College Prep Course for CCMR Credit Application Window Closes January 31, 2025
The application window for college preparatory course providers to submit applications materials closes on January 31, 2025. Providers must apply directly, as school districts cannot do this on their behalf. If a provider chooses not to submit materials for consideration, their college preparatory courses will not be included on the official list of approved courses that count toward a school district's accountability measures for College, Career and Military Readiness (CCMR).
LEAs are encouraged to review the updated Completion of Applicant Interest Form by College Preparatory Course Providers available on the College Preparatory Courses for CCMR Accountability as take action as needed.

CCMR Accountability Data Sources for 2024-25 PEIMS Fall Submission
To assist LEAs with data verification for the upcoming January 30, 2025, PEIMS Fall Resubmission deadline, the 2024-25 Academic Accountability Data Sources / PEIMS Fall Submission document provides a side-by-side comparison of data sources for selected indicators impacted by updates to TSDS PEIMS for the 2024-25 school year. 2024 Federal Report Card Availability and Dissemination Requirement
The 2023-24 State, Local Educational Agency (LEA), and campus Federal Report Cards for Texas Public Schools are available. Local Education Agencies (LEAs) receiving Title I, Part A funding must post these report cards on their websites and notify parents by March 3, 2025. The report cards provide state, district, and campus-level data, ensuring transparency and accessibility for all stakeholders. Texas Academic Performance Report (TAPR) Data Download Coming Soon
When published the TAPR Data Download link will be available on the 2024–25 Texas Academic Performance Reports webpage. The TAPR Data Download is for users that wish to download data for all campuses, districts, or education service centers (ESC) in the state. Once downloaded, users will be able to manipulate the data using a spreadsheet or software program in .csv format.
2025 Accountability Rating System Framework Published on January 17, 2025
The 2025 Academic Accountability System Framework document was published to the 2025 Accountability System webpage. This resource offers a clear and comprehensive overview of the school rating system in Texas, designed to assist stakeholders in understanding the system.
Proposed 2025 Accountability Manual and ESSA Amendment Published January 10, 2025
The proposed A–F Accountability System Manual for 2025 Ratings has been published on the 2025 Accountability System webpage. There are no proposed changes to A–F from 2024. For full details, please refer to TAA: Proposed Accountability System Manual for 2025 Ratings and Amendment to ESSA State Plan.
In summary:
- The rules for the 2025 accountability year were communicated in the manual adopted for 2024 and a re-adoption is proposed.
- A public comment period is open from January 10, 2025, to February 10, 2025. Details can be found on the Proposed Commissioner of Education Rules A virtual public hearing is scheduled for January 31, 2025, at 1:30 pm. Registration is required to attend and can be completed with the following link, Meeting Registration.
- With the re-adoption, there are no changes to English Language Proficiency (ELP) for 2025. Procedures to adopt ELP targets based on composite proficiency level results will take place in a forthcoming adoption for the 2026 ratings. TEA must first submit an amendment to the state’s Every Student Succeeds Act (ESSA) state plan after collecting public comment. A summary and full draft is available on the Every Student Succeeds Act (ESSA) webpage. Comments on the proposed ESSA amendment must be submitted through the ESSA Amendment Feedback Form by Monday, February 10, 2025.
- The proposed A-F Accountability System Manual for 2026 ratings, with the USDE-approved targets and military enlistment data sourced from the Department of Defense, as previously announced, will undergo rulemaking in Spring 2025. Though the 2026 manual will be the adopted and effective manual at the time of 2025 ratings, 2025 ratings will be based on the rules in the manual adopted for 2025.
The Texas Accountability Advisory Group (TAAG) and the ESC Accountability Group (EAG) provided feedback on these and upcoming 2026 topics. The Accountability System Development webpage has been updated with materials from the December 2024 TAAG meeting.
PEIMS Fall Resubmission Deadline and Reminder
The PEIMS Fall Resubmission deadline is January 30, 2025. LEAs are not required to send a resubmission of PEIMS data. The period between the first submission and the resubmission deadlines is an extension provided to all LEAs to review their original submission for any errors/omissions and make corrections. If an LEA does not submit during the resubmission, or if the resubmission data are not free of fatal errors, TEA will use the PEIMS data sent for the first submission. As a reminder, PEIMS working collections are not used for accountability purposes.
To verify the data submitted to PEIMS, LEAs must use the Texas Student Data System (TSDS) PEIMS reports; reports generated by other student information systems may not provide a complete picture of the data accepted in PEIMS. LEA staff with an approved TSDS PEIMS role may access TSDS PEIMS campus and district reports by logging into the TEA Login (TEAL) platform and selecting the Texas Student Data System Portal. Updated PEIMS reports should be run following each phase of data entry to ensure LEAs are reviewing the most current data in the system.
As a reminder, PEIMS data from the Fall submission are used for accountability purposes in several ways, such as identifying students who may be included in the Accountability Subset and determining students who may have demonstrated College, Career, and Military Readiness by earning dual credit, industry certification, or an associates degree. These data cannot be updated through TIDE or other means, so it is imperative that LEAs verify accurate data entry by the January 30, 2025 PEIMS Fall Resubmission deadline to ensure students and LEAs get full credit for the accomplishments.
