To the Superintendent Addressed:
This correspondence is to notify you about the option to submit a completed DD Form 4 Enlistment/Reenlistment Document-Armed Forces of the United States, to confirm a student's enlistment in the U.S. Armed Forces or Texas National Guard for the College, Career, and Military Readiness (CCMR) indicator. Texas Education Code, §39.053, allows annual graduates to receive CCMR credit for enlistment in the Armed Forces of the United States or the Texas National Guard.
For 2024 accountability, TEA will award CCMR credit to 2023 graduates for whom the district uploads DD Form 4 documentation that successfully meets the requirements. Details and explanatory documents for submitting this information are now available on the Performance Reporting Resources webpage as well as in the TEA Login (TEAL) application, accessible only to staff with TEAL Accountability access.
The submission window for 2023 annual graduates will occur from April 5th to May 10th, 2024. Districts are strongly encouraged to establish a process for collecting and securely storing the DD Form 4 for each applicable student. The agency will confirm that the DD Form 4s include the student’s name, date of birth, enlistment date of December 31, 2023, or prior, and signatures of the student and the enlistment officer. Additional information on the DD Form 4 can be redacted. Contact Performance Reporting with any questions about redacted sections of the form.
Graduates with a completed and successfully reviewed DD Form 4 will receive CCMR credit, affecting 2024 academic accountability and future CCMR Outcomes Bonus calculations. Only securely uploaded DD Form 4 documents will be accepted for military enlistment credit. If a district fails to obtain or upload the form during the submission process, no military enlistment credit will be awarded.
