The 186 Special Education Specialist EC-12 Framework Overview and Application Process Webinar will guide programs through an overview of the updated Special Education Specialist EC-12 exam framework, closely examine program application requirements and timeline, and provide programs an opportunity to exchange resources and discuss course/curriculum problems of practice. TEA staff will facilitate this webinar several times throughout the Fall semester. Programs are encouraged to attend the webinar that best suits their availability.

Updates related to Educator Preparation Program Management
New: Insight to Impact Account Deactivation Recently, several users received an automated email about their Insight to Impact Dashboards account being deactivated. This email is automatically generated when users have not logged in within the last 18 months. If you received this email and would like to retain access to the Insight to Impact application within TEAL, simply log in to TEAL and access the Insight to Impact Dashboards.
Reminder: The 2024-2025 Technical Manual is Now Posted TEA has posted the 2024-2025 Technical Manual to the Program Provider Resources page of the TEA website. It is located under Forms and Documents.
Updates related to Educator Standards and Certification Testing
New: TX185 Deafblind EC-12 Framework Overview and Application Process Webinar As we approach the September 2025 launch of the updated 185 Deafblind EC-12 certificate and aligned certification exam, we are excited to announce an upcoming webinar to guide programs through an overview of the exam framework as well as review application requirements to offer this new certification. All programs planning to offer the new 185 Deafblind EC-12 certificate beginning 9/1/2025 are highly encouraged to attend the upcoming TX185 Deafblind EC-12 Framework Overview and Application Process Webinar.

Updates related to Education Preparation and Certification
Reminder: LBB Reporting Educator preparation programs at public colleges and universities are required to report certification rates of teacher education graduates to the LBB. Information about LBB reporting was sent out to public colleges and universities who had not yet completed this reporting on Monday, 9/23. Please review that email for steps, supports, and deadlines.
Remember, this reporting is only for public colleges and universities – if your EPP is not at a public college or university, your EPP does not complete the LBB reporting process.

Q: A standard certified educator returned to our EPP and requested that we add test approval as Certification by Exam for Marketing 6-12. How do we do that?
A: Certified educators seeking a Career and Technical Education (CTE) certificate in Marketing 6-12 (associated Test Code 275), Health Science 6-12 (associated Test Code 273), or Trade and Industrial Education 6-12 (associated Test Code 370) must have the required licensure and work experience. Your EPP can review and verify the Statement of Qualifications (SOQ). If your EPP offers the certificate and if the educator has the required work experience and qualifications, you can add the test approval without admitting the educator using Route 44 SOQ Verified Certification by Exam. The educator must meet the requirements of 19 TAC §233.14 for the certificate s/he is seeking as an Additional Certification by Examination. Retain the verified SOQ documentation at the EPP per the records retention requirements in 19 TAC §228.31(i). The EPP is not accountable for testing if the educator is seeking certification by examination from an EPP-verified SOQ. The educator also has the option of contacting the district, who can also verify qualifications. Reference the 2024-2025 Technical Manual page 29 posted on the Program Provider Resources page of the TEA website for more information about to add the test approval for route 44 eligible educators.
Q: A candidate currently enrolled in our EPP wants us to grant test approval. Do we have to grant approval just because the candidate requests it?
A: An EPP does not have to grant test approval just because a candidate asks for it. Your EPP is responsible for ensuring that each candidate is adequately prepared to pass the appropriate examination(s) required for certification. An EPP shall determine the readiness of each candidate to take their exams. Only grant test approval once you have determined that the candidate is ready to test. Reference 19 TAC §228.31(d). Because the EPP is accountable for candidate testing within the first two attempts, it is important that you determine that they are ready to test before granting test approval. Reference 19 TAC §229.4(a)(1)(A).
