To support Texas fine arts educators and stakeholders, each newsletter will highlight a commonly asked question. This edition’s question is –
How many fine arts disciplines is a local educational agency (LEA) required to offer instruction in for grades K–5?
As part of the required elementary curriculum (19 Texas Administrative Code (TAC) §74.2(a)), LEAs are required to offer instruction in all elementary fine arts Texas Essential Knowledge and Skills (TEKS) for every elementary grade level (grades K–5). This includes the three following disciplines:
The fine arts TEKS for each elementary grade level may be found in Chapter 117, Subchapter A of the 19 TAC.
LEAs must ensure that sufficient time is provided for teachers to teach and for students to learn all the required grade level student expectations (SEs). Instruction in the required standards may be provided through a variety of arrangements and settings (19 TAC §74.2(a)).
Fine Arts Engagement Sessions
In February 2024, TEA’s Enrichment Education staff held its first round of fine arts engagement sessions. These engagement sessions are designed for educators, administrators, and counselors with the goal of highlighting important fine arts topics and commonly asked questions.
The next round of fine arts engagement sessions will include the following:
- Curriculum requirements for fine arts
- Educator certification requirements for fine arts
- Breakouts: Unpacking the TEKS
As part of these sessions, opportunities will be provided to discuss these topics with other meeting attendees and ask TEA staff questions. These two session opportunities are repeated information.
The following two options are available for attending the next round of fine arts engagement sessions:
Instructional Materials Review and Approval (IMRA)
TEA is seeking educators and subject-matter experts across Texas to serve as instructional materials reviewers for the new IMRA review process.
Selected reviewers will earn extra income while making a statewide impact. Reviewers will work in small teams to conduct quality reviews and collaborate with other educators to produce ratings and reports for assigned reading language arts, phonics, and mathematics products.

Performance Support – Professional Development Assistance
Performance Support is a non-competitive grant program offered by the Texas Commission on the Arts (TCA) that provides a portion of the professional artist fees to Texas nonprofits, schools, colleges, and units of government for hiring an artist from the Texas Touring Roster to do a performance, lead a workshop/clinic, etc. with quarterly deadlines.
The Performance Support program can provide funding for professional development opportunities and workshops in schools offered by Texas Touring Roster artists.
Through this program, LEAs can pursue a wide range of professional development opportunities for their fine arts educators and staff. Workshop options include all areas of fine arts, such as art, dance, music, writing, and theatre.
