PEIMS Working Submission for 2025 A-F Accountability Ratings 

As shared on July 17, 2025, through To the Administrator Addressed Correspondence, PEIMS Working Submission for 2025 A-F Accountability Ratings, in response to districts’ reviews of their 2024 submissions, the agency is allowing districts to complete a PEIMS Working Submission to correct data submitted in the 2024 PEIMS Submission Windows related to College Preparatory Course Completion data errors or Industry Based Certification (IBC) data errors only, and only ratings administered under the 2025 Accountability Rating System Manual will use the PEIMS Working Submission data. Districts should only submit a Working Submission if the appropriate supporting documentation is on hand to support the data submitted. 

2025 A-F preliminary ratings on August 13, 2025, will remain based on final data submitted during 2024 PEIMS Submission and Resubmission.  

A district will have the option to submit an appeal of preliminary rating(s) during the 2025 appeals window on the basis of CCMR recalculations if the district submits a PEIMS Working Submission and it is accepted by the Information Technology/Data Standards, Data Quality and Business Analysis Division before the close of the 2025 appeal window. As established in 19 Texas Administrative Code (TAC) §97.1002, the appeal window calendar dates for the accountability year are announced in conjunction with the release of preliminary accountability ratings in TEA Login (TEAL).  If the appeal is granted, the 2025 A-F final ratings released in December 2025 will be based on a calculation of CCMR using the Working Collection data.

Final Accountability Rating System Manual for 2026 Ratings Now Available 

As was shared in TAA, Final A–F Accountability Rating System Manual for 2026, the Accountability Rating System Manual for 2026 was published in the June 27, 2025, issue of the Texas Register with an effective date of June 29, 2025. The manual is available on the 2026 Accountability Manual webpage and reflects feedback collected from the proposed rules posted on April 17, 2025. 

The adopted manual for 2026 ratings has been updated from proposed to reflect that only agency-reviewed and approved courses are eligible for College, Career, and Military Readiness (CCMR) starting in the 2028 accountability year, with 2026-2027 graduates.  

The adopted 2026 manual also includes two minimal changes to data sources that were announced when proposed and were planned for and announced during the 2023 refresh. This includes military enlistment data and TELPAS composite score data. A proposed change to TELPAS in RDA was also removed at adoption. Edits for clarity regarding consistent language and terminology throughout each chapter are also embedded in the final A-F Accountability Rating System Manual based on public comment. 

The administrative rule adoption process for Chapters 1–12 of the Accountability Rating System Manual for 2026 Ratings is complete, having been filed on April 18, 2025, and going into effect on June 19, 2025. The Accountability Rating System Manual for 2026 Ratings is now published on the 2026 Accountability Manual webpage.  


2026 Accountability System Framework and Overview Documents Published 

The 2026 Academic Accountability System Framework document offers a clear and comprehensive overview of the school rating system in Texas, designed to assist stakeholders in understanding the system. The 2026 Academic Accountability System Overview document provides a condensed summary of the accountability system Texas and is designed to assist stakeholders in understanding the system.

2025 College Career and Military Readiness (CCMR) Tracker Part II Coming Soon 

The CCMR Tracker Part II and explanatory materials when released will be available in the TEA Login (TEAL) Accountability application. This tool provides districts with a means to track CCMR indicator completion throughout high school for students reported as enrolled in grades 9–12 on the TSDS PEIMS Fall Snapshot. The CCMR Tracker will be released in two stages. 

Part II will be released in Summer 2025, and will add the following data to what was previously released: 

  • SAT, ACT, AP, IB, and level I/II certificates updated through SY 2023-24 

Part I released March 28, 2025, utilized the following data: 

  • CCMR indicators submitted via PEIMS through SY 2023-24 
  • OnRamps and TSIA results through SY 2023-24, and 
  • SAT, ACT, AP, IB, and level I/II certificate results through SY 2022-23 

Please note, the CCMR Tracker contains lagging data and while the CCMR Tracker contains students who were in grades 9–12 on the 2024–25 PEIMS snapshot, it does not contain results from school year 2024–25 as those data have yet to be reported. Additionally, corrections to the information presented in the CCMR Tracker cannot be submitted to TEA; this tool is for informational purposes only. If districts find errors, they are encouraged to work with testing vendors to make corrections. 


2028 A-F Refresh Public Feedback 

The Texas Education Agency (TEA) is gathering public suggestions for improvement to the A-F Accountability System for consideration of inclusion in the 2028 A-F Accountability System refresh. STAAR ALTERNATE 2 ADMINISTRATION 

Final assessment reports for accountability for the 2025 State of Texas Assessments of Academic Readiness (STAAR®) Alternate 2 administration, including updated student report cards and data files based on data corrections, will be posted to the Secure File Center on July 16, 2025. Final assessment results will be available in the Family and Research portals on July 21. 

TIDE UPDATES 

The Test Information Distribution Engine (TIDE) will undergo a user interface update for the 2025–26 school year. This enhancement is designed to improve navigation and the overall user experience while maintaining current system functionality.  Additional training materials will be available to district personnel later this summer.  

Secure Browser Updates for 2025–26 

The updated Secure Browser 18.0 for supported versions of macOS, Windows, and Linux will be available to download from the Secure Browsers page of the Texas Assessment website on July 9, 2025. District personnel must update desktop Secure Browsers to version 18.0 for the 2025–26 school year. Districts may continue to use version 9 of the iPad Secure Browser, as a new version is not required for the 2025–‍26 school year. Additional information regarding a new Chrome OS Secure Browser is expected later this summer. The minimum system requirements for the 2025–26 school year are also available in the Technology Resources section of the Coordinator Resources. 

Annual System Rollover 

Texas Assessment Program systems will be offline from 8:00 p.m. (CT) August 15 through 1:00 a.m. (CT) August 25, 2025, to complete a system rollover. This includes the Test Information Distribution Engine (TIDE), the Centralized Reporting System (CRS), and the Test Delivery System (TDS). District testing personnel should download any data files or Learning Management System (LMS) certifications needed before August 15. 

All student data, including rosters, will be cleared from TIDE, and students will need to be added to TIDE for the 2025–26 school year after the rollover. The Secure File Center and LMS will be available for registered users through the Testing Personnel page of the Texas Assessment website. Any Texas Formative Assessment Resource (TFAR) tests administered in the 2024–25 school year that require scoring by hand must be submitted prior to August 15 for scores to be reflected in CRS. Hand-scored items that are not submitted prior to August 15 will no longer be available for scoring after the system rollover. 

With the annual system rollover, superintendent and district testing coordinator roles in TIDE will be updated to match those listed in AskTED. All users with an existing account must create a new password when logging in to TIDE for the first time each school year. Users with a new role must have their role updated to ensure that they have appropriate access to the system functionality needed for their assigned role. Refer to the TIDE User Guidefor more information about logging in to the system for the first time and creating or editing user accounts.
