Updates related to Educator Preparation Program Management
New: Insight to Impact Dashboards Updates on Outages
Last week, there was an unexpected outage of all of the Insight to Impact Dashboards. This has been resolved and the dashboards are accessible to all users again.
An additional issue has surfaced related only to the New Teacher and Principal Survey dashboards. We are currently working with our team to resolve this issue.
New: ECOS Pass Rates
This week, it was determined that the program that produces the data for the View Pass Rates screen in ECOS was improperly including PACT exams in the overall content pedagogy counts. This issue impacted the values on the screen for a limited number of EPPs. This issue has now been fixed. The data has been updated to reflect only content pedagogy exams as of June 11, 2024.
Please Note: this programming issue was pertinent only to the data located in ECOS pass rates screens. All data used in the ASEP accreditation letters is produced in separate programming and this issue did not impact ASEP calculations.

Reminder: Chapter 228 Adoption Frequently Asked Questions (FAQ) Document is Now Available
The Chapter 228 Adoption FAQ Document has been added to the Program Provider Resources page under EPP Training Events and Materials. This resource is intended to support EPPs as they begin to implement the SBEC’s newly adopted 19 TAC Chapter 228: Requirements for Educator Preparation Programs and was informed by questions provided by stakeholders. This information will be updated periodically and redistributed in this newsletter.
Updates related to Education Preparation and Certification
Reminder: Superintendent Certification Applications to Substitute Managerial Experience EPP Advisors, as you recommend individuals to complete the application to substitute managerial experience in lieu of the principal certification requirement to be enrolled in the superintendent certification program, please be certain to confirm that the individual has three years of experience as a district employee in the following areas:

Supervising and/or appraising personnel (direct supervision or appraisal, not simply taking part in the appraisal process)

Leading district-wide (not campus-wide) projects or initiatives

Managing and/or creating a budget

Q: Can an intern certificate be extended for any reason?
A: A candidate in an ACP or PB program is eligible for one intern and two probationary certificates. The intern and probationary certificates are valid for one 12-month period from the date of issuance, and each certificate cannot be extended beyond the 12-month period. Reference 19 TAC §230.36(c)(3) and 19 TAC §230.37(c)(3), respectively.
Q: Is a candidate in a certification class other than classroom teacher eligible for intern and probationary certificates?
A: Yes, a candidate seeking certification in a certification class other than classroom teacher is eligible for intern and probationary certificates. They must meet the requirements for intern or probationary certificates in 19 TAC §230.36 and 19 TAC §230.37 and must meet all requirements established by the recommending EPP, which are based on the qualifications and requirements for the class of certification sought and the duties to be performed by the holder of a probationary certificate in that class. Reference 19 TAC §228.35(e)(8)(D)(i). Effective September 1, 2024, the requirement will be found in 19 TAC §228.81(c-d) and there are changes to the requirement.
