You can reach Natalie at 512-463-9808 and natalie.elliott@tea.texas.gov
AskTED Updates
Remember that the All-In-One form can also be used to do the following:
Request a campus number for a new campus
Verify information about a new campus or site
Update governance information, including superintendent and governance board member changes
Update other charter information that does not require an amendment
Because the information in AskTED is used by the agency as the source of contact information for staff that are in various roles, it’s vital that this information is up to date. In addition, it’s important for you to check to see that the information is correct (name spelled correctly, correct email address) so staff contacts don’t miss important communications from the agency.
When you send an AskTED update using the All-In-One form, you should expect that the information will be updated in AskTED by the end of the next business day. After that time, please check to verify that the information is updated correctly. If you notice that the information is not correct, please reach out directly to your school’s portfolio coordinator.
Please note that some AskTED roles are required by statute for every Texas LEA, including:
Cybersecurity Coordinator
Foster Care Liaison
Homeless Liaison
Transition & Employment Designee
In addition, there can only be one individual assigned to each campus principal role (assistant principals are not captured in AskTED), and there can only be one individual assigned to the superintendent role as well as the testing coordinator role at the LEA level. Most other roles, including PEIMS coordinator, may have more than one individual assigned.
Superintendent Changes
Please use the All-In-One Form to submit Superintendent changes. To process the change, we must have a board resolution, agenda, or meeting minutes that approve the change.
Amendment and Renewal Update
In order to continue to make thoughtful amendment and renewal decisions, TEA has filed an emergency rule to allow the agency to consider scale scores for determining academically acceptable performance when ratings are not available.
Texas Education Agency filed 19 TAC 100.1020 on an emergency basis on Monday, February 5th. The rule goes into effect immediately and remains in effect for 120 days. The details of the rule are included below.
The purpose of this rule is to allow TEA to review and verify 2023 scale scores internally before granting or denying 2024 amendments or making 2024 renewal determinations.
If a school has questions regarding expedited expansion or high-quality designation amendments, please reach out to your portfolio coordinator in the Division of Authorizing.
Sp-Z schools; Great Hearts Texas, International Leadership of Texas, Uplift Education
The Texas Education Agency (TEA) adopts on an emergency basis new §100.1020, concerning determination of academic accountability. The new section implements the requirements of Texas Education Code (TEC), §12.1141, Renewal of Charter; Denial of Renewal; Expiration, which requires the commissioner to adopt a procedure for renewal, denial of renewal, or expiration of a charter for an open-enrollment charter school at the end of the term of the charter; and TEC, §12.114, Revision, which requires the commissioner to provide to the charter holder written notice of approval or disapproval of an expansion amendment not later than the 60th day after the date that a charter holder submits a completed request for approval for an expansion amendment.
The new section is adopted on an emergency basis to take effect immediately. As a result of a court order enjoining the commissioner of education from issuing A-F academic accountability ratings for the 2022-2023 school year, TEA, pursuant to Texas Government Code, §2001.034, is adopting this emergency rule on fewer than 30 days' notice in order to comply with requirements of state law found in TEC, Chapter 12, and its associated rules.
STATUTORY AUTHORITY. The new section is adopted under Texas Education Code (TEC), §12.114, which requires the commissioner to provide to the charter holder written notice of approval or disapproval of an expansion amendment not later than the 60th day after the date that a charter holder submits a completed request for approval for an expansion amendment; and §12.1141, which requires the commissioner to adopt a procedure for renewal, denial of renewal, or expiration of a charter for an open-enrollment charter school at the end of the term of the charter.
CROSS REFERENCE TO STATUTE. The new section implements Texas Education Code, §12.114 and 12.1141.
§100.1020. Determination of Academic Accountability.
If academic ratings are not issued for any reason, scaled scores may be used to determine "academically acceptable" and "academically unacceptable" performance.
New Schools Team Update
All proposed charter school applicants will appear before the State Board of Education (SBOE) in June 2024. The exact date and time will be announced soon. You can access the SBOE calendar and video streams here: Live and Archived Broadcasts | State Board of Education (texas.gov)

