Requisitions Update
An exciting update has been made in EMATal agencies (LEAs) can now submit multiple requisitions at one ! 4, there are restrictions on the number of requisitions that can be submitted at one time. The purpose of this change is to support LEA needs and allow more flexibility in purchasing instructional materials in a timely manner.
Disbursements Update
The name of the Description field on Instructional Materials disbursements has been changed to Additional Info (Optional). This field on disbursement requests should only contain supplemental information about the product(s) being purchased, and the new field name is intended to reinforce that. Examples of information that could be included in the Additional Info (Optional) field include:

Package information (e.g., 8-year print + 8-year digital)

Overage information (e.g., Overage, D0000XXXXX, $490)
Expediate Disbursement Approval by Avoiding these Common Errors
Common errors on disbursement requests have resulted in reopened requests and delayed approvals. To help expediate the approval of disbursement requests, please review the following information:
Instructional Materials Disbursements

Title Field

When filling out the Title field of a disbursement request, include the full name of the specific product that is being purchased. Abbreviations or acronyms should not be used in the Title field. The Title field should mirror the name that is connected to the product ISBN.

If multiple grade-level licenses are being purchased, each grade should be split into separate line items and identified in the Title field.

Please also note that all individual components/licenses purchased must be separated out into individual line items. Do not combine multiple products into one line.

Freight/Shipping

When completing a separate disbursement request for shipping costs, include the publisher's name AND Transaction ID of the other disbursement containing the purchased materials in the Long Description field.

Use this template on freight disbursement requests: “Publisher: ________, Transaction ID: D000XXXXX.”

# of Students Served Field

The # of Students Served field should never have a zero in it. All lines of a disbursement request should have the number of students that will be served by the material being purchased. For teacher materials, enter the number of students that the teacher(s) instruct.
Technology Services Disbursements

Professional Development (PD)
- PD should not be included in an Instructional Materials disbursement request. PD should be submitted as a Technology Services disbursement request under the Professional Development category. In the Service Description field of the Technology Services request, include:
- the name of the specific product related to the PD;
- the type of PD (in-person, webinar, etc.); and
-
the Transaction ID (the disbursement number) of the other disbursement that lists the associated product.

An example would be, “ABC Materials, one day in-person training, D000XXXXX.”

Salaries

Preapproval is required for new salary requests. Before submitting an allotment disbursement request for a new salary, please submit an Allotment Disbursement Request form for each staff member for whom salary is requested.

Public Comment Period for IMRA 24 Instructional Materials is Open
The State Board of Education (SBOE) posted 142 instructional materials for public feedback as part of the new Instructional Materials Review and Approval (IMRA) process. The public comment period is from May 29, 2024, to August 16, 2024, and members of the public are encouraged to review instructional materials and submit written comments, report suspected factual errors, or share any suitability concerns. To see the list of materials submitted for review, access copies of the instructional materials themselves, SBOE feedback forms, and SBOE-approved IMRA rubrics, please visit the SBOE IMRA webpage.
This IMRA cycle includes full-subject, tier-one instructional materials intended for classroom-wide instruction to support all students in K–5 English Language Arts and Reading (ELAR), Spanish Language Arts and Reading (SLAR), and K–12 mathematics. Additionally, partial-subject, tier-one instructional materials for K–3 English and Spanish phonics are also up for the public to review.
All materials are being reviewed by independent teams of professional reviewers—teachers, parents and other curriculum experts—based on how well they support on-grade-level instruction of the SBOE’s curriculum standards, and they are also being evaluated based on rubrics the SBOE has developed to analyze instructional material quality and suitability. In addition to these professional reviews, the SBOE welcomes review and feedback from all members of the public. All feedback and recommendations collected from the public will be considered alongside findings from the professional review teams at forthcoming SBOE meetings as part of the approval process.
