Overview of House Bill 8
House Bill 8 (HB 8), passed during the 89th Texas Legislature, 2nd Called Session (2025), and signed by Governor Abbott in September 2025, repeals and replaces the State of Texas Assessments of Academic Readiness (STAAR®) beginning with the 2027–28 school year. HB 8 also makes minor changes to the Texas Assessment Program this school year and revises several accountability requirements impacting the A–F accountability refresh that will occur for ratings issued in fall 2028. This correspondence from the Texas Education Agency (TEA) provides a high-level overview of HB 8’s assessment and A–F accountability provisions for Texas public school systems.
TEA has produced a frequently asked questions (FAQ) document related to the implementation of HB 8 that is available at 89th Legislature Updates webpage. The FAQ document will be updated periodically as needed.
2026 A-F Estimator tools
The A-F Estimators are now available for public use on the Performance Reporting Resources webpage. Users can leverage the A-F Estimator or the A-F Estimator AEA, depending on their school type in order to set goals and strategically plan. These tools are identical to the A-F Estimators released in TEA Login (TEAL) Accountability application earlier this month, but based on stakeholder feedback, are also now available for non-TEAL users.
This A-F Estimators tool enables the calculation and estimation of a district or campus's performance in each domain and overall ratings. The estimators prepopulate domain and component values using 2025 results. Users can enter new component values to estimate the corresponding domain and overall results for 2026 accountability. The accuracy and validity of the estimation depend solely on the data input by the user.
2028 A-F Refresh Roadshow
Performance Reporting is excited to invite you to Part Four of the 2028 A-F Refresh Roadshow! Earlier this week, we continued our roadshow with part three of the Refresh Roadshow Series. The session materials (slide deck and recording) will be posted on the Accountability System Development webpage. We are eager to continue the momentum and engage with even more of you as we roundup this series!
Our goals during this time are to:
- Raise stakeholder awareness and knowledge
- Support campuses and districts in effective planning
- Garner meaningful public comment

The Texas Education Agency (TEA) is gathering public suggestions for improvement to the A-F Accountability System for consideration of inclusion in the 2028 A-F Accountability System refresh.
