This document provides the STAAR raw scores and scale scores associated with the calculation of School Progress, Part A: Academic Growth.

    • Annual Growth indicates the amount of improvement or growth a student has made from year to year. For STAAR assessments (with or without accommodations), annual growth is measured by a transition table.
    • Accelerated Learning is measured for students who earned Did Not Meet Grade Level in the prior year and were accelerated to Approaches Grade Level or above in the current year.

For more information see Chapter 3 of the 2024 Accountability Manual.

This information also assists districts with decisions for accelerated instruction in alignment with HB1416.

FAQ

Based on HB 1416, how are the 2024 STAAR Raw Scores and Scale Scores Associated with the Calculation of Academic Growth used to identify students needing 30 and 15 hours of supplemental instruction, and how is this determination made?

Students who fall into the “Low Does Not Meet” category of STAAR performance are required to receive no less than 30 hours of supplemental instruction. Incoming fourth-grade students who do not approach grade level or higher on a grade 3 STAAR are required to receive 30 hours of supplemental instruction.

Districts may also use the district student-level assessment data files to make intervention determinations. Districts can view the STAAR Low Dot Not Meet/High Does Not Meet tables on the 2024 Accountability Rating Systems webpage.

Please reference the Frequently Asked Questions HB 1416 (88R) document for more HB 1416 clarifying information.

2023 and 2024 Campus Comparison Groups are Now Available

2024 Campus Comparison Groups are now available, in the TEA Login (TEAL), and publicly on the 2024 Accountability Ratings System webpage under ‘Accountability Lists & Summary Reports’. Please note the public-facing 2023 Campus Comparison Group reports are now available on the 2023 Accountability System webpage.

FAQ

What are Campus Comparison Groups?

Each campus is assigned to a unique comparison group comprised of Texas schools that are most similar to it. To determine the campus comparison group, each campus is identified by school type and then grouped with 40 campuses that are most similar in grade levels served, size, percentage of students who are economically disadvantaged, mobility rate, percentage of emergent bilingual students/English learners, percentage of students receiving special education services, and percentage of students enrolled in an Early College High School program.  Campuses in a comparison group come from anywhere across Texas.

Final 2023 Graduation and Dropout Information (TEAL) Release

On June 6th in the TEA Login (TEAL), Final Graduation and Dropout Information was reported within the Research & Analysis application. This includes the 2022-23 Annual Dropout Summary Report, the Class of 2023 Four-Year Longitudinal Summary Report, the Class of 2022 Five-Year Longitudinal Summary Report, and 2021 Six-Year Longitudinal Summary Report. Two sets of rates are provided: rates calculated for federal accountability purposes and rates calculated with statutory exclusions applied for state accountability. Both sets of rates are based on the student listings, which have also been posted to TEAL.

Refer to the Explanation of the Longitudinal Summary Reports and Student Listings and the Explanation of 2022-23 Annual Dropout Summary Report and Student Listing for more information.

The 2022-23 Underreported Student Listing is also available for Grades 7-12. Please direct questions to research@tea.texas.gov.

2024 Administrator's Guide is Now Available

The 2024 Accountability Administrator’s Guide is now available on the 2024 Accountability Development Materials webpage. The guide is a comprehensive document based on the final adopted 2024 Accountability Manual, and is designed to help administrators understand and navigate the accountability system. The guide serves as an essential resource for administrators to ensure they are meeting state and federal accountability requirements and effectively utilizing data to drive school improvement efforts. As a reminder, to honor the A-F commitment to maintain the refreshed system without annual changes for up to five consecutive years, 2024 cut points, domain and indicator methodology, and the overall system remain the same as those communicated and established in rules adopted for 2023.

2024 College Career and Military Readiness (CCMR) Verifier Deadline - June 21, 2024

The CCMR Verifier is now available in the TEA Login (TEAL) Accountability application from May 31–June 21. The CCMR Verifier provides districts an opportunity to verify the accuracy of their CCMR data and, if needed, submit official documentation to correct data. CCMR indicators determined by TSDS PEIMS submissions are not eligible for corrections, and therefore, will not be shown. The CCMR Verifier contains data for 2022-23 annual graduates and non-graduating 12th graders. The 2024 CCMR Verifier Data Requirements (texas.gov) provides users with a comprehensible list of supporting documentation that can be used for the verification of data.

A new 2024 CCMR Verifier Video is now available on the Performance Reporting Resources page. This video reviews how to use and navigate the verifier application.

2024 Scaled Score Conversion Tool Now Available

To align letter grades and scores used in the A–F academic accountability system to the common conception of letter grades, raw domain and component scores are adjusted or “scaled.” Scaling processes are used by campus type. The 2024 Scaled Score Conversion Tool will is available in the Related Content section of the 2024 Accountability Rating System webpage. The scaling tool reflects the methodology used in the 2024 Accountability Manual. As a reminder, scaling resources do not contain district scaling tables as district ratings will be determined proportionally based on the scaled domain outcomes of their campuses.

Important TSDS PEIMS Submission Deadline – June 20, 2024

The PEIMS Summer Submission (first submission) is due on June 20, 2024. As a reminder, the Summer Submission includes data that are used for several of the CCMR indicators, such as Dual Credit, IBCs, and College Prep Courses. Because CCMR uses lagging data, the data submitted this summer (2024) will impact the calculations for the 2025 accountability reports. The Academic Accountability Data Sources (texas.gov) provides a list of the PEIMS elements and values for each indicator along with the PEIMS reports districts can use to verify the information prior to submission and during the correction window.

For example, the TSDS PEIMS PDM report “Student: Student Advanced Academic Roster by Grade” (PDM3-120-010) provides information about student IBC status. It is extremely important that all districts verify their data directly in TSDS PEIMS even if the data appears to be accurate in their SIS. If errors are found after June 20, 2024, districts have until July 18, 2024, to submit corrected data through the PEIMS Summer Resubmission process.

Please note: After the correction window closes, the accepted PEIMS submission are the data used for the CCMR indicators for 2025 accountability. The CCMR data collected during the PEIMS Summer Submission cannot be corrected through the CCMR Tracker / Verifier process in the following spring or summer. For more information, please contact a PEIMS specialist at your ESC or the TEA Performance Reporting Division at performance.reporting@tea.texas.gov or 512-463-9704.
