The Local Accountability System (LAS) enables districts and open-enrollment charter schools to create innovative plans that showcase their unique strengths and achievements. These plans consist of measures beyond the state system and are designed to align with community priorities and district strategic goals.

Texas Education Agency Releases 2024 Annual Report
The report offers key insights for policymakers, educators, families, and community members invested in the success of Texas public schools.
AUSTIN, Texas – January 23, 2025 – The Texas Education Agency (TEA) today released the 2024 Annual Report, offering a comprehensive overview of the progress made in Texas public education while also addressing the challenges and opportunities that remain.
The report provides a detailed look at TEA’s strategic priorities, ongoing implementation of legislation passed during the 88th legislative session, and the statewide efforts to strengthen educational outcomes for Texas’s more than 5.5 million public school students. The report also features an accessible explanation of how the Texas public education system is funded and how those funds are allocated to school systems.
“Education is the foundation of our state’s future, and the 2024 Annual Report reflects our continued dedication to ensuring all Texas students have access to the teachers, resources, and opportunities they need to succeed,” said Texas Education Commissioner Mike Morath. “This report not only tracks our progress but also identifies areas where additional investments are critical to ensuring every student receives a quality education that prepares them for the future.”
The 2024 Annual Report serves as a vital resource for understanding the current state of education in Texas and the ongoing efforts to provide every student with a high-quality educational experience.

Proposed New 19 TAC Chapter 97, Planning and Accountability, Subchapter AA, Accountability and Performance Monitoring, §97.1002, Accountability Rating Appeals Process and Timeline Summary: The proposed new section would adopt in rule the accountability ratings appeals process and timeline that will supersede the timelines referenced in Chapter 8 of the 2023 Accountability Manual and 2024 Accountability Manual and apply to all accountability rating appeals from 2023 and beyond until otherwise updated. Adopted Amendment to 19 TAC Chapter 67, State Review and Approval of Instructional Materials, Subchapter B, State Review and Approval, §67.25, Consideration and Approval of Instructional Materials by the State Board of Education Summary: The adopted amendment establishes a minimum threshold for standards alignment for instructional materials for enrichment subjects and courses and for supplemental instructional materials by defining the criteria to be used in the review and approval of instructional materials by the SBOE and the Texas Education Agency. The amendment was adopted with changes since published as proposed. Second Reading and Final Adoption by SBOE: November 2024 Effective Date: February 2, 2025
Adopted New 19 TAC Chapter 120, Other Texas Essential Knowledge and Skills, Subchapter B, English Language Proficiency Standards Summary: The new sections relocate the English language proficiency standards from 19 TAC §74.4 and update the standards to ensure they remain current and comply with federal requirements. Proposed Revisions to 19 TAC Chapter 231, Requirements for Public School Personnel Assignments, Subchapter F, Special Education-Related Services Personnel Assignments Summary: The proposed revisions would provide requirements for school districts to make personnel assignment decisions based on the correlating certification and demonstration of content proficiency requirements. The proposed revisions would also expand the list of certificates appropriate for personnel serving in special education-related assignments and include a section dedicated to requirements for an assignment of Teachers of Students who are Deafblind. Proposed Amendments to 19 TAC Chapter 249, Disciplinary Proceedings, Sanctions, and Contested Cases Summary: The proposed amendments reflect the results of prior discussions on Chapter 249 by the SBEC, as well as multiple stakeholder engagement sessions, by amending the contract abandonment mitigating factors; amending the definition of solicitation to add grooming behaviors; updating the SBEC’s mandatory minimum sanctions; updating the SBEC’s mailing procedures to allow original petitions and default petitions to be sent via electronic mail; clarifying that all notices sent to comply with Texas Government Code, §2001.054, will be sent via certified or registered mail, removing the requirement that exceptions must be filed or an issue is waived; clarifying the erroneously issued certificate section to explicitly state that the cancellation of a certificate issued as the result of a Texas Education Agency (TEA) information technology (IT) error will not result in a contested case; and amending the SBEC’s definition of abuse to mirror the definition of abuse found in Texas Family Code, Chapter 261, as well as additional technical edits. Proposed 2025 Accountability Manual and ESSA Amendment published January 10, 2025
The proposed A–F Accountability System Manual for 2025 Ratings has been published on the 2025 Accountability System webpage. There are no proposed changes to A–F from 2024. For full details, please refer to TAA: Proposed Accountability System Manual for 2025 Ratings and Amendment to ESSA State Plan.
In summary:
- The rules for the 2025 accountability year were communicated in the manual adopted for 2024 and a re-adoption is proposed.
- A public comment period is open from January 10, 2025 to February 10, 2025. Details can be found on the Proposed Commissioner of Education Rules webpage. A virtual public hearing is scheduled for January 31, 2025 at 1:30 pm. Registration is required to attend and can be completed with the following link, Meeting Registration.
- With the re-adoption, there are no changes to English Language Proficiency (ELP) for 2025. Procedures to adopt ELP targets based on composite proficiency level results will take place in a forthcoming adoption for the 2026 ratings. TEA must first submit an amendment to the state’s Every Student Succeeds Act (ESSA) state plan after collecting public comment. A summary and full draft is available on the Every Student Succeeds Act (ESSA) webpage. Comments on the proposed ESSA amendment must be submitted through the ESSA Amendment Feedback Form by Monday, February 10, 2025.
- The proposed A-F Accountability System Manual for 2026 ratings, with the USDE-approved targets and military enlistment data sourced from the Department of Defense, as previously announced, will undergo rulemaking in Spring 2025. Though the 2026 manual will be the adopted and effective manual at the time of 2025 ratings, 2025 ratings will be based on the rules in the manual adopted for 2025.
- The Texas Accountability Advisory Group (TAAG) and the ESC Accountability Group (EAG) provided feedback on these and upcoming 2026 topics. The Accountability System Development webpage has been updated with materials from the December 2024 TAAG meeting.
2024 Texas Academic Performance Report (TAPR) Correction
A correction was made this week to the calculation of “Career or Military Ready (Annual Graduates)” on the 2024 Texas Academic Performance Reports (TAPR) after it was first released within the TEA Login (TEAL) Accountability application December 12, 2024. The correction updated the table to accurately classify special education students that graduated with the advanced diploma as “college ready” and not within “Career or Military Ready” as of 2022-23 graduates. This is a footnote on the report. We apologize for any inconvenience, as the corrected TAPR PDF report should replace any TAPR previously posted in accordance with the TAPR Guidelines.
Failure to Meet Exit Criteria Count Added to 2024 List of Campuses Identified for Support December 19, 2024
A campus is determined to have failed to exit CSI for multiple years if the campus has been re-identified more than once since the original identification. Years in which the campus met exit criteria (are CSI Progress) are not included in this count. The School Improvement (SI) federal identification lists have been updated on the 2024 Accountability System webpage to include the failure to meet exit criteria campus count, and explanatory resources for calculating this count can be found on the School Improvement webpage.