2024 Campus 3-12 Enrollment List Now Available
District domain and overall ratings are based on a proportionality method to ensure the alignment of district overall ratings with campus overall ratings. This is based on the number of students in membership in grades 3-12 at each campus receiving domain grades. District memberships were set in October 2023 based on Texas Student Data System (TSDS) Public Education Information Management System (PEIMS) October snapshot data. This list is posted on the 2024 Accountability Rating System page.
FAQ
What is the difference between membership and enrollment?
Membership is slightly different from enrollment. Membership does not include those students who are served in the district for fewer than two hours per day. A student is in membership in the district if: the student is enrolled in the district, and is either scheduled to attend at least two hours of instruction each school day or participates in an alternative attendance accounting program. Enrollment includes students reported as enrolled as of the TSDS PEIMS October snapshot date.
For the purpose of determining district ratings using campus proportionality, only campus membership counts for grades 3-12, excluding membership counts from Not Rated and paired campuses, are applied to each domain. Campuses evaluated under alternative education accountability (AEA) are included in the grades 3-12 campus membership counts used to determine campus proportionality.
Beginning May 28, testing personnel may create test sessions for the June 2024 administration in the Test Administrator Interface of the Test Delivery System (TDS). For instructions on how to create a test session, refer to the TDS User Guide or the How to Create Test Sessions training video in the Coordinator Resources.
Setting Eligibility Fields
District testing personnel must set first-time testers’ June End of Course Eligibility fields to “Yes” in the Test Information Distribution Engine (TIDE). For retesters who are registered in TIDE, Cambium Assessment, Inc. (CAI) will mark the retester flag and set the June end-of-course eligibility value by May 30. District personnel may use the Additional Student Fields template to update students’ June End of Course Eligibility fields in TIDE.
District personnel must indicate student eligibility for a special paper administration of STAAR and ensure students are appropriately registered in TIDE by May 30 to receive sufficient paper materials in the initial order shipment. Initial order shipments will arrive in districts by June 17. District personnel may place additional orders June 13–24 for students whose eligibility for paper testing is updated after May 30.
State Assessment Educator Item Review Committees Each year the TEA invites groups of Texas educators to provide feedback on the development of state assessments (STAAR, STAAR Alternate 2, and TELPAS) through educator committees across all assessed grades and content areas. Developing high-quality, aligned questions relies on the expertise and experience of Texas educators. Participants collaborate with other educators from across the state to review and approve each potential question for state assessments. TEA is currently accepting applications from all districts to participate in item review committees in all subjects and grade levels.
If you know of any educators (including yourself!) who might be interested in participating in these review meetings, please encourage them to apply using the following link - Texas Educator CommitteeApplication. Meetings are typically held during the spring and summer. If selected, an invite will be sent with all the logistical information.
The commitment is generally two to three days in Austin with all travel, accommodations, and substitute coverage paid for by TEA. All participants will earn Continuing Professional Education (CPE) credits. Applications are accepted on a rolling basis.

2024–2025 Planning Amounts for ESSA Consolidated, and Special Education Consolidated (Federal) Available
Planning amounts for local educational agencies (LEAs) for grant programs included in the 2024–2025 ESSA Consolidated Federal Grant Application, and the 2024–2025 Special Education Consolidated (Federal) eGrants applications are now available and can be viewed on the TEA entitlements webpage.
Please note that these amounts are estimates based on the latest available information, including funding from US Department of Education (USDE) budget tables.
Grant Calculation Methodologies and Fluctuations in Entitlements
TEA is required to calculate federal grant entitlements (allocations) in accordance with federal statutes, regulations, and/or approved State plans. Each year, TEA uses updated data to calculate allocations which can result in increases and decreases for LEAs. Fluctuations in allocations are more likely to occur for grant programs where statute requires the use of US Census Bureau poverty and population data as the primary data source, which is the case for grants awarded under Title I, Part A, Title II, Part A, and Perkins V.
Please review the ESSA Funding Reference Manual and the IDEA-B Funding Reference Manual, for an overview of the process for calculating grant programs included in the 2024–2025 ESSA Consolidated Federal Grant Application, and the 2024–2025 Special Education Consolidated (Federal) eGrants applications.
For questions related to planning amounts, please email the Federal Fiscal Compliance and Reporting (FFCR) Division at entitlements@tea.texas.gov.

