The Texas Education Agency's 2024 Annual Report emphasizes the importance of preparing students for life beyond high school through expanded access to Career and Technical Education (CTE) programs, industry-based certifications, and dual credit opportunities, our Mission.
With most jobs now requiring postsecondary education or specialized training, this priority supports both student success and the state’s economic growth. The report highlights progress in college and career readiness, including increased graduation rates with credentials in high-demand fields.

The Texas Education Agency (TEA) is gathering public suggestions for improvement to the A-F Accountability System for consideration of inclusion in the 2028 A-F Accountability System refresh. Suggestions can be submitted with the following link, 2028 A-F Refresh Public Feedback, posted to the Accountability System Development webpage. Additional information can be found on the 2028 A-F Refresh on the 2028 A-F Refresh Tentative Timeline.
As shared in the TAA, 2024 A–F Accountability Ratings, the 2024 district-level and campus ratings will be available to school systems in the TEA Login (TEAL) Accountability application on Wednesday, August 13, 2025, and publicly available and accessible on TXschools.gov on Friday, August 15, 2025.
Given the delayed timelines, the agency will release 2025 A–F ratings as typically scheduled on August 15, 2025, and will also release 2024 ratings on the same day. On August 15, 2025, accountability ratings and performance data will be displayed on TXschools.gov, at which point 2024 ratings and performance data will be visible only as part of the Change Over Time on the 2025 Accountability Overview page on TXschools.gov.
2026 AP Exam Fees and Schedule: All AP Exams, including AP Seminar and AP Research, will cost $99 during the 2025-2026 school year. Subsidies from both College Board and the Texas Education Agency (TEA) will be available for economically disadvantaged students and posted on the AP Exam Fee Reduction webpage.
The standard AP Exam administration will take place from May 4–15, 2026, with late testing scheduled for May 18–22, 2026.
New AP Courses Under Review: The College Board will be submitting materials this fall for two new Advanced Placement (AP) courses, AP Business with Personal Finance and AP Networking, for review and course code approval by the Texas Education Agency (TEA) and State Board of Education (SBOE). These additions aim to expand opportunities for students to develop practical and career-relevant skills.
AP Score Reporting and Updates for 2025: 2025 student AP Exam results became available July 7. In addition to students having access to their reports, educators will have access to Subject Score Rosters, Student Score Reports, Instructional Planning Reports, Organization Score Rosters, and Summary Reports.
Reports, including the Student Datafile and Scholar Award Reports, were released on July 14. Updates to the AP Score Reports for K–12 Educators include the renaming of the Equity and Excellence Report to the College Credit Report, and the updated application name, AP Score Reports for K–12 Educators.
College Board Fall Counselor Workshops – Virtual Edition: Registration is now open for the Fall 2025 virtual workshops, offering timely updates on College Board programs and services that support students in the 2025–26 school year. Sessions will highlight tools and resources such as the SAT® Suite of Assessments, BigFuture® School mobile app, AP® Program updates, and college and career planning tools through BigFuture.com. Participants will also receive valuable materials to share with students and families.

Beginning in May 2026, the International Baccalaureate (IB) will introduce digital examinations for select subjects within the Diploma Programme (DP) and Career-related Programme (CP). This marks the initial phase of a multi-year transition, during which schools may continue administering paper-based exams until they are fully prepared to adopt the digital format. Read more here.

College Preparation Courses and Programs |
During the 2024-2025 school year, TEA implemented a process to review and approve college preparatory courses that count toward college, career, and military readiness (CCMR) credit in the public-school accountability system.
This process aimed to ensure that college preparatory courses, as defined in Texas Education Code (TEC), §28.014), align with standards consistent with other indicators of college readiness. Under TEC, §28.014, college preparatory courses in English language arts and mathematics are courses developed through partnership(s) between a school district and at least one institution of higher education (IHE).
Postponement of the Approved List of College Preparatory Courses to 2028: Accountability
In response to public comment on the proposed 2026 A–F Accountability Rating System Manual, the agency is deferring the proposed change to award CCMR credit only for courses on the approved college preparatory course list until the 2028 accountability year (for 2026–2027 graduates). This update is reflected in the final version of the 2026 manual.
2025-2026 Unique Course Codes for College Preparatory Courses
The Texas Education Agency (TEA) has issued a set of unique course codes for College Preparatory Courses (CPC), derived from submissions received through the College Preparatory Courses for College, Career, and Military Readiness (CCMR) application process. School districts are expected to implement these course codes, TWEDS - Course Codes, beginning with the 2025–2026 academic year.

