Upcoming: 2024 Preliminary Accountability Manual Public Hearing
On Tuesday, March 5, 2024, at 1:00 p.m. the Performance Reporting division will host a public hearing to solicit input on the proposed rule to adopt the 2024 Accountability Manual. Earlier versions of the manuals will remain in effect concerning the school years for which they were developed.
The public may participate in the hearing virtually by registering using this Zoom Registration Link. Parties interested in testifying must complete their registration by noon on the day of the hearing and are also highly encouraged to submit written testimony to performance.reporting@tea.texas.gov.

Preliminary 2024 Accountability Manual Public Comment Period Now Open
On Thursday, February 15, 2024, the notification To the Administrator Addressed (TAA) was announced reflecting the release of the Preliminary 2024 Accountability Manual. The Preliminary 2024 Accountability Manual, Chapters 1-12 are available on the 2024 Accountability Manual webpage. The proposed rule to adopt the manual is now on the Texas Register as of February 23, 2024. The 30-day window for public comments is now open. A public hearing is scheduled for March 5th. CCMR Military Enlistment: DD Form 4 Upload Update
The DD Form 4 upload portal in TEAL is currently in development and is scheduled to be released during the first week of April. LEAs will be responsible for submitting a listing of former students that have enlisted in the military as well as a zip file that contains completed DD Form 4s for each enlistee. To facilitate a smooth upload process, LEAs will be provided a pre-populated template that contains all students from the 2023 cohort, and specific instructions for the zip file upload will be provided when the portal is launched.
2023 Discipline Data Validation Compliance Reviews
On Thursday, February 29, 2024, the notification To the Administrator Addressed (TAA) announced the 2023 Discipline Data Validation Compliance Reviews.
The 2023 Discipline Data Validation Manual outlined seven indicators. LEAs may retrieve a copy of their PBM 2023 Discipline Data Validation (DDV) report to determine if any 2023 indicators were triggered by logging into the Texas Education Agency Login (TEAL) portal to access the Accountability application.
The Data Reporting Compliance Unit (DRCU) will make DDV compliance review forms available to LEAs for download from the Intervention, Stage, and Activity Manager (ISAM) application accessible through TEAL on March 5, 2024. LEAs will have a 2023 Discipline Data Reporting Compliance Review form to complete for each indicator triggered.

Student Assessment Data Validation (SADV) FAQ
Is the Student Assessment Data Validation compliance review and submission process like the Leaver and Discipline reviews?
No. The expectations of LEAs who trigger an indicator(s) in the Student Assessment data validation system are different from those that trigger an indicator(s) in the Leaver and Discipline data validation systems. As noted in pages 3 and 4 of the SADV manual, LEAs that trigger an indicator(s) are expected to conduct a local review to validate and document that their data are correct. LEAs should use the agency's guidance to ensure that their reporting is accurate and meets the agency’s requirements and expectations. If program implementation concerns and/or incorrect data are identified, LEAs are expected to address those issues. LEAs should maintain local documentation of their data validation process.
What is the timeline for submission for the districts?
Only a small number of LEAs may be issued a compliance review by the Self-Reported Data Unit at TEA and those LEAs will be expected to provide documentation and other information to the agency (see page 7 of the SADV manual for more information). SRDU works with the ESC Strategy team at TEA to inform ESCs whenever a batch of compliance reviews are being issued. At this time, decisions related to the issuance of compliance reviews related to SADV indicators are still being made.
When will the regional service centers receive training for the student assessment data validation process?
LEAs reviewing their student assessment data and their administration practices have access to training and guidance on score coding, participation requirements, etc., from the Student Assessment division. The District and Campus Coordinator Resources provide guidance each year on the expectations and requirements related to these topics. The DCCR also includes information on the next steps if testing irregularities or other errors are identified. The Student Assessment Help Desk also includes an FAQ and provides an opportunity to submit any questions to that team.
PEIMS and Accountability FAQ
If a campus receives updated socio-economic information about a student during the school year, can this information be updated for accountability purposes?
Yes, student information can be updated and will be included for accountability purposes if entered by the specified deadline listed in the District and Campus Coordinator Resources (DCCR) 2023-2024 Calendar of Events.
For example, for Spring STAAR (Grades 3–8 RLA and Math, English I, English II, Algebra I, Grades 5 & 8 Science, Biology, Grade 8 Social Studies, and US History), the final date to enter student information for accountability reporting is May 3, 2024. To find the deadline for other TIDE events, go to the District and Campus Coordinator Resources (DCCR) 2023-2024 Calendar of Events then click on the PDF calendar and look in the section titled Administration Events.
Information about the student data fields that can be updated is located in the TIDE Upload File Formats (texasassessment.gov) resources page. If student information changes during the school year, district staff should use the templates available through the Additional Student Field Template (texasassessment.gov) or the Test Attributes File (texasassessment.gov) to update student information as applicable. These templates cannot be used to add new students, only to modify existing student records. Districts are strongly encouraged to identify the date of each student’s final TIDE event for the accountability year then allow adequate time before the correction window closes to verify the accuracy of the student information in TIDE. The information in TIDE as of each student’s final TIDE event of the accountability year will be used for accountability calculations. Please note that STAAR results from spring 2024 administrations are included in the 2024 accountability subset while STAAR results from summer 2024 administrations are included in the 2025 accountability subset.
As a reminder, a student may be classified as economically disadvantaged if they meet one of the following criteria:
- Meets eligibility requirements for
- free or reduced-price meals under the National School Lunch and Child Nutrition Program;
- programs under Title II of the Job Training Partnership Act (JTPA);
- food stamp benefits; or
- Temporary Assistance to Needy Families (TANF) or other public assistance.
- Receives a Pell grant or comparable state program of need-based financial assistance
- Is from a family with an annual income at or below the official federal poverty line
