2025–2026 Planning Amounts and Applicant Designation and Certification (ADC) Forms for Special Education Consolidated (Federal), and Perkins V Now Available
Planning amounts for school systems, including independent school districts and open-enrollment charter schools, for formula grants associated with the 2025–2026 Special Education Consolidated (Federal) grant, and the 2025–2026 Perkins V: Strengthening Career and Technical Education for the 21st Century grant are now available and can be viewed on the TEA Entitlements webpage. Please note that these amounts are estimates based on the latest available information, including funding from the U.S. Department of Education (USDE) budget tables.

ESSA Consolidated Federal Grant Application Entitlements
TEA will send a separate GovDelivery bulletin when planning amounts for the ESSA Consolidated Federal Grant Application are available, currently anticipated to be Monday, May 19, 2025.
Applicant Designation and Certification (ADC) Forms
The 2025–2026 Applicant Designation and Certification (ADC) forms are available for the following grants and grantees:
- Every Student Succeeds Act (ESSA) ADC for ESCs only
- Special Education (Federal) ADC for all school systems
- Perkins V and Perkins V Institutions ADC for all school systems
Eligible applicants must first complete the SC5003 – Formula Grants Consolidated Schedule to access the ADC. To access the ADCs, log into TEA Login (TEAL) and select eGrants as the application, then click on Grants on the menu bar.
The ADC form must be certified and submitted by a grantee official for the grant application to become accessible in eGrants. The grant applications will be available in eGrants on the specified date below:
- Every Student Succeeds Act (ESSA) – May 20, 2025
- Special Education (Federal) – June 5, 2025
- Perkins V and Perkins V Institutions – June 12, 2025
Eligible applicants must apply through the eGrants system by 11:59 p.m. Central Time, Wednesday, September 3, 2025.
