This announcement serves to inform publishers of the release of the Request for Instructional Materials (RFIM) for IMRA Cycle 2026, along with key dates and deadlines. Publishers are encouraged to review the document and prepare accordingly.

IMRA Cycle 2026 Submission Details

The Texas Education Agency (TEA) invites qualified publishers to submit instructional materials for review under IMRA Cycle 2026. Materials approved by the State Board of Education (SBOE) may be offered to Texas school systems through a zero-dollar contract and made available for purchase in EMAT beginning in the 2027–28 school year. For IMRA Cycle 2026, TEA is accepting submissions across a range of instructional material types, subject areas, and grade levels, including:

Full-subject, Tier-One Materials

  • K–12 English Mathematics
  • K–6 Spanish Mathematics
  • 6–8 English Advanced Mathematics
  • Grade 6 Spanish Advanced Mathematics
  • K–5 English and Spanish Language Arts and Reading (ELAR/SLAR)
  • 6–12 Career and Technical Education (CTE) | Batch 1 Courses
  • K–12 Fine Arts

Partial-subject, Tier-One Materials

  • K–3 English and Spanish Phonics

Supplemental Materials

  • K–12 English Mathematics
  • K–6 Spanish Mathematics
  • K–5 ELAR and SLAR

For detailed information on the applicable Texas Essential Knowledge and Skills (TEKS), English Language Proficiency Standards (ELPS), and enrollment figures for each course, please refer to Appendix B of the RFIM.

Form A Submission

The IMRA Cycle 2026 RFIM Response Form A: Publisher Business Information is the initial part of a publisher’s application to IMRA Cycle 2026. Form A includes publisher information, points of contact, publisher websites, and disclosure of any potential conflicts of interest.

Form A is due Friday, October 31, 2025, at 11:59 p.m. CDT. Each publisher will only submit one Response Form A.

Form B Submission

Following the completion of Form A, a link to Form B: Publisher Program Submission will be sent to the publisher’s point of contact. The Form B submission includes program attributes, program access information, and preliminary standards-alignment, quality rubric, and suitability rubric correlations.

Form B is due Friday, December 12, 2025, at 11:59 p.m. CST. Each publisher will submit a separate Form B for each grade-level program.

Withdrawal Option

The last day a publisher may withdraw their application to participate is Friday, January 16, 2026, at 5:00 p.m. CST. After the withdrawal deadline, publishers who applied to participate may no longer opt out of the cycle. If a publisher chooses not to participate after this deadline, their materials will still undergo review, and the SBOE may vote to place them on either the List of Approved or Rejected Instructional Materials, with the results made publicly available.

Following the withdrawal deadline, the SBOE will meet and may vote to require certain publishers and programs to be selected for review, regardless of whether the publisher has applied.

Office Hours Schedule

To support publishers throughout the application process, the TEA IMRA Team will host a series of office hours sessions. Each session will take place from 3:00 to 4:00 PM CT on the following dates:

  • October 1, 2025
  • October 15, 2025
  • October 29, 2025
  • November 12, 2025
  • December 3, 2025
