Texas Academic Performance Report (TAPR) Data Download (Coming Soon: January 2024)

The TAPR Data Download link will be made available on the 2022-23 Texas Academic Performance Report page this month. We will provide the TAPR Data Download for users that wish to download data for all campuses, districts, or education service centers (ESC) in the state. Once downloaded, users will be able to manipulate the data using a spreadsheet or software program. Examples of software to manipulate TAPR data include Microsoft Excel, Number for Mac, Open Office, Statistical Analysis System (SAS), Statistical Package for the Social Sciences (SPSS), Tableau, or Microsoft Power BI.


2023 Results Driven Accountability (RDA): Determinations and Monitoring (January 10, 2024)

On Wednesday, January 10, 2024, the To the Administrator Addressed (TAA) was released by the Office of Special Populations and Student Supports. Local educational agencies (LEAs) have now been assigned Results Driven Accountability (RDA) program area determinations for monitoring activities and support interventions during the 2023–2024 school year. This notice provides information about the adoption of the RDA system into rule, LEA determinations, and related monitoring activities for LEAs.


Industry-Based Certifications for CCMR Accountability (January 11, 2024)

On Thursday, January 11, 2024, the To the Administrator Addressed (TAA) was released by the College, Career, and Military Prep (CCMP) Division referencing the Governor’s IBC Committee’s development of and industry-recognized credential list.  While the Texas Workforce Commission’s (TWC) list of industry-recognized credentials may be used to provide additional opportunities to meet the educational and career goals of students, please be advised only the Texas Education Agency’s Industry-Based Certification List for Public School Accountability with aligned certifying entities may be reported through the Texas Student Data System (TSDS) Public Education Information Management System (PEIMS) and count toward the College, Career, and Military Readiness (CCMR) calculations for accountability and for reimbursement requests.


CCMR: Updated Accountability Data Sources Document

The CCMR Accountability Data Sources document has been updated and reposted on the Performance Reporting Resources page. The update to this document includes new 2024 PEIMS links as well as the military enlistment information which is in effect for 2024 Accountability.


Upcoming 2023 Performance-Based Monitoring (PBM) Data Validation Release Dates

District and student-level data validation reports will be posted to TEAL Accountability, Performance-Based Monitoring, on the following date:

Upcoming PEIMS Submission Date:

January 25, 2024– Mid-Year Submission (initial submission) due. The Mid-Year submission includes prior year financial Actual data.

For further details on upcoming PEIMS submission dates please see TWEDS 2023-24 PEIMS Data Submission Timelines. As a reminder, districts are responsible for the accurate submission and timely verification of all TSDS PEIMS data submissions and data submitted to the Working Collection are not used in accountability calculations.

Assessment Scoring and Reporting

Spring 2024 STAAR Administration

  • Spring EOC Assessment Registration: To register first-time testers for the spring State of Texas Assessments of Academic Readiness (STAAR®) end-of-course (EOC) assessments, districts must set their Spring EOC Eligibility fields to “Yes” in the Test Information Distribution Engine (TIDE). For retesters, Cambium Assessment, Inc. (CAI) will set the Retester flag and the Spring EOC Eligibility fields to “Yes.” This information will be updated on January 24 for students who previously took a STAAR EOC assessment and did not meet the passing standard.
  • EOC Previously Passed Field: On January 24, CAI will set the EOC Previously Passed flags for all students who passed any assessment during the December 2023 STAAR EOC administration. If a student has this field set to “Yes” for a specific STAAR EOC assessment, that assessment will not appear in the list of tests in the Test Delivery System (TDS) that are available for that student to take.

2024 TELPAS Administration

  • Test Administrator Manuals: For the Texas English Language Proficiency Assessment System (TELPAS), the initial order of test administrator manuals will be delivered between January 22 and January 26, 2024. District personnel may log in to TIDE to see how many copies of the TELPAS Test Administrator Manual they will receive.
  • Creating Online Test Sessions: Beginning January 29, testing personnel may create test sessions for TELPAS in the Test Administrator Interface of TDS. For instructions on how to create a test session, refer to the TDS User Guide or the How to Create Test Sessions training video in the District and Campus Coordinator Resources.

2024 TELPAS Alternate Administration

District testing personnel will receive the initial order of test materials for TELPAS Alternate between January 22 and January 26, 2024.


February 2024 Stand-Alone Field Test

The testing window for the 2024 Stand-Alone Field Test is February 5–9, 2024. Test administration information is available on the 2024 Stand-Alone Field Test Information webpage of the Texas Assessment website. Testing personnel in participating districts and campuses may create test sessions in the Test Administrator interface of TDS starting on January 22, 2024. For more information on how to create test sessions, refer to the TDS User Guide.


Updates to the District and Campus Coordinator Resources

The STAAR Interpretive Guide is now available in the Reporting section of the District and Campus Coordinator Resources.


District Reports

Your district’s December 2023 STAAR preliminary assessment reports for accountability are posted in the Secure File Center, which can be accessed on the Testing Personnel page of the Texas Assessment website. These preliminary assessment reports include student report cards, student labels, district and campus summary reports, and reporting data files. Item-level data is not available for the December administration. Reports posted in the Secure File Center are available for 90 days.

The December 2023 STAAR preliminary assessment results for accountability will be posted to the Family and Research Portals by January 24, 2024. District testing coordinators should refer to the Family Portal page of the District and Campus Coordinator Resources for information on helping parents access the secure Family Portal.


Data Corrections

The data correction window for the December 2023 STAAR administration is January 22January 26, 2024. Districts must resolve student information and test discrepancies and may submit score code changes and rescore requests for the December administration during this window. Refer to the Data Corrections section on the Reporting Events page of the Coordinator Resources for more information on data corrections, including costs associated with rescore requests.

Changes submitted during the data correction window will be reflected in the final assessment reports for accountability provided on March 25. Any updates made after the data correction window will be included in scheduled updates but will not be reflected in final assessment reports used for accountability.


Region Reports

Your region’s December 2023 STAAR preliminary assessment reports for accountability are posted in the Secure File Center. These preliminary assessment reports include summary reports and reporting data files.