2024–2025 Special Education Consolidated Grant Application (Federal)
2024–2025 Special Education Consolidated Grant Application (State)
The SC5003 must be submitted to access these grant applications once they are available. Only one SC5003 per LEA is available to submit. LEAs must collaborate with appropriate LEA staff to coordinate their responses on the SC5003.
To access the SC5003, log into TEAL and select eGrants as the application. Once in eGrants, click on Special Collections on the menu bar.

FAQs
We take this space to highlight questions that we have heard from EPPs.
Q: If our EPP exits a candidate from the EPP, are they still able to earn the degree with the university
A: Yes, if the EPP exits a candidate, the individual may still pursue the degree without certification. The EPP would need to also remove the candidate’s enrollment status and testing status. In case the candidate wishes to pursue certification in the future, the EPP should provide the candidate with a transfer form. Reference the current exit policy requirements in 19 TAC §228.20(h) and the new exit policy requirements effective 9/1/2024 in 19 TAC §228.31(b).
Q: Can our Principal program admit a candidate who does not have a Standard teaching certificate?
A: Yes, but the program must provide a written deficiency letter to the candidate identifying the missing certification requirement. A candidate may be admitted into a Principal program without a teacher certification but may not be certified as a principal without the teacher certification. Reference 19 TAC §227.10(a)(5).
Q: When should an EPP make recommendations for standard certification?
A: An EPP may recommend the Standard certificate on or after the date the last requirement has been met. The date the last requirement was met is entered into the recommendation screen and becomes the effective date on the Standard certificate. "Requirements met" include:
EPP coursework and training are complete, including the recommendation of a successful clinical experience provided by both the field supervisor and applicable campus personnel, and the candidate is identified as a "finisher". Please note that the internship is not complete until the candidate has completed the full school year.
All required certification exams are passed.
The degree required for the certificate is conferred.
For a non teacher candidate, the candidate has met the certification and accredited years of service requirements, where applicable.
If all requirements are met, the EPP may recommend the certificate, even if the candidate has not completed fingerprinting or paid for the application. ECOS will not allow the certificate to be issued until the application is complete
EPP Points of Contact
Your best source for information and support at the TEA.
As an Educator Preparation Program, your main point of contact is your Education Specialist.
For most efficient assistance, please submit a HelpDesk ticket to Preparation Programs.
EPPs may contact their assigned Education Specialist directly via phone or email.
Candidates may call (512) 936-8400 and select Option #2: Educator Preparation and Certification for assistance.
Updated: If EPPs (and candidates) would like to speak to a representative from another area(s), they may call (512) 936-8400 and select one of the options listed below.

