Proposed New 19 TAC Chapter 67, State Review and Approval of Instructional Materials, Subchapter B, State Review and Approval, §67.27, IMRA Reviewers: Eligibility and Appointment; §67.29, IMRA Reviewers: Training, Duties, and Conduct; §67.31, Procedures for Public Access to and Handling of IMRA Samples; §67.33, Public Comment on Instructional Materials; §67.39, Updates to Approved Instructional Materials; and §67.41, New Editions of Approved Instructional Materials, and Subchapter C, Local Operations, §67.61, Sample Copies of Instructional Materials for School Districts; and §67.63, Selection and Local Adoption of Instructional Materials by School Districts Summary: The proposed new sections would implement House Bill 1605, 88th Texas Legislature, Regular Session, 2023, by defining the procedures and policies for the selection, appointment, training, and duties of instructional materials review and approval (IMRA) reviewers; outlining the procedures for IMRA public access and public comment; and specifying procedures for materials to be updated or revised following approval by the board. The proposed new sections would also outline the procedures for local districts to adopt instructional materials. The adopted new rules include updates to align with legislation from the 88th Texas Legislature, Regular Session, 2023. No changes were made to the rules since published as proposed. Adopted New 19 TAC Chapter 103, Health and Safety, Subchapter EE, Commissioner's Rules on Prevention, Awareness, and Reporting of Child Abuse or Neglect, Including Trafficking of a Child Summary: The adopted new sections relocate existing requirements from 19 TAC Chapter 61, Subchapter EE, relating to school district policies on reporting child abuse and neglect and required signage pertaining to criminal offenses of human trafficking. Adopted new §103.1401 includes updates to school district policy requirements to align with Texas Family Code, §261.104, as amended by House Bill (HB) 63, 88th Texas Legislature, Regular Session, 2023. Adopted new §103.1403 includes updates to signage requirements to align with Senate Bill (SB) 2069, HB 3553, and HB 3554, 88th Texas Legislature, Regular Session, 2023. Adopted New 19 TAC Chapter 67, State Review and Approval of Instructional Materials, Subchapter CC, Commissioner's Rules Concerning Open Education Resource Instructional Materials, §67.1315, Open Education Resource Instructional Material Transition Plan Summary: The adopted new rule implements House Bill 1605, 88th Texas Legislature, Regular Session, 2023, by providing clarification on the requirements for a school district's open education resource transition plan. The rule was adopted with changes since published as proposed. Effective Date: December 15, 2024
Adopted New 19 TAC Chapter 103, Health and Safety, Subchapter CC, Commissioner's Rules Concerning Safe Schools, §103.1213, Required Reporting through Sentinel Summary: The new rule requires school safety and security-related reporting through Sentinel in accordance with Texas Education Code, §37.1083 and §37.115. Sentinel is a comprehensive system designed to enhance the safety and security of students, faculty, and staff in school buildings across Texas. The rule was adopted with changes since published as proposed. Effective Date: December 15, 2024

Adoption of Proposed Amendments to 19 TAC Chapter 228, Requirements for Educator Preparation Programs, Subchapter A, General Guidance, Subchapter D, Required Educator Coursework and Training, Subchapter E, Educator Candidate Clinical Experiences, and Subchapter F, Support for Candidates During Required Clinical Experiences Summary: The proposed amendments would further clarify requirements and definitions as applicable to support educator preparation programs and candidates in the successful implementation of these rules. The amendments were adopted, subject to SBOE review, without changes since published as proposed. Adoption of Proposed Amendments to 19 TAC Chapter 234, Military Service Members, Military Spouses, and Military Veterans Summary: The proposed amendments would add language specific to the Servicemembers Civil Relief Act (SCRA), allowing the portability of licenses for active-duty military service members or the spouse of a military service member and would provide technical edits to clarify existing language, alphabetize definitions, and remove duplicative language where necessary. The amendments were adopted, subject to SBOE review, without changes since published as proposed. Adopted Amendments to 19 TAC Chapter 229, Accountability System for Educator Preparation Programs Summary: Chapter 229 establishes the performance standards and procedures for educator preparation program (EPP) accountability. The adopted amendments provide for adjustments to the 2023-2024 Accountability System for Educator Preparation (ASEP) Manual; clarify and streamline language and definitions; organize the rule text by subchapter; and include technical updates. The amendments were adopted without changes since published as proposed. Public comments were received on the proposal. Failure to Meet Exit Criteria Count Added to 2024 List of Campuses Identified for Support December 19, 2024
A campus is determined to have failed to exit CSI for multiple years if the campus has been re-identified more than once since the original identification. Years in which the campus met exit criteria (are CSI Progress) are not included in this count. The School Improvement (SI) federal identification lists have been updated on the 2024 Accountability System webpage to include the failure to meet exit criteria campus count, and explanatory resources for calculating this count can be found on the School Improvement webpage.