2024 Results Driven Accountability State and Regions Reports Published December 18, 2024
The Results Driven Accountability (RDA) data is reported at district, region, and state levels on the performance of school districts and charter schools in selected program areas (Bilingual Education/English as a Second Language/Emergent Bilingual, Other Special Populations inclusive of students in Foster Care, students who are Homeless, students who are Military Connected, and Special Education). Data is provided as downloadable data files. The Accountability Manual RDA Chapter 12 is a comprehensive technical resource designed to explain RDA calculation methodology and outputs for resulting LEA reports.
2024 RDA State and Region Reports were published on December 18, 2024, and can be accessed through Results Driven Accountability Data and Reports webpage.
CCMR Credit to Rely on Department of Defense Data Beginning 2026
The Texas Education Agency (TEA) has successfully reached an agreement with the Department of Defense (DOD), and the DOD data will be the source of military enlistment of Texas public school graduates beginning with 2026 accountability
For 2025 Accountability, the process of submitting the DD Form 4 documentation will continue for 2024 annual graduates and non-graduating 12th graders. Districts will submit the completed DD Form 4 via a secure upload process, as was done in 2024 accountability for 2023 graduates and non-graduating 12th graders.

Student Assessment Data Validation Manual Published December 12, 2024
The Performance-Based Monitoring (PBM) system, which was developed in response to state and federal statute, is a comprehensive system designed to improve student performance and program effectiveness. The PBM system is a data-driven system that relies on data submitted by Local Education Agency (LEA); therefore, the integrity of LEAs’ data is critical.
To ensure data integrity, the PBM system includes annual data validation analyses that examine LEAs’ leaver and dropout data, student assessment data, and discipline data. Additional data analyses, including random audits, are conducted as necessary to ensure the data submitted to the Texas Education Agency (TEA) are accurate and reliable.