TRI Grant Continuation Award FAQ
Are current grantees eligible for continuation for the 24-25 school year? Cohort 1 6-12 Coaches and Conferences and Cohort 2 K-5, 6-12 and Conferences, grantees are eligible to apply for continuation funding for the 24-25 school year. Will all grantees receive the continuation award? Generally speaking, continuation applications will be funded unless the applicant withdraws from the program. What would be grounds for an application to not receive continuation? A literacy coach is not hired for the literacy coaching awards or no/low drawdowns of funds in the 21-22, 22-23, and 23-24 school years. For literacy conferences happening in the summer, I am not concerned about drawdowns as I know those will be happening after conclusion of the conference. When will this application open? The application opens on June 1st and is due on July 31st. When will awards be announced? An email notification will be sent to the applicant confirming receipt of the application documents. Grant applications are assigned for review and negotiation as they are received. I cannot guarantee when NOGAs will be issued as much depends on the workload in our negotiation unit and the responsiveness of applicants if asked to make corrections or revisions. The sooner the applications are received the sooner for a NOGA. Who should I contact for application status? After submission of the application and receipt of the confirmation email, if an applicant has any questions or concerns about the status of their application, they can contact their regional negotiator for assistance. When will the SY24-25 Award start? The award for the 23-24 school year ends September 30th, 2024. The 24-25 school year award goes from 1, 2024 to September 30, 2025. Leftover funds from the 23-24 year will carry over into the 24-25 school year.
Make sure to check out the TRI Grant Hub via TEALearn that will allow you to access grantee information, budget details, community of practice support, resources, and navigation information!

Timely Topic: English I, II, III and IV Course Sequencing
To support Texas reading language arts educators and stakeholders, the reading language arts newsletter occasionally highlights a commonly asked question and response focused on a timely reading language arts topic. This edition’s timely topic question is below.
Question: Do high school English I-IV courses have to be taken in sequential order?
Answer: Sequencing of English I, II, III and IV is not addressed by law or rule. English I, II, III and IV can be taken in any order or concurrently.
However, the Texas Essential Knowledge and Skills (TEKS) for these courses were written with vertical alignment considerations. So, in many cases, student expectations (SEs) in English III and IV build upon SEs in English I and II. For example, if students take English III or IV without first taking English I and II, they may have gaps in knowledge that could hinder them from successfully mastering English III or IV.

Upcoming TEA Kindergarten–12 STEM Professional Development Dates:
Leadership Training
This immersive professional development prepares campus administrators to shape, support, and sustain STEM initiatives within their district or campus. Participants will learn by doing, engaging directly in the instructional approaches most critical to the STEM endeavor: project-based learning, design-based challenges, and computational thinking. Working backward from a model vision for STEM education, the session culminates with leaders collaboratively planning for real-life implementation of STEM programming.
This professional development prepares teachers for successful implementation of STEM instruction in their classrooms by immersing teachers directly in the role of STEM learner, engaging first-hand in high-impact STEM practices such as project-based learning, design-based challenges, and computational thinking. To better understand the role STEM plays in education, educators will make connections between the Texas STEM framework, STEM fluency skills, and contemporary workforce demands. Most importantly, educators will begin embedding these STEM strategies into what matters most—their daily work with students.

Harmony Science Academy El Paso team makes top 10 in rocket contest
Harmony Science Academy in El Paso finished in the top 10 at the world's largest student rocket contest.
On Sunday, May 19, 2024 Harmony Science Academy El Paso Team 1 finished 8th place at the National Finals of the 2024 American Rocketry Challenge at Great Meadow in The Plains, V.A.
The accomplishment earned students $2,500 and the school $500. By finishing in the top 25, the team also secured an invitation to participate in NASA's Student Launch initiative which, -- according to NASA's website-- is a 9-month-long challenge where students across the country have to build, test, and launch a rocket carrying scientific or engineering payload.
The teams' accomplishments follow months of preparation where they had to design, build, and test a rocket capable of meeting rigorous mission parameters set by the contest’s sponsors – the Aerospace Industries Association(AIA), National Association of Rocketry, and more than 20 industry partners.
To qualify for the National Finals, the Harmony Science Academy El Paso teams designed, built, and launched model rockets that could safely carry one raw egg with a target flight duration of 43-46 seconds and an altitude of 820 feet.
This is the school’s 6th straight year in the National finals.
Now in its 22nd year, the American Rocketry Challenge has inspired nearly 95,000 middle and high school students to explore education and careers in STEM fields.
Teams at the National Finals represented 28 states from Washington to Florida and competed for a total of $100,000 in prize money and scholarships.
The Texas Education Agency will improve outcomes for all public school students in the state by providing leadership, guidance, and support to school systems.
