Updates related to Educator Preparation Program Management
New: Educator Preparation Framework Website Launch We are happy to announce the launch of the Effective Preparation Framework (EPF) website. Since Spring 2021, TEA staff has collaborated with the SBEC and stakeholders to develop the Effective Preparation Framework (EPF) 1.0. The EPF is a framework that aims to define the highest leverage practices effective Texas educator preparation programs strive to implement daily and distinguishes effective preparation practices that yield improved outcomes for school children, future educators, local school districts, and EPPs. For more detailed information about the EPF, please visit the EPF website.
Reminder: 2022-2023 ASEP Technology Fee Collection Complete A big “Thank you” to EPPs for ensuring the payment of the ASEP Fee for 2022-2023. All EPPs have now paid and been recorded. We here at TEA had some new processes, and we know that some EPPs also had some processes which added complexity to this annual process. Thank you for working together to submit and track these payments. We encourage you to mark your calendars now for mid-October 2024, when we plan to issue next year’s invoices.
We take this space to highlight questions that we have heard from .
Q: Can a non-Teacher program be an ACP?
A: Yes. There are two routes to certification for non-Teacher programs, the post-baccalaureate (PB) route and the alternative (ACP) route. The PB route requires the candidate to earn an advanced degree concurrent with certification. The ACP route is for those who already hold the advanced degree that is required for issuance of the certificate sought. The Alternative Certification Program definition is found in 19 TAC §228.2(3) and the Post-baccalaureate Program definition is found in 19 TAC §228.2(28).
Q: When reporting observations in ECOS, should the EPP report observations conducted by the mentor or only observations conducted by the field supervisor?
A: The EPP only reports formal observations conducted by the field supervisor. While it is a best practice for mentors to conduct observations and provide feedback to candidates, the reporting in ECOS is for formal observations that involve the EPP field supervisor. The EPP should retain the observation documents for all observations in the candidate’s local records.
