High-Cost Fund (HCF) APEX application opens March 3, 2025 and closes May 5, 2025.
High-Cost Funds (HCF) are a potential source for additional funding to help offset the financial impact on local educational agencies (LEAs) that provide educational services to high need children with disabilities. Only those costs associated with providing special education and related services to the child that are identified in the child’s Individualized Education Program (IEP) are considered when determining whether a child qualifies as a high need child.
The Qualifying Cost Amount for the 2024-2025 HCF application is $38,853.00, which means the specific student’s HCF eligible costs incurred between 8/1/24 through 7/31/25 must equal or exceed $38,853.00 for the LEA to submit a HCF application.
If your LEA has a 2024-2025 Nonpublic Day or Nonpublic Residential APEX application in process and would also like to submit a High Cost Fund APEX application for that student, the student’s Nonpublic Day or Nonpublic Residential application must be in Finalized status prior to the High Cost Fund application submission.
The Nonpublic Day, Nonpublic Residential, and High Cost Fund applications are three separate APEX application types.

Adopted Amendments to 19 TAC Chapter 89, Adaptations for Special Populations, Subchapter BB, Commissioner's Rules Concerning State Plan for Educating Emergent Bilingual Students Summary: The adopted amendments clarify terminology based on stakeholder feedback and codify current program practices and requirements. Additionally, the adopted amendment to §89.1226 aligns with recommendations from the U.S. Department of Education (USDE) Office of English Language Acquisition regarding testing accommodations. The rules were adopted with changes since published as proposed. Effective Date: February 10, 2025
Adopted Amendment to 19 TAC Chapter 97, Planning and Accountability, Subchapter AA, Accountability and Performance Monitoring, §97.1003, Local Accountability System Summary: The adopted amendment modifies the timeline for submission of a local accountability plan to the Texas Education Agency. The rule was adopted with changes since published as proposed. Effective Date: February 10, 2025
Adopted Amendments to 19 TAC Chapter 70, Technology-Based Instruction, Subchapter AA, Commissioner's Rule Concerning the Texas Virtual School Network (TxVSN)
Summary: The adopted amendments permit courses lower than Grade 9 to be offered to Texas public schools through the statewide course catalog, update the definition of central operations and student eligibility for full-time enrollment in the TxVSN, eliminate references to the International Association for K-12 Online Learning, and update references to statute and other administrative rule. The rules were adopted without changes since published as proposed. Effective Date: February 19, 2025

Summary: Relating to the review of 19 TAC Chapter 30, Subchapters AA and BB, TEA finds that the reasons for adopting these subchapters continue to exist and readopts the rules. TEA received no comments related to the review of Subchapters AA and BB. No changes are necessary as a result of the review.

SBOE Welcomes New Members for First Meeting of 2025
AUSTIN, Texas – February 7, 2025 – The Texas State Board of Education (SBOE) approved processes for instructional materials review, welcomed newly elected members and selected leadership for board committees at its first meeting of the year January 28-31.
Instructional Materials Review and Approval (IMRA). A preliminary list of instructional materials was presented for the board’s consideration under the Instructional Materials Review and Approval (IMRA) cycle 2025. The board approved proposed changes to 19 Texas Administrative Code (TAC) Chapter 67, Subchapter B and Subchapter C, which further clarify:
- Procedures and policies for eligibility, appointment, training and duties for IMRA reviewers.
- Guidance on public comment related to instructional materials.
- Guidelines for the selection and local adoption of instructional materials by school systems.
Additional Actions
In other action, the SBOE welcomed its newly sworn-in members who took the oath of office in a ceremony officiated by Governor Greg Abbott.

- Tom Maynard will lead the Committee on School Finance/Permanent School Fund.
- LJ Francis will lead the Committee on School Initiatives.

Nominations are now open for the 2025 Student Heroes Award. The SBOE encourages students, teachers, administrators and community members to nominate any Texas public school students who exemplify the core value of selfless service.

