Special Education Specialist EC-12 (186) Framework Overview and Application Process Webinars  

The 186 Special Education Specialist EC-12 Framework Overview and Application Process Webinar will guide programs through an overview of the updated Special Education Specialist EC-12 exam framework, closely examine program application requirements and timeline, and provide programs an opportunity to exchange resources and discuss course/curriculum problems of practiceTEA staff will facilitate this webinar several times throughout the Fall semester. Programs are encouraged to attend the webinar that best suits their availability.  We strongly encourage those faculty or staff who will be responsible for completing the program’s application to attend.

Updates related to Educator Preparation Program Management  

New: Insight to Impact Professional Roles Protocols Now Available!
The Professional Roles Protocols that support describing, framing, and taking action in response to I2I data are now available. The protocols can be found in the Professional Roles Resources underneath the navigation instructions for each dashboard: Initial Employment, Employment and Retention, Candidate Characteristics, Exam Pass Rates, and Clinical Experience. 

Note: The Insight to Impact Professional Roles Dashboards include data about principals, counselors, librarians, reading specialists, and educational diagnosticians. These dashboards require a separate role in TEAL to access. You can view a video or review the instructions for more details. 

Reminder: Principal Survey and Evaluation of Educator Preparation Programs (EPPs) by Teachers Scored Rosters  
The Principal Survey and Evaluation of Educator Preparation Programs (EPPs) by Teachers scored rosters were distributed via ShareFile to each EPP Legal Authority or Point of Contact on October 31, 2024. These rosters, distributed annually, include scored data gathered from the Principal Survey and Evaluation of EPPs by Teachers, administered during the academic year 2023-2024, as part of the Accountability System for Educator Preparation (ASEP). We provide this data to EPPs for informational purposes only. 

We also sent a notification to Backup Legal Authorities and Certification Officers to the extent that they are listed in our Contact List. If your EPP has a staff member who needs to review the data, they will need to reach out to the EPP Legal Authority or Point of Contact who has access to ShareFile. 

Reminder: Residency Fields for EPPs in ECOS for Entities
As a reminder, when creating a Clinical Experience Record (CER) for candidates completing clinical teaching, please do not use the Clinical Experience Model option “750 hours (SBEC Approved Residency)”. This model is for use only by EPPs that are approved for a Residency by the State Board for Educator Certification (SBEC). At this time, no EPPs have been approved by the SBEC for a residency model. EPPs will be notified if they are approved by the SBEC, and only following that approval will they use the clinical experience model option. The first time the SBEC will consider Residency programs for approval is at the December 2024 meeting.  

The Residency route is being introduced into the ECOS Entities screens in several IT releases.  In the coming months, you will begin to see options such as “Upload Performance Gates” and “Performance Gates Records”, under the ASEP tab. EPPs should only use the Residency options if they have an SBEC-approved Residency program. You will find more information about offering an SBEC-approved Residency on the Program Provider Resources page on the TEA website. 


TEA Updates

Updates related to agency initiatives and opportunities 

New: Anticipated Posting of 25-27 Texas Strategic Staffing Grant and Webinar
TEA anticipates announcing a new grant opportunity for LEAs, the 25-27 Texas Strategic Staffing Grant for Paid, Sustainable Teacher Residency Program, on November 18th. Since 2022, the Texas Strategic Staffing technical assistance program has supported LEAs to partner with EPPs to develop paid residencies where residents fulfill additional responsibilities at the district while learning under a qualified host teacher. Although this will be a grant to LEAs, we want to ensure EPPs are up to date on the grant guidelines, eligibility to partner with LEAs for the grant, and potential mutual benefits to the partnership that will come from the grant. We will hold two webinars for this grant, with the first occurring soon after the grant announcement on Friday, November 22nd at 9am CST. This webinar will provide an overview of grant funding and guidelines and give LEAs, EPPs and ESCs the opportunity to ask questions.

If you are unable to attend, the webinar will be recorded and posted on the TEA grant opportunities page the week of November 28th.Please note that due to grant guidelines, TEA cannot answer questions regarding the grant individually and cannot add questions to the FAQ document if they are sent before the grant is announced. Q: Our EPP’s Legal Authority has received the Principal & Teacher Survey datasets in our ShareFile. Where can we locate the questions and information about what the data means?  

A: The Principal Survey and the Evaluation of EPPs by Teachers questions are available on the Program Provider Resources webpage under Accountability System Data. The Accountability System for Educator Preparation (ASEP) manual, which includes the scoring procedure, is available on the Consumer Information webpage.  

Q: If I have reviewed the datasets and now have specific questions about the Principal and Teacher Survey datasets, who should I contact and how?  

A: You can contact your assigned Education Specialist via the Preparation Program Help Desk if you require additional assistance with your Principal and Teacher Survey datasets. We are happy to assist you. Please provide your Education Specialist with your specific questions in your Help Desk ticket so that we offer the best assistance.

As an Educator Preparation Program, your main point of contact is your Education Specialist.   

  • View a list of EPPs and their assigned Education Specialist. 
  • For most efficient assistance, please submit a Help Desk ticket to Preparation Programs.   
  • EPPs may contact their assigned Education Specialist directly via phone or email. 
  • Candidates may call (512) 936-8400 and select Option #2: Educator Preparation and Certification for assistance.  
  • Updated: If EPPs (and candidates) would like to speak to a representative from another area(s), they may call (512) 936-8400 and select one of the options listed below.
