports are anticipated on November 21, 2025, and will be available in the (TEAL) Accountability application. Accelerated testers are defined as students who earn Approaches Grade Level or above on the Algebra I, English II, and/or Biology STAAR EOC prior to grade 9. To fulfill federal testing requirements, these accelerated students must take a corresponding subject area SAT or ACT while in high school.
Students to be included on the listing were reported as enrolled in grade 11 on the 2024–25 PEIMS Summer Submission of attendance and they have either:
- taken an Algebra I, English II, and/or Biology EOC assessment prior to enrolling in grade 9 and earned Approaches Grade Level or above; or
- earned course credit for Algebra I, English II, and/or Biology in Spring or Summer 2021.
Students are attributed to the district and campus at which they were reported in attendance for the final six weeks of SY 2024–25. The Preliminary 2026 Accelerated Testers Student Listings will reflect which subject area the student is considered accelerated and if the student has a corresponding SAT or ACT on record.
Public Release of 2025 RDA Unmasked District Reports
The 2025 Results Driven Accountability (RDA) unmasked district reports have been recently updated and will be publicly available on the RDA website on November 13, 2025. The unmasked district reports include federally required elements (FREs) and Determination Level (DL) data. These reports provide valuable insights into district performance metrics and can serve as essential tools for analysis and planning.
Performance Reporting Newsletter Update
Starting December 5th, the Performance Reporting newsletter will be delivered at 9:00 am. The Performance Reporting bulletin will continue to share relevant updates, upcoming tools and deadlines, and provide accessible methods for stakeholders to provide feedback to the Performance Reporting team. Please look for your weekly update at the new time!

The 2025 Results Driven Accountability (RDA) unmasked district reports have been recently updated and now include federally required elements (FREs) and Determination Level (DL) data. They are now available on the summary page of the TEA Login (TEAL) Accountability application. These reports provide valuable insights into district performance metrics and can serve as essential tools for analysis and planning. Public reports will be available on the RDA website on November 13, 2025.
Leaver and Discipline Data Validation Manuals
The 2025 LRDV Manual was posted on the Data Validation Manuals webpage on October 29, 2025, and Discipline Data Validation Manual was posted on October 31, 2025. On November 21, 2025, all school systems may retrieve their LRDV reports by logging in to the Texas Education Agency Login (TEAL) portal to access the Accountability application and all indicators will be listed as “report only” for this school year. 2025 DDV reports will be available in the Texas Education Agency Login (TEAL) on Debember18, 2025. Reports can be found under the “Performance-Based Monitoring” tab. School systems can reference Tips for Conducting Local Reviews for guidance on conducting local reviews and are also encouraged to contact their Education Service Centers for support.
The 2025 SADV manual will be published on the Data Validation Manuals webpage on December 11, 2025, and the 2025 SADV reports will be released in the Texas Education Agency Login (TEAL) on February 13, 2026.

Overview of House Bill 8
House Bill 8 (HB 8), passed during the 89th Texas Legislature, 2nd Called Session (2025), and signed by Governor Abbott in September 2025, repeals and replaces the State of Texas Assessments of Academic Readiness (STAAR®) beginning with the 2027–28 school year. HB 8 also makes minor changes to the Texas Assessment Program this school year and revises several accountability requirements impacting the A–F accountability refresh that will occur for ratings issued in fall 2028. The To the Administrator Addressed Correspondence (TAA) on House Bill 8 provides a high-level overview of HB 8’s assessment and A–F accountability provisions for Texas public school systems.
TEA has produced a frequently asked questions (FAQ) document related to the implementation of HB 8 that is available at 89th Legislature Updates webpage. The FAQ document will be updated periodically as needed.
Assessment Program Changes Effective with 2027–28 School Year
Starting with the 2027–28 school year, HB 8 will overhaul the Texas Assessment Program by replacing STAAR with a new instructionally supportive assessment program for Texas schools, referred to as the Student Success Tool (SST) in statute. The new program will include beginning-of-year (BOY), middle-of-year (MOY), and end-of-year (EOY) assessments for grades 3–8 and for Spanish grades 3–5. BOY and MOY assessments will be optional for end-of-course (EOC) assessments: Algebra I, Biology, English I, and U.S. History.
The English II EOC assessment is being eliminated, both in terms of the administration of the assessment and as a graduation requirement, beginning with the 2027–28 school year. Note: Students who are in the graduating classes of 2026 and 2027 still have the STAAR English II EOC assessment as part of their high school graduation requirements. More information on assessment graduation requirements for 2028 and beyond will be provided in the future. 2028 A-F Refresh Public Feedback
The Texas Education Agency (TEA) is gathering public suggestions for improvement to the A-F Accountability System for consideration of inclusion in the 2028 A-F Accountability System refresh.