Adopted Amendment to 19 TAC Chapter 61, School Districts, Subchapter A, Board of Trustees Relationship, §61.1, Continuing Education for School Board Members Summary: The adopted amendment establishes new eligibility requirements for trainers of school boards to include a background check, establishes that only individuals (not organizations) are eligible to provide training to school board trustees, and prohibits trainers of school boards from engaging in political advocacy during training. State Board for Educator Certification Rule Updates
The State Board for Educator Certification (SBEC) took action to adopt, subject to SBOE review, the following rules.
Adoption of Proposed Revisions to 19 TAC Chapter 231, Requirements for Public School Personnel Assignments, Subchapter F, Special Education-Related Services Personnel Assignments
Summary: The proposed revisions would provide requirements for school districts to make personnel assignment decisions based on the correlating certification and demonstration of content proficiency requirements. The proposed revisions would also expand the list of certificates appropriate for personnel serving in special education-related assignments and include a section dedicated to requirements for an assignment of Teachers of Students who are Deafblind. Adoption of Proposed Amendments to 19 TAC Chapter 249, Disciplinary Proceedings, Sanctions, and Contested Cases
Summary: The proposed amendments reflect the results of prior discussions on Chapter 249 by the SBEC, as well as multiple stakeholder engagement sessions, by amending the contract abandonment mitigating factors; amending the definition of solicitation to add grooming behaviors; updating the SBEC’s mandatory minimum sanctions; updating the SBEC’s mailing procedures to allow original petitions and default petitions to be sent via electronic mail; clarifying that all notices sent to comply with Texas Government Code, §2001.054, will be sent via certified or registered mail, removing the requirement that exceptions must be filed or an issue is waived; clarifying the erroneously issued certificate section to explicitly state that the cancellation of a certificate issued as the result of a Texas Education Agency (TEA) information technology (IT) error will not result in a contested case; and amending the SBEC’s definition of abuse to mirror the definition of abuse found in Texas Family Code, Chapter 261, as well as additional technical edits. The amendments were adopted with changes since published as proposed.

Adopted Amendments to 19 TAC Chapter 234, Military Service Members, Military Spouses, and Military Veterans
Summary: The adopted amendments add language specific to the Servicemembers Civil Relief Act (SCRA), allowing the portability of licenses for active-duty military service members or the spouse of a military service member and provide technical edits to clarify existing language, alphabetize definitions, and remove duplicative language where necessary. The amendments were adopted without changes since published as proposed.

2024 Data Validation Process Updates
To ensure data integrity, annual data validation analyses and reviews are conducted to examine LEAs’ leaver and dropout data, student assessment data, and discipline data. When potential data anomalies are identified, steps are taken to ensure the data submitted to TEA are accurate and reliable. Statutory requirements also guide TEA’s data validation efforts.
While Performance Reporting will continue to process data for all data validation indicators, TEA’s Self-Reported Data Unit (SRDU) will now be monitoring local education agency (LEA) compliance with applicable data reporting and program requirements for the Leaver Records Data Validation (LRDV) and Discipline Data Validation (DDV) systems. If an LEA triggers one or more data validation indicators, they will not automatically be issued a compliance review this year. Instead, these LEAs are strongly encouraged to conduct a local audit. LEAs should review their data and related policies and procedures to ensure that accurate data have been reported to the agency and if program implementation concerns and/or incorrect data are identified, LEAs are expected to address those issues locally. LEAs can reference the Tips for Conducting Local Reviews – Leaver and Discipline Data document, that outlines some recommended steps and resources to help LEAs when conducting local reviews. LEAs are encouraged to work with an independent third party, such as their Education Service Center (ESC), for additional assistance conducting a local audit.
A select number of LEAs that trigger one or more data validation indicators will be issued a compliance review by SRDU. Please note, the Intervention, Stage, and Activity Manager (ISAM) application will no longer be used to issue compliance reviews for DDV and LRDV. Superintendents will be notified by email in mid- to late March if their LEA is issued a compliance review.
As of February 6, 2025, LEAs may retrieve their Leaver Records Data Validation (LRDV) report to determine if the LEA triggered any LRDV indicators by logging into the Texas Education Agency Login (TEAL) portal to access the Accountability application. Reports can be found under the “Performance-Based Monitoring” tab.
Please note, the Discipline Data Validation and Leaver Records Data Validation Manuals have been updated and provide additional details about the changes noted above. These manuals also outline the specific data validation indicators and expectations for LEAs. The updated manuals are posted on the Data Validation Manuals webpage.
Texas Academic Performance Report (TAPR) Data Download Coming Soon
When published the TAPR Data Download link will be available on the 2024–25 Texas Academic Performance Reports webpage. The TAPR Data Download is for users that wish to download data for all campuses, districts, or education service centers (ESC) in the state. Once downloaded, users will be able to manipulate the data using a spreadsheet or software program in .csv format.

