Adopted Amendment to 19 TAC Chapter 74, Curriculum Requirements, Subchapter AA, Commissioner's Rules on College and Career Readiness, §74.1003, Industry-Based Certifications for Public School Accountability

The adopted amendment updates the criteria used to identify the industry-based certifications to be used for public school accountability. The rule was adopted with changes since published as proposed and will be effective June 11, 2025.

2025 College Career and Military Readiness (CCMR) Verifier Opened May 30, 2025

The CCMR Verifier was released in the TEA Login (TEAL) Accountability application on May 30, 2025, and will be available until Friday June 20, 2025.   

The CCMR Verifier provides districts an opportunity to verify the accuracy of their CCMR data and, if needed, submit official documentation to correct non-PEIMS data. LEAs can monitor the status of requested changes during Verification window and provide further documentation as described in the 2025 CCMR Verifier Data Requirements document if needed. 

CCMR indicators determined by TSDS PEIMS submissions are not eligible for corrections and will not be shown. The CCMR Verifier will contain data for 2023-24 annual graduates and non-graduating 12^th graders. Additionally, LEA’s can access their Preliminary 2025 CCMR Student Listing from the CCMR Verifier.

The 2025 CCMR Verifier Data Requirements document and 2025 CCMR Verifier One-Pager are available on the Performance Reporting Resources under the CCMR tab.

College Preparatory Courses for College, Career, and Military Readiness (CCMR) Accountability Approved Providers for 2028 Accountability

The Approved List of College Preparatory Courses to 2028 Accountability was released on May 29, 2025, and can found on the College Preparatory Courses for CCMR Accountability webpage. More information is available in TAA: College Preparatory Courses for College, Career, and Military Readiness (CCMR) Accountability Approved Providers for 2028 Accountability published on May 29, 2025.

As was previously shared in TAA: Postponement of Approved List of College Preparatory Courses to 2028 Accountability on May 8, 2025, TEA is deferring the proposed change to give credit to only those courses on the approved college preparatory course for CCMR list until the 2028 accountability year, with the 2026-2027 graduates. Grade level requirements are not being postponed and will be implemented as announced in 2024 A-F Accountability Ratings System Manual.

PEIMS Summer Submission Preparation

With the June 20, 2025 deadline for the PEIMS Summer Submission only a few weeks away, LEAs should be completing data entry in the SIS for Summer Submission and actively continuing with resolution of Fatal errors and warnings. Additionally, reserving time for data review by LEA staff is essential, especially with the upcoming summer holiday schedule. To assist with the data review, LEAs are strongly encouraged to utilize available TSDS PEIMS reports to ensure the accuracy of the data in PEIMS which are the data used for accountability purposes. 

To assist LEAs with data verification for the upcoming PEIMS Summer Submission, the 2024-25 Academic Accountability Data Sources / PEIMS Summer Submission document available on the Performance Reporting Resources webpage, provides a side-by-side comparison of data sources for selected indicators impacted by updates to TSDS PEIMS for the 2024-25 school year. As always, the 2024-25 Texas Education Data Standards via TWEDS is the definitive source for PEIMS information.

Key TSDS PEIMS Reports for Summer Submission

TSDS PEIMS Reports provide information that allows data submitters to find errors and inconsistencies in the data submitted to TEA. LEAs are strongly encouraged to review the following TSDS PEIMS reports that are especially relevant to accountability. These reports may be run as data are loaded and should be run again following completion of data upload to ensure the accuracy and completeness of the data.

• PDM3-120-008 Students with Dual Credit Courses and College Credit Hours
• PDM3-120-010 Student Advanced Academic Roster by Grade
• PDM3-120-019 Industry-Based Certification Roster
• PDM3-133-001 Number of Students Completing Courses by Pass/Fail Indicator
• PDM3-133-002 Students Completing Courses with Dual/Advanced Technical Credit

LEA verification of PEIMS data prior to the final submission is an essential step that helps both the district, and the local system vendor ensure the data entered accurately reflects LEA performance. As a reminder, LEAs, not their information system vendors, are ultimately responsible for the accuracy of the data submitted to PEIMS. Data submitted through working collections are not used for accountability purposes.

