2024-2025 Statewide LEA Private Nonprofit (PNP) Affirmation of Consultation Smartsheet WorkApp Data Submission Virtual Training
As per the Elementary and Secondary Education Act (ESEA), as amended by the Every Student Succeeds Act (ESSA) Title I, Part A, Section 1117(b)(5) and Title VIII, Part F, Section 8501(c)(5), an LEA shall provide the TEA (State Ombudsman) a written Affirmation of Consultation form signed by officials of each participating private school that documents meaningful consultation has occurred. TEA will provide a training session on how to submit PNP Affirmations for 2024-2025 and beyond through the new Federal Program Compliance (FPC) PNP Affirmation Smartsheet WorkApp. Affirmations are due via the PNP Affirmation Smartsheet WorkApp no later than September 30, 2024.
For an optimal learning experience, attendees should review the 2024-2025 Smartsheet WorkApp - LEA PNP Affirmation of Consultation Submission Instructions on the TEA ESSA Private School Equitable Services prior to attending training session. The Instructional Handbook is expected to be available August 7, 2024.
The 2024-2025 Private Nonprofit (PNP) Affirmation of Consultation forms are available on TEA’s ESSA Private School Equitable Services webpage. LEAs may download 2024-2025 PNP Affirmation forms for both formula grants and the Title IV, Part B, 21st Century Community Learning Centers (CCLC) discretionary grant from the TEA’s ESSA Private School Equitable Services webpage. The system is expected to become available for submissions on August 7, 2024. The deadline for PNP Affirmation data and submissions is September 30, 2024.
As a reminder, all PNP Affirmation revisions, due to school closure(s) or PNP declining equitable services in 2024-2025, must be documented in the LEA PNP Affirmation Smartsheet WorkApp by June 3, 2025.
TEA PNP Ombudsman Office Hours – Question and Answer (Q&A) Sessions
Two Office Hour opportunities will be held, on August 28, 2024, and September 24, 2024, to address LEA questions regarding submission of the 2024-2025 PNP Affirmation of Consultation forms through the Smartsheet WorkApp. The Office Hour sessions will not be recorded. However, LEA questions and Ombudsman responses will be posted on TEA’s ESSA Private School Equitable Services webpage within two weeks following the final Ombudsman’s Office Hour session.
Statewide Training Sessions
The Federal Program Compliance Division will offer one virtual statewide training session and two virtual question and answer (Q&A) sessions for the new 2024-2025 PNP Affirmation Smartsheet WorkApp process. There is no cost to attend the events. Participants must register in advance to receive the Zoom webinar links to join the events. A voiced-over presentation video of the LEA PNP Affirmation of Consultation Smartsheet Submission Instructions process will be published on the Statewide Training Series webpage following the training session.

TEA PNP Ombudsman Office Hours - Q&A Sessions
The Q&A sessions will be an open forum for participants to submit questions, limited to the LEA PNP Affirmation of Consultation Smartsheet submission requirements and applicable resources to receive PNP Ombudsman guidance. The Q&A sessions will not be recorded, but the resulting Q&A document will be posted on the TEA ESSA Private School Equitable Services webpage.