2024 Results Driven Accountability State and Regions Reports Published December 18, 2024
The Results Driven Accountability (RDA) data is reported at district, region, and state levels on the performance of school districts and charter schools in selected program areas (Bilingual Education/English as a Second Language/Emergent Bilingual, Other Special Populations inclusive of students in Foster Care, students who are Homeless, students who are Military Connected, and Special Education). Data is provided as downloadable data files. The Accountability Manual RDA Chapter 12 is a comprehensive technical resource designed to explain RDA calculation methodology and outputs for resulting LEA reports.
2024 RDA State and Region Reports were published on December 18, 2024, and can be accessed through Results Driven Accountability Data and Reports webpage.
Preliminary Accelerated Testers Student Listing Released in TEAL
The Preliminary 2025 Accelerated Testers Student Listing was released within the TEA Login (TEAL) Accountability application on December 5, 2024.
Students included on the Preliminary 2025 Accelerated Testers Student Listing were reported as enrolled in grade 11 on the 2023-24 PEIMS attendance files and have either: Taken an EOC assessment prior to enrolling in grade 9, or Earned course credit for an advanced course in Spring or Summer 2020 and were granted a COVID testing waiver
Students are attributed to the district and campus where they were reported in attendance for the final six weeks of the 2023-24 school year. The Preliminary 2025 Accelerated Testers Student Listings reflect which subject area the student is considered accelerated in and whether the student has a corresponding SAT or ACT on record.

2024 Federal Report Cards Released December 13, 2024
2024 Federal Report Cards as required by the Elementary and Secondary Education Act (ESEA), as amended by Every Student Succeeds Act (ESSA), requires each State education agency to prepare and publish an annual report card. The Federal Report Card for Texas Public Schools is a web-based system that generates the required federal report cards at the state, district, and campus levels for easy dissemination by school districts. Every district that receives Title I, Part A funding is responsible for distributing the reports to each of its campuses, the parents of all enrolled students, and the general public. These reports were made available on the Federal Report Cards page on December 13, 2024.
2024 Texas Academic Performance Report (TAPR) Published December 12, 2024
2024 Texas Academic Performance Reports (TAPR) was released within the TEA Login (TEAL) Accountability application December 12, 2024. TAPR pulls together a wide range of information on the performance of students in each school and district in Texas every year. These reports will be published without scale scores, A–F ratings, or Distinction Designations. For further information refer to TAA 2023–24 Texas Academic Performance Reports Release published on December 12, 2024. This release will not include the Campus or District 2024 Accountability Reports. The issuance of the 2024 A–F ratings are pending due to ongoing legal challenge.
Texas Performance Reporting System (TPRS) Updated December 2024, with 2023-2024 Data
TPRS integrates state and federal reporting requirements into a single reporting system that can be viewed at the campus, district, region, and state level. As the most comprehensive reporting system published by TEA, TPRS provides additional performance reports, results, and indicators for student groups not reported on state accountability data tables, the Texas Academic Performance Reports (TAPR), or the School Report Card. This release does not include the Campus or District 2024 Accountability Reports. The issuance of the A–F ratings under 2024 rule is pending and subject to change.

Delay in Leaver Record Data Validation and Discipline Data Validation TEAL Reports
The release of the Leaver Record Data Validation (LRDV) and Discipline Data Validation (DDV) TEAL reports has been postponed. In January 2025, the Self-Reported Data Unit (SRDU) will be communicating more detailed updates on these changes, as the functions of Data Reporting Compliance Unit (DRCU) have moved to the SRDU within the Office of Governance. Performance Reporting is supporting this transition and will release data once the process is complete.
College Preparatory Course Approval Window and Rubric Update
It was previously announced that to ensure a consistent standard of course quality, TEA will begin a process to review and approve College Preparatory courses for the purpose of demonstrating college readiness in the public school accountability system. College, career and military readiness (CCMR) credit will be awarded for approved College Preparatory courses only starting with 2026 graduates and 12th graders in 2027 Accountability. This week, the Division of College, Career, and Military Preparation released a guide to this process, College Preparatory Courses for Accountability Application for Service Providers. This document includes the faculty review criteria and application scoring procedures. The application is now open, and will close on January 31, 2025.

CCMR Credit to Rely on Department of Defense Data Beginning 2026
The Texas Education Agency (TEA) has successfully reached an agreement with the Department of Defense (DOD), and the DOD data will be the source of military enlistment of Texas public school graduates beginning with 2026 accountability
For 2025 Accountability, the process of submitting the DD Form 4 documentation will continue for 2024 annual graduates and non-graduating 12th graders. Districts will submit the completed DD Form 4 via a secure upload process, as was done in 2024 accountability for 2023 graduates and non-graduating 12th graders.

Student Assessment Data Validation Manual Published December 12, 2024
The Performance-Based Monitoring (PBM) system, which was developed in response to state and federal statute, is a comprehensive system designed to improve student performance and program effectiveness. The PBM system is a data-driven system that relies on data submitted by Local Education Agency (LEA); therefore, the integrity of LEAs’ data is critical.
To ensure data integrity, the PBM system includes annual data validation analyses that examine LEAs’ leaver and dropout data, student assessment data, and discipline data. Additional data analyses, including random audits, are conducted as necessary to ensure the data submitted to the Texas Education Agency (TEA) are accurate and reliable.

