2023 A-F Accountability Ratings Release
The 2023 district-level and campus ratings were released school systems in the TEA Login (TEAL) Accountability application on Thursday, April 17, 2025, and will be made publicly available and accessible on TXschools.gov Thursday, April 24, 2025.
TXschools.gov will also report the 2022 What If Overall scale scores and ratings publicly for the first time. The 2022 What If ratings do not replace the final 2022 A–F ratings; instead, they are provided for reference. The 2022 What If and 2023 A-F ratings reflect the standards outlined in the 2023 Accountability Manual. School systems also can refer to additional resources for further background about 2023 accountability at the 2023 Accountability Development webpage.

Proposed 2026 Accountability Manual published April 17, 2025
The proposed A–F Accountability System Manual for 2026 Ratings has been published on the 2026 Accountability Manual webpage. The proposed rule will be published in the Texas Register on April 17, 2025, followed by a 30-day period to gather public comments.
The proposed manual includes updates to improve clarity and understanding based on stakeholder feedback. In addition, two changes that were planned -for and announced during the 2023 refresh can now be implemented because of new data availability. These changes have been announced with a year of advanced notice to be implemented in the 2026 accountability year.

Military enlistment data are now available from the Department of Defense for the CCMR military-readiness indicator with no proposed changes to cut points. A December 2024 To The Administrator Correspondence announced this data agreement.

TELPAS composite progress data are now available to update the methodology and targets for the Progress to English Language Proficiency (ELP) indicator in the Closing the Gaps domain. The methodology and targets were open for public comment on the Every Student Succeeds Act (ESSA) webpage.

2025 AEA Campus List Now Available
The final AEA campus listings for both public and charter school campuses were posted on the 2025 Accountability System webpage on April 18, 2025. Those campuses that are included in the final listing will have AEA provisions applied for 2025 accountability. See the Accountability Rating System Manual for 2025 Ratings for details and calculations provided for approved AEA campuses.
2025 Campus Pairing Window Open April 22, 2025
2025 Campus Pairing Registration window will open on April 22, 2025, and will close on May 2, 2025, at 5:00 pm. If a district fails to inform TEA of its pairing preference by the deadline, pairing decisions are made by TEA. The final pairing decision will be made available to the district on the TEA Login (TEAL) Accountability application. 2025 Campus 3-12 Enrollment (Membership) List Now Available
The 2025 Campus-3-12 Enrollment (Membership) List is now available on 2025 Accountability System webpage. As explained in Accountability Rating System Manual for 2025 Ratings district domain and overall ratings are based on a proportionality method to ensure the alignment of district overall ratings with campus overall ratings. This is based on the number of students in membership in grades 3-12 at each campus receiving domain grades. District memberships were set in October 2024 based on Texas Student Data System (TSDS) Public Education Information Management System (PEIMS) October snapshot data.
FAQ
What is the difference between membership and enrollment?
Membership is slightly different from enrollment. Membership does not include those students who are served in the district for fewer than two hours per day. A student is in membership in the district if: the student is enrolled in the district, and is either scheduled to attend at least two hours of instruction each school day or participates in an alternative attendance accounting program. Enrollment includes students reported as enrolled as of the TSDS PEIMS October snapshot date.
For the purpose of determining district ratings using campus proportionality, only campus membership counts for grades 3-12, excluding membership counts from Not Rated and paired campuses, are applied to each domain. Campuses evaluated under alternative education accountability (AEA) are included in the grades 3-12 campus membership counts used to determine campus proportionality.
2024 Student Assessment Data Validation
As of March 28, 2025, LEAs may retrieve their Student Assessment Data Validation (SADV) report to determine if the LEA triggered any SADV indicators by logging into the TEA Login (TEAL) Accountability application. Reports can be found under the “Performance-Based Monitoring” tab.
As a reminder, if an LEA triggers an SADV indicator, they are expected to conduct a local review. LEAs should review their data and related policies and procedures to ensure that accurate data have been reported to the agency and if program implementation concerns and/or incorrect data are identified, LEAs should address those issues locally. LEAs that conduct local reviews are not required to submit anything to the agency at this time but may be asked to share their findings if issued a compliance review by TEA’s Self-Reported Data Unit. Superintendents will be notified by email in early May if their LEA is issued a compliance review related to SADV.
PEIMS Summer Submission Preparation – Updated Timeline
Although the initial PEIMS Summer Submission is not due until June 20, 2025, LEAs are strongly encouraged to begin preparing for that submission now to allow adequate time for review to ensure the accuracy of the data submission. Please note, the PEIMS Summer Submission includes data, such as course completion, used for accountability calculations.
As LEAs continue to align their local data systems with the TSDS Upgrade, TEA TSDS PEIMS strongly urges districts to accelerate their timeline to prepare for the Summer Submission as noted below. The accelerated timeline will ensure LEAs have ample time to resolve Fatal edits, review warnings, complete reviews of TSDS campus reports and any resulting data edits prior to the final review and sign-off by LEA leadership by June 15, 2025.
Depending on district size, a sample timeline to prepare for the Summer Submission might include the following approximate dates below.
Step 1: By early April, LEAs should have already completed their first phase of data collection and entry into SIS for Summer Submission. (Campuses use SIS to enter data) For example, some possible data to enter are first semester course completion data, IBCs, and associate degrees earned during the first semester.
Step 2: Updated Deadline April 18 – Campuses complete review and correction of first phase of data in the SIS. The LEA PEIMS Coordinator can then begin to promote the data and begin to resolve Fatal edits, review all warnings, and run reports in TSDS for the campus to review.
Step 3: No later than June 15 – The LEA PEIMS Coordinator completes resolution of all possible SIS data discrepancies through ongoing communication with each campus which then allows for review of all warnings, resolution of all Fatal edits, and report production for review and sign-off by LEA leadership before the PEIMS Summer Submission deadline on June 20, 2025.
LEA verification of PEIMS data prior to each final submission is an essential step that helps both the district and the local system vendor ensure the data entered accurately reflects LEA performance. Because LEAs, not their information system vendors, are ultimately responsible for the accuracy of the data submitted to PEIMS, LEAs are strongly encouraged to utilize the available PEIMS reports and PEIMS business data validations to identify possible issues in the data and verify the data in PEIMS prior to the final deadline for each submission.
The accepted data in the PEIMS system as of each final resubmission deadline are used by numerous programs across TEA, including calculating and reporting state and federal accountability outcomes. Data submitted through working collections are not used for accountability purposes. Additional assistance for PEIMS submissions is available from your supporting Education Service Center (ESC) or TEA by accessing the TSDS Incident Management System (TIMS).