2024 Federal Report Card Availability and Dissemination Requirement
The 2023-24 State, Local Educational Agency (LEA), and campus Federal Report Cards for Texas Public Schools are available. Local Education Agencies (LEAs) receiving Title I, Part A funding must post these report cards on their websites and notify parents by March 3, 2025. The report cards provide state, district, and campus-level data, ensuring transparency and accessibility for all stakeholders. Texas Academic Performance Report (TAPR) Data Download Coming Soon
When published the TAPR Data Download link will be available on the 2024–25 Texas Academic Performance Reports webpage. The TAPR Data Download is for users that wish to download data for all campuses, districts, or education service centers (ESC) in the state. Once downloaded, users will be able to manipulate the data using a spreadsheet or software program in .csv format.

PEIMS Fall Resubmission Deadline Extended to February 6, 2025
Because data accuracy is of the utmost importance, the Texas Education Agency (TEA) has extended the PEIMS Fall Resubmission deadline from Thursday, January 30, 2025, to Thursday, February 6, 2025. It is imperative that school systems continue to work with their source system vendors and TEA to resolve any issues or concerns with completing the PEIMS Fall Resubmission. For additional important information about the extension, please refer to the January 28, 2025 TAA Texas Student Data System (TSDS) Extension.

STAAR Interim Assessments
Window 3 of the STAAR Interim Assessments is scheduled for January 21 through April 4, 2025. Testing personnel can now create test sessions for Window 3 mathematics and reading language arts interim assessments. For more information on how to create test sessions, refer to the Test Delivery System (TDS) User Guide or the “How to Create Test Sessions” training video on the Prepare for Online Administrations page of the District and Campus Coordinator Resources.
As a reminder, STAAR Interim Assessments are secure tests, as indicated in the Test Security section of the Coordinator Resources. Authorized educators can view secure test items in CRS; however, these secure test items should NOT be downloaded, printed, or shared with unauthorized users. For more information, refer to the STAAR Interim Assessments Educator Guide, available on the STAAR Interim Assessments webpage.
Texas Through-Year Assessment Pilot
Opportunity 2 of the Texas Through-year Assessment Pilot (TTAP) opens on January 27, 2025. Testing personnel in districts participating in TTAP may now create test sessions for Opportunity 2 in the test administrator interface of TDS. For more information on how to create test sessions, refer to the TDS User Guide or the “How to Create Test Sessions” training video on the Prepare for Online Administrations page of the Coordinator Resources.
Spring 2025 STAAR Administration
- STAAR EOC Assessment Indicators
For State of Texas Assessments of Academic Readiness (STAAR®) end-of-course (EOC) assessment retesters, Cambium Assessment, Inc. (CAI) has set the Retester fields to “Spring” and the Spring EOC Eligibility fields to “Yes” in the Test Information Distribution Engine (TIDE). CAI has also set the EOC Previously Passed flags for all students who passed any EOC assessment during the December 2024 administration. District personnel may verify this information in TIDE. Eligibility for first time testers must still be set by district personnel prior to the administration.
- Deadline to Indicate a Special Paper Administration
The deadline for district testing personnel to indicate student eligibility for a special paper administration of STAAR in TIDE is January 31, 2025. District personnel must ensure students are appropriately registered by this date to receive sufficient paper materials in the initial order shipment. Initial order shipments will arrive in districts between March 24 and March 28. Districts may place additional orders for special paper administrations beginning on March 31 for students whose eligibility for paper testing is updated after January 31.
STAAR Alternate 2 Administration
Initial order materials quantities and form assignments for STAAR Alternate 2 are now available to be viewed by district testing personnel using the STAAR Alternate 2, Paper Orders administration task in TIDE. District personnel will receive the initial shipment of secure test materials for the STAAR Alternate 2 administration between February 18 and February 21, 2025. District personnel may order any additional test materials needed between March 10 and April 14 and additional return labels until April 23.
2025 TELPAS and TELPAS Alternate Administrations
District testing personnel will receive copies of Texas English Language Proficiency Assessment System (TELPAS) test administrator manuals, their district’s initial shipment of TELPAS secure paper test materials, and TELPAS Alternate Observable Behaviors the week of January 21–24, 2025. District personnel must order any additional TELPAS paper test materials during the additional order window of February 10–March 24 and additional return labels by April 2. In addition, the TELPAS Rater Online Basic Training courses are now available in the Learning Management System (LMS).
District testing personnel can now create test sessions for the Texas English Language Proficiency Assessment System (TELPAS) in the Test Administrator Interface of the Test Delivery System (TDS). For more information on how to create test sessions, refer to the “How to Create Test Sessions” training video on the Prepare for Online Administrations page of the Coordinator Resources.
The TELPAS Holistic Rating Training Coordinator Resources will be posted to the Secure File Center for district testing coordinators on January 30. This document includes information about online training for TELPAS holistic ratings as well as passcodes for monitored calibration sessions. The Instructional Materials Review and Approval (IMRA) cycle is beginning, and the IMRA team needs your help to find qualified reviewers. IMRA Cycle 2025 will focus on K–12 full-subject, tier-one and supplemental mathematics, K–6 full-subject, tier-one English Language Arts and Reading (ELAR) and Spanish Language Arts and Reading (SLAR), and K–3 partial-subject, tier-one English and Spanish phonics. Interested Texas residents with or without this specific content expertise are also needed for suitability reviews.