PEIMS FAQ
Are data submitted during PEIMS correction resubmission windows used for accountability?
If there are no fatal errors in the resubmission, yes. LEAs have until each PEIMS resubmission deadline to make corrections to incomplete and/or inaccurate data entered during the initial submission window. After the resubmission window closes, approved PEIMS data are made available to agency staff for state and federal reporting such as accountability reports, dropout reports, and Texas Academic Performance Reports.
LEAs are not required to send a resubmission of PEIMS data. The period between the first submission and the resubmission deadlines is an extension provided to all LEAs to review their original submission for any errors and make corrections. If an LEA does not submit during the resubmission, or if the resubmission data are not free of fatal errors, TEA will use the PEIMS data sent for the first submission. Working collections are not used for accountability purposes. Please see TSDS PEIMS Timelines for a complete list of initial and resubmission deadlines for the 2024-25 school year.
It is critical that LEAs review available Texas Student Data System (TSDS) PEIMS reports to ensure submission of correct and complete student data. For example, failure to verify the correct code(s) has been entered for Post Secondary Industry Certification Licensure may not result in a PEIMS error code but may have implications for LEA accountability calculations. LEA staff with an approved TSDS PEIMS role may access TSDS PEIMS campus and district reports by logging in to the TEA Login (TEAL) platform and selecting the Texas Student Data System Portal. Assessment Scoring and Reporting
Spring 2025 STAAR Administration
The deadline for district testing personnel to ensure that all students participating in the spring 2025 STAAR administration are registered in TIDE is December 13, 2024. Calculations of initial spring orders of test administrator manuals will be based on the number of students enrolled in TIDE by this date. Students participating in the spring 2025 STAAR end-of-course (EOC) assessments must have the applicable Spring EOC Eligibility field set to “Yes” in TIDE to be included in these calculations.
- Paper by Request Administration
District testing personnel must set the Paper by Request indicator code to “Yes” in TIDE for any student whose parent, guardian, or teacher in the applicable subject area requested a paper version by December 1. The deadline for district testing personnel to register students for a paper by request administration of STAAR is December 13. Refer to the Paper by Request Administration page of the Coordinator Resources for more information.

Submission Reminder
The Audit application in TEA Login (TEAL) is open to accept the fiscal year 2024 Annual Financial Report (AFR) submissions for Charter Schools, Independent School Districts, and Regional Education Service Centers.
- June 30 fiscal year-end schools are due to TEA on November 27, 2024, the day before Thanksgiving.
- August 31 fiscal year-end schools are due to TEA on January 28, 2025
The Texas Education Code §44.008 does not provide for any extensions to the due date. Please plan accordingly.
An incomplete AFR submission could cause a district or charter school to fail School FIRST.
Use the VIEW District Status menu option, in the Audit application to verify the data feed has been finalized and to check for completeness of the annual financial report PDF file.

Audit Application: Updates on J1, J4, L1, and RQ1
J1 Schedule
School districts are entitled to additional state aid for taxes refunded under the Tax Code, Section 26.1115(c). If your district issued tax refunds for immediate homestead exemptions pursuant to Senate Bill 8, 87th Legislature, Second Called Session, the refund amount should be entered in the new field on row 8000, column 99; and should be based on fiscal year and align with the tax information reported in the J-1. Enter only the total amount of taxes refunded (both M&O and I&S tax refunds) under Section 26.1115(c), Tax Code. The amount must be a positive number with no decimals. The new column 99 is titled, Total taxes refunded under Section 26.1115(c) with one field on row 8000.
J4 Schedule: Use of Funds Report for Select State Allotment Programs
All fields must be populated on the schedule J4. If the data feed file has zeros for questions ap3, ap4, ap7, or ap8, the zeros may not populate the field during the upload process. This is a fault in the Audit application. Before the school is able to finalize the data feed file, an amount or zero would need to be entered for these fields, then it would need to be saved by clicking on the Save button.

L1 and RQ1 Schedules
The Audit application has been updated to require Charter Schools and Governmental Charter Schools data feed schedule RQ1 that all fields be populated with a response of “Yes” or “No” before the school is allowed to finalize their data feed.
The ISD data feed schedule was updated to require all fields be populated in schedule L1 with a response of “Yes” or “No” for questions sf1 through sf8, and a zero, "0" or positive number be entered for sf9 before the school is allowed to finalize their data feed. If the data feed file has a zero for question sf9, the zero may not populate the field during the upload process. This is a fault in the Audit application. Before the school is able to finalize the data feed file, an amount or zero would need to be entered for this field, then it would need to be saved by clicking on the Save button.
FY2025 Annual Financial Report Submissions
The Audit application is being rewritten for the FY2025 AFR submission. Be on the lookout for more information on the changes and upcoming training webinars next summer and fall in 2025.
