Final Accelerated Testers Listing Now Available

The Final 2024 Accelerated Testers Student Listing and explanatory materials are now available in the TEA Login (TEAL) application. Please note that the data in these reports are confidential. 

Accelerated testers are defined as students who earn Approaches Grade Level or above standard on the Algebra I, English II, and/or Biology STAAR EOC prior to grade 9. For 2024 accountability, accelerated testers are also students who earned course credit for Algebra I, English II, and/or Biology in Spring or Summer 2020, and were granted a COVID testing waiver prior to grade 9. To fulfill federal testing requirements, these students must take a corresponding subject area SAT or ACT while in high school.

The students included in the final listing will be evaluated as accelerated testers for 2024 accountability reports. Chapter 2 of the 2024 Accountability Manual provides information on accelerated testers.

A TSA notification was delivered today April 5, 2024, to inform districts of the Final Accelerated Testers Listing and supporting documents are now available in TEAL.

DD Form 4 Upload Now Open

Today, April 5, 2024, districts received a notification to explain the opening of the DD Form 4 collection window, available within TEA Login (TEAL) application. The submission window for 2023 annual graduates will occur from April 5th to May 10th, 2024. Districts are strongly encouraged to establish a process for collecting and securely storing the DD Form 4 for each applicable student.

Please note that details and explanatory documents for submitting this information are now available on the Performance Reporting webpage as well as in TEAL. In addition, a how-to explanatory video will be available next week for stakeholder support. 


2024 College, Career, and Military Readiness (CCMR) Tracker is Now Available

The CCMR Tracker is a tracking tool within the TEA Login (TEAL) application. This tool provides districts with a means to track CCMR indicator completion throughout high school for students reported as enrolled in grades 9–12 on the TSDS PEIMS October 2023 Snapshot. The CCMR Tracker will be released in two stages. Please note that the data in these reports are confidential.

Part I was released on March 29, 2024, and will utilize the following data: CCMR indicators submitted via PEIMS through SY 2022-23

  • CCMR indicators submitted via PEIMS through SY 2022-23
  • OnRamps and TSIA results through SY 2022-23, and
  • SAT, ACT, AP, IB, and level I/II certificate results through SY 2021-22

Part II will be released in Summer 2024, and will utilize the following data:

  • SAT, ACT, AP, IB, and level I/II certificates updated through SY 2022-23

A TSA notification was delivered on March 29th, 2024, to inform districts that the CCMR Tracker and updated supporting documents are now available within TEAL.

Please note that corrections to the information presented in the CCMR Tracker cannot be submitted to TEA; this tool is for informational purposes only. If districts find errors, they are encouraged to work with testing vendors to make corrections. 


Coming Soon: College, Career, or Military Readiness Outcomes Bonus (CCMR OB) New Early Counts File

The publication of a new Early Counts file for the Class of 2022 CCMR OB has been developed based on stakeholder feedback. Next week, an Early Counts CCMR OB Student Listing will be released to districts in the TEA Login (TEAL) application, followed by a public release of an Early Counts CCMR OB Counts by District file on the Performance Reporting Resources webpage.

Under House Bill 3 (HB 3), 86th Legislature, 2019, the Texas Education Agency (TEA) annually awards districts CCMR OB funding. Funding is awarded based on the number of annual graduates who demonstrate college, career, or military readiness in excess of a threshold for three cohorts: annual graduates who are economically disadvantaged; annual graduates who are not educationally disadvantaged; and annual graduates who are enrolled in a special education program.

TEA has started calculating new “Early Counts” for CCMR OB. Early counts are based on actual data for the graduating class. Early counts include all data necessary for final CCMR OB except data from the Texas Higher Education Coordinating Board (THECB) for postsecondary enrollment.

TEA will publish an Early CCMR OB Counts by District 2022 Graduates file on the Performance Reporting Resources webpage. Once data from THECB are received and processed, a Final CCMR OB Counts by District 2022 Graduates file will be published in the next few months.


Preliminary 2024 Accountability Manual Update

The Texas Accountability Advisory Group (TAAG) met on Tuesday, April 2, 2024, and reviewed the public comments and presented the feedback received to stakeholder committees to ensure that relevant concerns and suggestions are considered before submitting the final manual to rulemaking for adoption on April 24, 2024. The minutes and presentation for this meeting will be publicly posted soon.

Spring 2024 STAAR Administration

The spring 2024 administration of the State of Texas Assessments of Academic Readiness (STAAR®) begins Tuesday, April 9, 2024, and ends Friday, May 3, 2024. The testing window for STAAR reading language arts (RLA) is April 9–19, the testing window for science and social studies is April 16–26, and the window for mathematics is April 23–May 3. 

Test Materials

District personnel must order any additional STAAR paper test materials needed by April 15 for RLA, April 22 for science and social studies, and April 29 for mathematics. Any additional return labels for this administration must be ordered by May 13.

Printed Student Report Cards and Labels

To receive printed copies of student report cards and student labels for the spring STAAR administration, district testing personnel must request printed versions through the Score Reporting and Label Requests module in the Test Information Distribution Engine (TIDE). Updates to STAAR and STAAR Alternate 2 Data File Formats

As a reminder, updated data file formats reflecting the following changes are now available on the Data File Formats webpage:

  • For STAAR, students eligible for an English learner performance measure (ELPM) who achieve a Level 4 on STAAR will now receive an ELPM of 4 (Masters, based on STAAR performance level). These changes are reflected in the STAAR grades 3–8 assessments data file format in positions 445, 798, 1528, and 1928. The changes are reflected in the STAAR end-of-course assessments data file format in positions 418, 1051, 1151, 1251, 1351, and 1451.
  • For STAAR Alternate 2, enhanced performance level indicators for accelerated instruction are no longer required and will no longer be reported. Therefore, positions 1519–1520 and 1919–1920 will now be blank. Refer to the HB 1416 Frequently Asked Questions document for more information regarding accelerated instruction requirements.

TELPAS Administration

The deadline for district personnel to return all Texas English Language Proficiency Assessment System (TELPAS) secure test materials to Pearson is April 12, 2024. TELPAS secure test materials are all used and unused test booklets and TELPAS Braille Secure Test Instructions. For more information, refer to the Return Materials page of the Complete Administrations section of the Coordinator Resources.


State Assessment Educator Item Review Committees

Each year the TEA invites groups of Texas educators to provide feedback on the development of state assessments (STAAR, STAAR Alternate 2, and TELPAS) through educator committees across all assessed grades and content areas. Developing high-quality, aligned questions relies on the expertise and experience of Texas educators. Participants collaborate with other educators from across the state to review and approve each potential question for state assessments. TEA is currently accepting applications from all districts to participate in item review committees in all subjects and grade levels

If you know of any educators (including yourself!) who might be interested in participating in these review meetings, please encourage them to apply using the link below. Meetings are typically held during the spring and summer. If selected, an invite will be sent with all the logistical information. 

The commitment is generally two to three days in Austin with all travel, accommodations, and substitute coverage paid for by TEA. All participants will earn Continuing Professional Education (CPE) credits. Applications are accepted on a rolling basis.


Development of the 2026–2027 Student Assessment Testing Calendar and Public Comments

A draft version of the 2026–2027 Student Assessment Testing Calendar has been posted on the Test Administration Resources webpage of the Texas Education Agency (TEA) website.

TEA is accepting public comments on the draft version of the 2026–2027 Student Assessment Testing Calendar. Public comments on the draft calendar should be sent to Test.Calendar@tea.texas.gov by Friday, April 12, 2024.
