Updates related to Educator Preparation Program Management 

New: EPPs Approved as Texas Reading Academies Authorized Providers
Congratulations to the EPPs that applied and were selected to become Authorized Providers (APs) for Texas Reading Academies (TRA). The following 24 EPPs will complete training with TRA and are eligible to offer Texas Reading Academies with their enrolled students.  

New: SBEC-Approved Teacher Residency Route Informational Webinars
We are excited to share with you the upcoming informational webinars and next steps to support your residency programs to apply to offer the SBEC approved teacher residency route. Please review the descriptions below:  

  • Webinar 1: The SBEC-Approved Teacher Residency Route (4/25/24, 1:00 -2:00 pm CST): This webinar will focus on the 19 TAC 228 requirements for the newly approved teacher residency route and the 19 TAC 230 requirements for the enhanced standard certificate for completers of the residency route. All submitted questions will be answered following via an FAQ.
  • Webinar 2: Applying to Offer the SBEC-Approved Teacher Residency Route (4/30/24, 1:00-2:00 pm CST): This webinar will focus on the application process, including how to apply and application requirements. All submitted questions will be answered following via an FAQ.
  • Intent to Apply Survey (5/1/24): On 5/1/24, TEA will launch an Intent to Apply survey for programs to complete. All completers of the survey will receive access to the application. The Intent to Apply Survey link will be shared in the corresponding week’s newsletter. 

TEA will continue to provide communication about the application process through this newsletter. We look forward to supporting your EPP throughout the process. 

Correction: Title II Reporting Deadline
A prior newsletter incorrectly gave the deadline for the Title II reporting as April 20. Please note that this deadline is April 30. 

Reminder: Action Required - Title II Reporting
The Title II website is now available for all EPPs to complete their required federal reporting. All EPP Title II representatives should have received notification via email. If your EPP’s Title II reporting lead did not receive an email, please reach out to title2@trewon.com. 

To begin, please log in to the system. Go to https://title2.ed.gov/ and select "Submit Reports" in the upper righthand corner of the webpage. Your username and password remain the same. To recover a username or password, select "Forgot your username or password?" and enter your email. 

For support in completing this report, please visit https://title2.ed.gov/Public/TA.aspx for links to a Glossary of Key Terms and Reporting Requirements. Instructions are included in the reporting instrument. If you have specific questions, please email title2@trewon.com. 

This reporting is due April 30. As a reminder, TEA does not provide technical support for this required federal reporting. We do, however, monitor EPP completion to ensure that all EPPs are in compliance with this requirement. 

Pro Tip: In the past, responses from the Title II Help Desk have been delayed during high volume times. We suggest doing this reporting as soon as possible, so that you can avoid any challenges with their Help Desk. 


Updates about SBEC, Rules, and Legislation 

Updates related to actions by the State Board for Educator Certification, the State Board of Education, and the Legislature.

New: Recently Adopted Updates to SBEC Rules  
In February 2024, the SBEC adopted proposed updates to four chapters of SBEC rules impacting educator preparation programs, which the SBOE approved last Friday. The updated chapters, along with links to the updated rule text, can be found below: 

New: April 2024 SBEC Meeting 
The April SBEC meeting will be held on Friday, April 26th. More information about the SBEC meeting, including the meeting agenda and access to view the meeting virtually, can be found on the SBEC webpage. 


FAQs

We take this space to highlight questions that we have heard from EPPs.

Q: Our candidate is completing an internship and has 2 weeks remaining in the school year and all observations are complete. Can we recommend the candidate’s Standard certificate now? 

A: No, the Standard certificate must not be recommended until the date the last requirement is met. After the candidate completes the final 2 weeks of the “full school year” internship, and if all other requirements are complete, including the recommendations from the field supervisor and campus supervisor, then the candidate will qualify for Standard certification and the Standard certificate may be recommended. Reference 19 TAC §228.35(e)(2)(B). 

Q: When should the EPP make recommendations for standard certification?  

A: The EPP may recommend the standard certificate on or after the date the last requirement has been met. The date the last requirement was met is entered into the recommendation screen and becomes the effective date on the standard certificate. "Requirements met" include:  

1) EPP coursework and training is completed, including the recommendation of a successful clinical experience provided by both the field supervisor and applicable campus personnel, and the candidate identified as a "finisher". Note the internship is not complete until the full school year date is reached. 

2) All required TExES exams are passed. 

3) The degree required for the certificate has been conferred. 

4) If the candidate is a non-Teacher candidate, then the candidate has met the certification and accredited years of service requirements where applicable.  

If all requirements are met, the EPP may make the recommendation even if the candidate has not completed fingerprinting or paid for the application. ECOS will not allow the certificate to issue until everything is in place. Reference 19 TAC §230.13 for Standard Certificate Requirements.

    • Candidates may call (512) 936-8400 and select Option #2: Educator Preparation and Certification for assistance.
