Coming Soon: Preliminary 2024 Accountability Manual

The Preliminary 2024 Accountability Manual, Chapters 1-12 will soon be available on the 2024 Accountability Manual webpage. Please see the forthcoming To the Administrator Addressed (TAA) notification that will be released concurrently with the preliminary manual for further details.

Texas Accountability Advisory Group (TAAG) and ESC Advisory Group (EAG) Meetings were held January 23 and 25, 2024

The objective of these meetings was to greet TAAG and EAG members at the outset of the new year and to evaluate proposals intended for the Commissioner of Education, offering recommendations concerning the academic accountability system. The next steps are to be responsive to both committees’ feedback and begin the public comment period in Spring 2024. TEA uses the feedback collected from all sources throughout the year to seek ways to strengthen the accountability system to improve student outcomes.

The TAAG Meeting Presentation and meeting summary can be found on the 2024 Accountability Development Materials page.

In collaboration with the College, Career, Military Preparation Division please note the following information:

Technical Assistance Report for Industry-Based Certifications and Programs of Study Alignment

Local Education Agencies (LEAs) may access updated technical assistance reports within the CTER application in TEAL. Using the 2022-2023 dropdown menu, select “CTE District Alignment Report.” The report includes auto-coded data for students' CTE status indicators and LEA course offerings for the school year 2022-2023. The IBCs earned are self-reported data LEAs entered into PEIMS during the Summer 2023 submission or with a previous submission. The technical assistance report may be used to analyze the programs of study offered or that could be offered, review course offerings within each program of study, and make programmatic decisions about aligned IBCs that may be offered to students.

Texas CTE Engagement Opportunity

TEA continues to host regional stakeholder events to provide guidance supporting the implementation of the refreshed CTE programs of study and to collect input on proposed updates to the 2024 Perkins V State Plan.

Join us for an upcoming event: ESC 11: Fort Worth - 2/16

PEIMS and Accountability

On February 15, 2024, the finalized PEIMS Fall 2023 (“October snapshot”) data will be available to customers. This data is an essential part of the calculation process for state accountability because it is used to identify the accountability subset. The Accountability Subset Rule states that a subset of assessment results is used to calculate each domain and the subset is determined by the data reported on the TSDS PEIMS October snapshot. (Chapter 1—2023 Accountability Overview (texas.gov)

For 2024 accountability, STAAR results from EOC fall 2023, EOC spring 2024, and Grades 3-8 spring 2023 administrations are included in the accountability subset if the student was enrolled according to the TSDS PEIMS October 2023 enrollment snapshot.

Accountability Year

STAAR results are included in the subset of the district/campus accountability

If the student was enrolled in the district/campus on this date:

2024

EOC summer 2023 administration

October 2022 enrollment snapshot

EOC fall 2023 administration

October 2023 enrollment snapshot

EOC spring 2024 administration

Grades 3–8 spring 2024 administration

This finalized PEIMS Fall 2023 data will also be used on March 11, 2024, to update missing student information in TIDE for students who are already registered in TIDE. Districts can still update student information, such as student demographic and program enrollment, as specified in the Calendar of Events - District and Campus Coordinator Resources - Confluence (atlassian.net). The “Final Date to Enter Student Information for Accountability Reporting” is listed in the DCCR Calendar of Events linked above. Please note there is a separate deadline to update student information for each TIDE administration event and changes made after the deadline will not be updated in accountability reports.

Districts are strongly encouraged to review and compare the finalized PEIMS Fall 2023 data and TIDE student information to ensure the accuracy of the data that will be used for accountability calculations. Please contact your regional ESC staff specializing in Accountability and PEIMS if you have questions about your data.

The additional order window for the Texas English Language Proficiency Assessment System (TELPAS) is February 12–March 25, 2024. If district testing personnel are providing a special paper administration of TELPAS reading, they must order paper test materials, including regular print, large print, contracted braille, and uncontracted braille, during the additional order window. To place orders for paper test materials, testing personnel must select the TELPAS and TELPAS Alternate, Paper Orders task from the dropdown menu when logging in to the Test Information Distribution Engine (TIDE) and use the Orders module even if they have previously selected paper test mode and format. Additional return labels must be ordered by April 8, 2024.

STAAR Interim Assessments

Window 3 for STAAR Interim Assessments is open until April 4, 2024, and new test forms were developed for students taking the general online assessments. However, the online forms for content and language supports, the general paper forms, and the braille forms have different sets of test items than the general online forms. Therefore, the results for these special forms are separated from the results for the general online forms in the Centralized Reporting System (CRS).