2028 A-F Refresh Tentative Timeline & Texas Accountability Advisory Group (TAAG) February Meeting Materials Now Available
The focus of the February 2025 TAAG meeting was to provide updates and clarity related to the proposed re-adoption of the Accountability Manual for 2025 ratings and to begin discussing the 2028 A-F Refresh. The 2028 A-F discussion included the A-F Refresh Goals and Theory of Action, the A-F Refresh Timeline, and the initial list of considerations for continuous improvement of the A-F system. TEA gathered TAAG’s feedback on a Middle School Accelerated Testers proposal and presented the current state of the RDA/A-F Integration with the RDA Taskforce. The meeting concluded with the announcement of the launch of the 2028 A-F Refresh Public Feedback form. Upcoming: Alternative Education Accountability (AEA) Registration Window
The Alternative Education Accountability (AEA) registration window will open soon in the Texas Education Agency Login (TEAL) accountability application. For a campus to be identified for AEA registration in 2025, it must
- meet either the current-year or prior-year TSDS PEIMS 75 percent at-risk criterion;
- have at least 90 percent of students enrolled in grades 6–12, as verified through 2024-25 fall enrollment data;
- be identified as offering alternative instruction in AskTED; and
- provide education services targeted to dropout prevention and recovery of students with enrollment consisting of at least 60 percent of the students 16 years of age or older as of September 1, 2024.
Campuses meeting these requirements will be automatically preregistered as Dropout Recovery Schools (DRS). No action is needed to maintain AEA registration for these campuses unless a district opts to withdraw via a rescission form. Campuses that meet all criteria except the age requirement must apply for discretionary DRS designation during the registration period to qualify for AEA. Upcoming: Defense Department Form 4 (DDF4) Upload Portal
The DDF4 upload portal will open soon in the Texas Education Agency Login (TEAL) accountability application. LEAs will download a student listing from the Texas Education Agency Login (TEAL) accountability application then submit an updated student listing of former students who have enlisted in the military as well as a zip file that contains completed DDF4 for each enlistee. Complete upload instructions and video demonstration are available on the Performance Reporting Resources website.
Upcoming: Final Accelerated Testers Listing
The Final 2025 Accelerated Testers Student Listing and explanatory materials will be available in the TEA Login (TEAL) application when released.
Accelerated testers are defined as students who earn Approaches Grade Level or above standard on the Algebra I, English II, and/or Biology STAAR EOC prior to grade 9. For 2025 accountability, accelerated testers are also students who earned course credit for Algebra I, English II, and/or Biology in Spring or Summer 2020, and were granted a COVID testing waiver prior to grade 9. To fulfill federal testing requirements, these students must take a corresponding subject area SAT or ACT while in high school.

