Preliminary 2028 A-F Accountability Rating System Framework Now Available
The Preliminary 2028 A–F Accountability System Framework has been released on the Accountability System Development webpage, more than two years prior to the 2027 –2028 accountability ratings year.
This preliminary framework is intended to guide discussions and elicit additional stakeholder feedback. The Texas Accountability Advisory Group (TAAG) will consider the public’s feedback on the preliminary framework and will consider scaling, cut points, and Closing the Gaps student targets using the recently released 2025 A–F Accountability results. Additionally, pending gubernatorial approval of House Bill 8 passed by the legislature in the most recent special session, this preliminary framework will be reviewed and updated to meet requirements of the new statute. Additional details, including detailed information on “What If” ratings, are available in the To the Administrator Correspondence 2028 A–F Accountability Rating System Framework, which was published on September 4, 2025.
Any final updates will be communicated in spring 2026 as the Final 2028 A–F Accountability System Framework. The Accountability Rating System Manual for 2028 ratings will be proposed for adoption into rule in summer 2026, allowing the final rule to be adopted with the start of the 2026-27 school year.
Further opportunities for region and school system leaders representing students across Texas to engage with the Performance Reporting Division on the refreshed 2028 A–F Academic Accountability Rating System will be announced soon.
CCMR Outcomes Bonus Early Counts for 2024 Graduates
As shared in the TAA, CCMR Outcomes Bonus for 2024 Graduates Early Counts, on August 28, 2025, the Texas Education Agency (TEA) annually awards districts College, Career, and Military Readiness Outcomes Bonus (CCMR OB) funding. Funding is awarded based on the number of annual graduates who demonstrate college, career, or military readiness in excess of a threshold for three cohorts: 1) annual graduates who are economically disadvantaged; 2) annual graduates who are not economically disadvantaged; and 3) annual graduates who are enrolled in a special education program.
Early counts reflect readiness outcomes for graduates who met TSI criteria, earned associate degrees or industry-based certifications (IBCs) and those who enrolled in postsecondary institutions immediately after high school but counts do not yet include data from the THECB for postsecondary institution enrollment.
CCMR OB is a financial incentive for districts based on student outcomes in readiness. This is different from CCMR for Academic Accountability. Requirements can be found in the CCMR in Accountability vs Outcomes Bonus resource posted on the Performance Reporting Resources webpage. Note: 2024 PEIMS Working Submission data submitted for the appeals of 2025 accountability ratings do not apply to CCMR OB.
Early counts for the Class of 2024 will be incorporated into the Legislative Payment Estimates (LPE) column of the 2025-26 Summary of Finances (SOF) reports and paid throughout the year according to the district’s payment schedule. The release of the CCMR Outcomes Bonus Early Counts allows school systems to financially plan more effectively and thoroughly for the 2025-26 school year.
School Report Cards (SRC) inform families about a campus’ individual characteristics and its academic performance including STAAR and Academic Growth outcomes. On the SRC, attendance and enrollment information, class size information, and financial indicators are provided alongside the campus’s 2023 Overall Academic Accountability Rating, a rating for each accountability domain, and the 2023 Distinction Designations earned by the campus from the 2023 accountability rating year.
Each campus must send a copy of the SRC to a parent or guardian of each of its students within six weeks of notification that the SRC has been posted. The campus may provide the SRC in the same way that it sends other official communications to parents and guardians. Districts may distribute the SRC electronically if they can ensure that parents and guardians are notified that the SRC is available and that they are able to access it. A campus or district must provide a printed copy (in color or black and white) to anyone who cannot access the electronic version. The inclusion of a cover letter with the SRC is not required, but many schools find it helpful to provide one. A sample cover letter to families is available in both English and Spanish. The school report card definitions, updated each year, explain several of the terms used in the SRC. The school report card definitions are also available in Spanish.

2024 and 2025 Appeals Timeline
The Commissioner of Education is required to provide a process for school districts and open enrollment charter schools to challenge an agency decision relating to an academic rating that affects the district or school, including a determination of consecutive school years of unacceptable performance ratings (Texas Education Code [TEC], §39.151). Alongside the release of 2024 and 2025 preliminary ratings, the 2024 and 2025 appeals timeline was shared in the TEA Login (TEAL) Accountability application, on the 2025 Accountability Rating System and the 2024 Accountability Rating System webpages. This resource provides additional details and a timeline of the appeals process for both 2024 and 2025 appeals of preliminary A-F ratings. The deadline for 2024 and 2025 preliminary A-F ratings appeals is September 12, 2025 at 5pm via upload in the in the TEA Login (TEAL) Accountability application, by mail, or hand delivery.
As was shared via the TAA, PEIMS Working Submission for 2025 A-F Accountability Ratings, the agency is allowing districts to appeal their 2025 accountability rating based on a PEIMS Working Submission to correct data submitted in the 2023-2024 PEIMS Submission Windows related to College Preparatory Course Completion data errors or Industry Based Certification (IBC) data errors. Only 2025 ratings administered under the 2025 Accountability Rating System Manual will be appealable as part of the PEIMS Working Submission process for accountability ratings. Districts should only submit a Working Submission if the appropriate supporting documentation is on hand to support the data submitted. A new resource, PEIMS Working Submission Guidance is available in the TEA Login (TEAL) Accountability application and on the 2025 Accountability Rating System webpage to support school systems in correctly submitting appeals aligned to the PEIMS Working Submission process for IBCs and College Prep courses.
