2025-30 IBC List for Public School Accountability Posted on TEA’s CTE Webpage
The final 2025-30 Industry-Based Certification (IBC) List for Public School Accountability has been posted on the TEA’s CTE webpage.
TEC §39.053 requires the Texas Education Agency to account for high school students who earn an industry-based certification as one indicator within the student achievement domain of the state's public school accountability system. The purpose of the IBC list is to identify certifications that prepare students for success in the workforce, military, or postsecondary education.
To develop the new list, all IBCs on the 2022-25 list, the Texas Workforce Commission (TWC) Inventory of Industry-Recognized Credentials List, state and federal licenses, and newly submitted IBCs were reviewed. A total of 2,036 unique credentials were considered against criteria outlined in 19 TAC §74.1003, resulting in inclusion of a total of 523 unique IBCs on the 2025-30 IBC List for Public School Accountability.

JROTC Now a CTE Program of Study
As part of House Bill 2 (HB 2) – Article 6, passed during the 89th Legislative Session, Junior Reserve Officers’ Training Corps (JROTC) will be recognized as a CTE program of study in the Law and Public Service career cluster beginning with the 2025-26 school year. This change is designed to enhance college, career, and military readiness across Texas. Specifically, the bill states:
(5) a course of study offered under a Junior Reserve Officers’ Training Corps program established under 10 U.S.C. Section 2031 is considered a career and technology education program.
Section 2031 of Title 10 of the U.S. Code outlines the federal requirements for establishing and maintaining a JROTC program. These include standards for student eligibility, curriculum, and program oversight. It is important to note that while the Naval National Defense Cadet Corps (NNDCC) offers a similar experience, NNDCC programs are not included under the CTE designation. This distinction took effect when HB 2 – Article 6 became law on September 1, 2025.
Local education agencies that previously used course codes PES00004 (PE Substitution JROTC), 03160100 (JROTC 1), 03160200 (JROTC 2), 03160300 (JROTC 3), or 03160400 (JROTC 4) for NNDCC programs will transition to local course codes beginning with the 2025–26 school year.
CTE Course Catalog
The CTE Course Catalog is a comprehensive guide that provides CTE course information in one location. It organizes courses by programs of study and includes course descriptions, course codes, course credits, prerequisites, and corequisites.
To keep educators and stakeholders informed, the catalog will be updated as changes occur, and each update will be listed within the course change log. This document currently highlights changes from the June 2025 State Board of Education (SBOE) meeting, including:
- Movement of CTE courses from 19 TAC Chapter 130 to Chapter 127
- CTE courses revised from innovative courses to TEKS-based courses
- Newly developed and revised courses that were approved through SBOE