College Preparation Assessments |
Updated ACT Texas Webpage: The ACT-hosted Texas webpage has been refreshed to enhance usability and navigation. The new landing page features streamlined access with quick links at the top, and content is now organized by test administration roles—such as test coordinator and accommodations coordinator. Additionally, information is clearly structured into three key phases: pre-administration, administration, and post-administration, making it easier for educators to find the resources they need.
ACT Student Report Updates: The ACT High School Report and Individual Student Report have been revised to reflect recent changes.

On page 1 of both reports, the ACT Composite Score section—located at the bottom left—has been updated to support reporting flexibility for science-optional administrations.
- The "Understanding Complex Text" section has been removed from the Detailed Results area under Reading.
- On page 2 of the High School Report, the "College Fit" section has been replaced with a new "ACT Results and Your Student’s Success" section, offering a more targeted overview of student performance.

Benefits of PSAT-Related Assessments: Students gain access to free practice tools such as Bluebook and Khan Academy, along with detailed score reports that highlight academic progress and career-relevant skills. Scores are easily accessible and accompanied by personalized college and career planning guidance, including opportunities to connect with nonprofit colleges and scholarship organizations.
For educators, the assessments offer flexible testing windows, streamlined administration via Bluebook, and actionable data delivered within two weeks. Additional benefits include access to AP Potential data, free instructional planning resources, and the ability to benchmark student performance against a national sample.
New Research on Digital SAT Practice: Recent findings highlight the positive impact of completing full-length digital SAT practice tests in Bluebook. Students who completed one, two, or three or more practice tests scored 25, 45, and 61 points higher, respectively, than peers who did not complete any. Notably, students with lower PSAT scores experienced the greatest gains, and improvements were observed across all demographic groups. SAT Question of the Day Returns: The SAT Question of the Day is now available, offering students daily practice with one Reading and Writing question and one Math question. Users can track their progress through a personalized dashboard featuring earned badges and usage statistics. This tool supports consistent skill development and engagement. Access the Question of the Day at https://qotd.collegeboard.org/.
College Board Texas Fall Webinar Series: This upcoming series is designed to provide Texas-specific insights into College Board programs and services, expand support across the state, and offer practical guidance for educators. Topics under development include implementing the SAT Suite, using assessment data to inform instruction, AP Classroom resources for teachers and leaders, and college and career planning tools such as BigFuture. The series will also feature repeat sessions from the AP Annual Conference, with select Texas educators invited to present online.
An on-demand session titled Getting Started: Tools and Resources for Supporting College Board Programs will be available for educators new to AP and the SAT Suite, offering a comprehensive overview of essential tools and reporting platforms.

College Preparation Services and Supports |
2024-2025 HB3 College Preparation Assessment Reimbursement: Districts receive estimated HB3 reimbursement funding each fall through the Foundation School Program (FSP), with final reconciliation occurring during the April settle-up.
For the 2024–2025 school year, eligible students include seniors who take the SAT, ACT, or TSIA between September 1, 2024, and July 31, 2025, and juniors who test between January 1, 2025, and July 31, 2025. August 2024 test administrations will also be considered. SAT and ACT School Day participants are automatically included in the reimbursement process.
For national test day administrations or TSIA reimbursements, districts must submit a formal request to TEA. Reimbursement is limited to the highest-cost exam per eligible student, and if multiple districts report the same student, the first district will be considered. HB3 College Preparation Assessment Reimbursement Resources. The district HB3 College Preparation Assessment Reimbursement, 2023-24 SAT/ACT Reimbursement Report, is now available via the TEA TEAL portal.