PEIMS Summer Submission Preparation
Although the initial PEIMS Summer Submission is not due until June 20, 2025, LEAs are strongly encouraged to begin preparing for that submission now to allow adequate time for review to ensure the accuracy of the data submission. As a reminder, the PEIMS Summer Submission includes data, such as course completion, used for accountability calculations.
Because LEAs, not their information system vendors, are ultimately responsible for the accuracy of the data submitted to PEIMS, LEAs are strongly encouraged to utilize the available PEIMS reports and PEIMS business data validations to identify possible issues in the data and verify the data in PEIMS prior to the final deadline for each submission.
Depending on district size, a sample timeline to prepare for the Summer Submission might include the following approximate dates:
By March 15 - LEA PEIMS coordinator meets with key campus staff to review expectations for PEIMS Summer Submission data and process.
By April 15 - LEAS complete first phase of data collection and entry into SIS for Summer Submission. (Campuses use SIS to enter data) For example, some possible data to enter are first semester course completion data, IBCs, and associate degrees earned during the first semester.
By May 15 – Campuses complete review and correction of first phase of data in the SIS. The LEA PEIMS Coordinator can then begin to promote the data and begin to resolve Fatal edits, review all warnings, and run reports in TSDS for the campus to review.
By June 15 – The LEA PEIMS Coordinator completes resolution of all possible SIS data discrepancies through ongoing communication with each campus which then allows for review of all warnings, resolution of all Fatal edits, and report production for review and sign-off by LEA leadership before the PEIMS Summer Submission deadline on June 20, 2025.
LEA verification of PEIMS data prior to each final submission is an essential step that helps both the district and the local system vendor ensure the data entered accurately reflects LEA performance. The accepted data in the PEIMS system as of each final deadline are used by numerous programs across TEA, including calculating and reporting state and federal accountability outcomes. Data submitted through working collections are not used for accountability purposes. Additional assistance for PEIMS submissions is available from your supporting Education Service Center (ESC) or TEA by accessing the TSDS Incident Management System (TIMS).

As indicated in the Texas Education Agency (TEA) correspondence dated November 21, 2024, the Public Education Information Management System (PEIMS) fall submission due date has been extended twice. Therefore, the PEIMS information update in TIDE will occur later than scheduled, delaying final assessment reports for accountability for the December 2025 STAAR administration. New final reporting dates will be provided as soon as they are available.
Spring 2025 STAAR Administration
Beginning March 17, 2025, district testing personnel can create test sessions for the spring State of Texas Assessments of Academic Readiness (STAAR®) administration in the test administrator interface of the Test Delivery System (TDS). For instructions on how to create a test session, refer to the TDS User Guide or the “How to Create Test Sessions” training video in the District and Campus Coordinator Resources.
2025 STAAR Alternate 2 Administration
The 2025 STAAR Alternate 2 testing window opens on Monday, March 17, 2025. The additional order window for this administration is March 10–April 14. To place additional orders, use the “STAAR Alternate 2, Paper Orders” option from the Administration Tasks dropdown menu in the Test Information Distribution Engine (TIDE). As a reminder, additional orders are only available after overage materials have been exhausted. For more information regarding additional orders for STAAR Alternate 2, refer to the Prepare for Paper Administrations section of the Coordinator Resources.
Texas Through-Year Assessment Pilot
Opportunity 3 of the Texas Through-year Assessment Pilot (TTAP) opens on March 24, 2025. Testing personnel in districts participating in TTAP can now create test sessions for Opportunity 3 in the test administrator interface of TDS. For instructions on how to create a test session, refer to the TDS User Guide or the “How to Create Test Sessions” training video in the Coordinator Resources.
2025 TELPAS Administration Creating Test Sessions
District testing personnel can now create test sessions for the Texas English Language Proficiency Assessment System (TELPAS) in the Test Administrator Interface of the Test Delivery System (TDS). For more information on how to create test sessions, refer to the “How to Create Test Sessions” training video on the Prepare for Online Administrations page of the Coordinator Resources.
2025 TELPAS and TELPAS Alternate Administration
The testing window for the Texas English Language Proficiency Assessment System (TELPAS) and TELPAS Alternate opens on Monday, February 17, 2025. Texas Education Agency staff and Cambium Assessment, Inc.’s Texas Testing Support staff will be available on Monday, President’s Day, for assistance.
The additional order window for TELPAS is open from now until March 24, 2024. To place additional orders for paper test materials, testing personnel must select the TELPAS and TELPAS Alternate, Paper Orders task from the dropdown menu in the Test Information Distribution Engine (TIDE) and use the Additional Orders module. Any additional return labels for the TELPAS administration must be ordered by April 8, 2024.
