The school year (SY) 2024-2025 near-final (NF) Summary of Finances (SOF) reports now incorporate:
- Average Daily Attendance (ADA) and full-time equivalents (FTEs) from the PEIMS summer submission, including Pre-K ADA
- Final tax year (TY) 2024 certified district property values (DPV), pending petitions filed under Government Code Section 403.303, from the Comptroller’s School District Property Value Study
- Tax collections from the Tax Information Survey module within the FSP system
- Special Education non-public contracts FTEs
- Various Allotments:
- School Safety Allotment (a file containing the ADA and campus allotments, as well as eligible (and ineligible) campuses, will be posted on the TEA State Funding Reports and Data webpage)
- Transportation data from the Route Services Reports
- Teacher Incentive Allotment
- Mentor Program Allotment
- CCMR Outcomes Bonus (OB) (for additional resources, see the Final 2023 Annual Graduates CCMR OB Counts by District on the TEA Performance Reporting Resources webpage)
- Tuition Allotment for districts not offering all grade levels
- Rural Pathway Excellence Partnership (R-PEP) Allotment and OB
- Additional State Aid for Adjustment of Limitation on Tax Increases on Homestead of Elderly or Disabled (TEC 48.2542)
- Public Education Grant
Note: While we have incorporated the major elements/sources into the SY 2024-2025 NF SOF reports, there are still some pending calculations. We will continue to update the SY 2024-2025 NF SOF reports until all pending adjustments are complete. Additional updates include:
- SB 1882 Campus ADA and SB 2117 Campus Program ADA Updates (TEC 48.252)
- Additional Days School Year (ADSY) ADA from PEIMS extended year submission
- Additional State Aid for state-approved instructional materials
- IFA, EDA, and ASAHE for Facilities
School year 2024-2025 College Preparation Assessment Reimbursements and Certification Exam Reimbursements will be updated in April 2026 during final settle-up once all student assessment and certification exam data is processed. In addition, final settle-up for the New Instructional Facility Allotment (NIFA), based on the days of instruction survey, will occur in April 2026.
The TEA Summary of Finance webpage contains a helpful resource for the SOF reports that provides information about the various data elements, sources, and timelines used in these reports.
The school year 2025-2026 preliminary Summary of Finances (SOF) reports now incorporate:
- ADA and FTEs based on attendance projections adopted in the General Appropriations Act for the 2026-2027 Biennium
- For charter schools, the September SOF reports reflect charter estimates from the FSP system, if submitted, or prior year estimates from June/July.
- DPV, Tax Rates, and Collections––estimated TY 2025 state certified property values, maximum compressed tax rates (MCRs) and tax rates, and tax collections
- Certain DPV values and M&O collections have been adjusted to estimate the impact of SB 4 and SB 23
- Updated district payment classes (based on estimated TY2025 DPV)
- Various allotments, either based on the prior year or updated with new estimates, including:
- Teacher Incentive Allotment
- Mentor Program Allotment
- College Preparation Assessment Reimbursements
- Certification Exam Reimbursements
- Transportation Allotment
- Tuition Allotment
- Additional State Aid for Adjustment of Limitation on Tax Increases on Homestead of Elderly or Disabled (TEC 48.2542)

Districts eligible for the Fast Growth Allotment
- Tier Two golden penny yield of $129.52 and increased Tier Two copper penny yield of $49.72
- Preliminary per capita rate of $471.139 for Available School Fund funding amounts
- HB 2 implementation, including:
- Basic Allotment increased by the Guaranteed Yield Increment Adjustment to $6,215
- Small and Mid-Sized District Allotment increased funding multipliers
- Increases to P-TECH Allotment from $50 to $150
- Increase to the Early Education Allotment based on total ADA in grades K-3
- Adjustment in funding approach to full-day prekindergarten for 4-year-olds from the Early Education Allotment
- CCMR OB increases to $4,000 for students who receive special education services
- Teacher Retention Allotment
- Support Staff Retention Allotment
- Special Education Full Initial and Individual Evaluations at $1,000 per student
- School Safety Allotment, based on $21.10 per ADA and 33,540 per campus
- Allotment for Basic Costs at $106 per enrolled student
- Charter school facilities funding formula changes
- Additional state aid for regional insurance provided for first-tier coastal counties or areas designated as catastrophe areas in 2024
- Regional Day School Programs for the Deaf (RDSPD)
Please note that TEA is still working on implementing the latest M&O and I&S Additional State Aid for Homestead Exemption (ASAHE), resulting from SB 4 and SB 23. Districts can expect to see the ASAHE updates in SY 2025-2026 SOF reports later in 2025.
Facilities allotment calculations will also be forthcoming to incorporate debt service through 8/31/2025 and estimated ASAHE for Facilities Funding calculations.
The next major SY 2025-2026 SOF updates will occur in February 2026 when TEA receives preliminary TY2025 property values and self-reported tax rates from the Comptroller’s Property Tax Assistance Division. At that time, the preliminary SY 2025-2026 SOF reports will also incorporate final TY2025 MCRs and fall PEIMS budgeted tax collections.
