Proposed Rules
The following State Board for Educator Certification (SBEC) rule action was filed with the Texas Register for publication in the March 14, 2025 issue:
Proposed Amendment to 19 TAC Chapter 250, Administration, Subchapter B, Rulemaking Procedures, §250.20, Petition for Adoption of Rules or Rule Changes Summary: The proposed amendment would update the SBEC’s petition for adoption of rule change procedures to align with statute. Resumen en Español: La modificación propuesta actualizaría la petición de la Junta Estatal de Certificación de Educadores (SBEC) respecto a la adopción de procedimientos de cambio normativo para armonizarse con el estatuto. Public Comment Period: March 14-April 14, 2025. A form for submitting public comments is available on the proposed SBEC rules webpage. The SBEC will also take registered oral and written comments on the proposal during the April 25, 2025 meeting's public comment period in accordance with the SBEC board operating policies and procedures. Earliest SBEC Adoption Date: April 25, 2025 SBOE Review Date: June 24-27, 2025 Projected Effective Date: August 3, 2025

The following State Board for Educator Certification (SBEC) proposed rule review was filed with the Texas Register for publication in the March 14, 2025 issue:
Proposed Review of 19 TAC Chapter 227, Provisions for Educator Preparation Candidates, Subchapter A, Admission for Educator Preparation Programs and Subchapter B, Preliminary Evaluation of Certification Eligibility Summary: As required by Texas Government Code, §2001.039, the SBEC will accept comments as to whether the reasons for adopting 19 TAC Chapter 227 continue to exist. Public Comment Period: March 14-April 14, 2025. A form for submitting public comments is available on the SBEC Rule Review webpage. The SBEC will also take registered oral and written comments during the April 25, 2025 meeting's public comment period in accordance with the SBEC board operating policies and procedures.