Empowering ECSE Educators to Improve Student Outcomes Grant
We are excited to announce that the Empowering ECSE Educators to Improve Student Outcomes grant application will open January 15, 2025 - March 7, 2025. This grant will enable Education Service Center (ESC) 10 to administer a program providing funding support for local educational agencies (LEAs) and ESCs seeking training and certification for ECSE professionals during the 2024-2025 school year. Trainings will focus on behavior management and inclusive opportunities and will increase ECSE educators' ability to improve student outcomes for children with disabilities, ages 3 through 5 and not in kindergarten. LEAs also can apply for funding through the program to support prekindergarten teachers with dual certification in special education and general education.

SBEC Rule Update Open for Public Comment
The State Board for Educator Certification (SBEC) proposes the repeal of 19 TAC §231.701, new 19 TAC §231.701 and 19 TAC §231.710, and amendment to 19 TAC §231.709, concerning special education-related services personnel assignments. The proposed revisions would provide requirements for school districts to make personnel assignment decisions based on the correlating certification and demonstration of content proficiency requirements. The proposed revisions would also expand the list of certificates appropriate for personnel serving in special education-related assignments and include a section dedicated to requirements for an assignment of Teachers of Students who are Deafblind.

The $1,500 Parent-Directed Special Education Services (PDSES) Grant Application Window Opens February 3 at 8:00 AM CST
The Parent-Directed Special Education Services (PDSES) program (previously known as the Supplemental Special Education Services (SSES) program) is a one-time $1,500 online grant for parents/guardians of eligible students served by special education and who are enrolled in a Texas public school. Parents/guardians of eligible students can use their online account to shop the marketplace to obtain educational materials and resources such as textbooks, curriculum, or technology devices and/or services such as additional speech therapy, tutoring, or other specific services.
To be eligible for the PDSES grant, a student must:
- be enrolled in a Texas public school, grades PreK-12 (including 18+ programs),
- be receiving special education services through an individualized education program (IEP), AND
- have not received a PDSES/SSES grant in the past. PDSES (formerly SSES) is a one-time only grant.
This year’s application window opens on February 3, 2025, at 8:00 AM CST, and closes on March 31, 2025, at 5:00 PM CST.

TSDS SPPI 14 Post-school Outcomes Submission Due Date
The State Performance Plan Indicator (SPPI) 14 Post-school Outcomes data submission deadline to the Texas Student Data System (TSDS) is February 20, 2025, at 11:59 PM. Local educational agencies (LEAs) must submit contact information for children with disabilities who exited the LEA during the 2023-2024 school year for the TSDS SPPI 14 collection.
The SPPI 14 data collection supports state and local compliance with federal reporting requirements under 20 U.S.C. § 1416(a)(3)(B) by providing data on post-school outcomes for the State Performance Plan/Annual Performance Report (SPP/APR).
For assistance with SPPI 14, LEAs can contact their regional, education service center (ESC) TSDS SPPI 14 Champion, TSDS Technical Champion (ESCs 1–10 or 11–20), or submit a TSDS Incident Management System (TIMS) ticket via the TSDS Portal.