2028 A-F Refresh Public Feedback

The Texas Education Agency (TEA) is gathering public suggestions for improvement to the A-F Accountability System for consideration of inclusion in the 2028 A-F Accountability System refresh. Suggestions can be submitted with the following link, 2028 A-F Refresh Public Feedback, posted to the Accountability System Development webpage.

Preliminary Assessment Reports for Spring 2025 STAAR EOC Assessments

The preliminary assessment reports for accountability for the spring 2025 State of Texas Assessments of Academic Readiness (STAAR®) end-of-course (EOC) assessments are now available. Preliminary assessment reports serve as an initial indicator of district and campus accountability ratings. These reports should be used to identify data that needs to be corrected during the data correction window. Assessment results included in the preliminary reports are the same results included in the final reports for accountability unless changes are made during the data correction window.

District Reports

Your district’s spring 2025 STAAR EOC assessment preliminary reports for accountability are posted in the Secure File Center for the district testing coordinator. These preliminary assessment reports include student report cards, student labels, district and campus summary reports, and reporting data files, which include item-level data. Reports posted in the Secure File Center are available for one year.

The spring 2025 STAAR EOC assessment preliminary results for accountability will be posted to the Family and Research Portals by June 10, 2025. District testing coordinators should refer to the Family Portal page of the District and Campus Coordinator Resources for information on helping parents access the secure Family Portal.

Data Corrections

The data correction window for the spring 2025 STAAR EOC assessments is June 5 through June 11, 2025, and is an opportunity for district testing coordinators to make corrections to data reported in the preliminary results. District testing coordinators must resolve test discrepancies and temporary TSDS IDs for these assessments during the correction window. District testing coordinators may submit score code changes and correct student names and dates of birth. In addition, district testing coordinators may request a rescore of a student’s short or extended constructed responses. Refer to the Data Corrections topic on the Reporting Events page of the Coordinator Resources for more information on data corrections, including costs associated with rescore requests.

Changes submitted during the data correction window will be reflected in the final assessment reports for accountability provided on July 11. Any updates made after the data correction window will be included in scheduled updates but will not be reflected in final assessment reports or the consolidated accountability file.

Early Student-Level Results for 2025 STAAR Grades 3–8 Assessments

Early student-level results for the 2025 State of Texas Assessments of Academic Readiness (STAAR®) grades 3–8 assessments are now available for district superintendents and district testing coordinators in the Centralized Reporting System (CRS). These early results can be used to aid in making student-level decisions, including decisions related to accelerated instruction requirements.

In addition, early data files for the 2025 STAAR grades 3–8 assessments are posted in the Secure File Center for district testing coordinators. For more information on early student-level results, refer to the Reporting Events page of the District and Campus Coordinator Resources

2025 TELPAS Preliminary Assessment Reports

The preliminary assessment reports for accountability for the 2025 Texas English Language Proficiency Assessment System (TELPAS) administration are now available. Preliminary assessment reports serve as an initial indicator of district and campus accountability ratings. These reports should be used to identify data that needs to be corrected during the data correction window. Assessment results included in the preliminary reports are the same results included in the final reports for accountability unless changes are made during the data correction window.

District Reports

Your district’s 2025 TELPAS preliminary assessment reports for accountability are posted in the Secure File Center for the district testing coordinator. These preliminary assessment reports include student report cards, student labels, district and campus summary reports, and reporting data files, which include item-level data. Reports posted in the Secure File Center are available for 90 days.

The 2025 TELPAS preliminary assessment results for accountability will be posted to the Family and Research portals by June 12, 2025. District coordinators should refer to the Family Portal page of the District and Campus Coordinator Resources for information on helping parents access the secure Family Portal.

Data Corrections

The data correction window for the 2025 TELPAS administration is June 4 through June 10, 2025, and is an opportunity for district testing coordinators to make corrections to data reported in the preliminary results. District testing coordinators must resolve test discrepancies and temporary TSDS IDs for this administration during the correction window. District testing coordinators may submit score code changes and correct student name, date of birth, and years in U.S. schools. In addition, district testing coordinators may request a rescore of a student’s speaking responses and a student’s writing responses. Refer to the Data Corrections topic on the Reporting Events page of the Coordinator Resources for more information on data corrections.

Changes submitted during the data correction window will be reflected in the final assessment reports for accountability provided on July 24. Any updates made after the data correction window will be included in scheduled updates but will not be reflected in final assessment reports or the consolidated accountability file.
