Announcements

The Federal Program Compliance Division has made some changes to the content to be provided in the ESC updates emails and to the dissemination schedule.  In addition to Division updates, we will now be sharing programmatic updates in the Newsletter on a quarterly basis.  This is our first quarterly updates ESC Newsletter for 2023-2024.  The next Newsletters will be sent out on or around February 29, 2024; May 30, 2024; and August 29, 2024.

Division Updates

  • Vivian Smyrl has been promoted to State Director for Federal Program Compliance, the position previously held by Jaime Huerta. She will continue to oversee and provide guidance for Title I, Part A; Ed-Flex; and Supplement, Not Supplant. She will also be providing supervision over the Title IV, Part A program and Private Nonprofit School Equitable Services. Please join us in congratulating Vivian and wishing her the best in her new role.
  • Phase 2 LEA Random Validation documentation submission is due on December 12, 2023.

Title I, Part A Updates:

  • 11/28/23, 9:00 a.m. - 10:00 a.m. – Title I, Part A Coffee Hour Please note that the date of this coffee hour has changed; it was originally scheduled for November 29.
  • 11/30/23 - LEAs with potential areas of noncompliance on the 2023-2024 SC5000 - Title I, Part A Campus selection schedule will be notified of such issues via an auto-generated email from the FPC WorkApp. ESC Communication List Contacts will receive a listing of LEA's in their respective regions with potential areas of noncompliance via auto-generated email from the FPC WorkApp. Within 10 days of receiving notice, the LEA will need to initiate an amendment in the eGrants system, make the amendment in draft form, and follow the instructions noted in the 2023-2024 SC5000- Title I, Part A Campus Selection Schedule Review Informational Document.
  • 12/13/23, 9:00 a.m. - 9:45 a.m. – Title I, Part A Newbie TEA Time

Title I, Part D Updates:

  • Second Chance Business Coalition (https://secondchancebusinesscoalition.org/)
    • This coalition was established with the commitment to expand second chance hiring and advancement practices within their companies. This would be great for eligible students who are looking for work.
  • The Office of Career, Technical, and Adult Education(OCTAE) has several professional development opportunities. Sign up for their newsletter HERE.
  • SAMHSA Directory
    • The Substance Abuse and Mental Health Services Administration (SAMHSA) puts up a list of all their facilities per state. This directory is intended to identify different facilities at the federal, state, and local level that provide substance use treatment services. You can find the 2023 directory here: https://www.samhsa.gov/data/report/2023-national-directory-of-drug-and-alcohol-use-treatment-facilities.
    • Please note, that in the event that an LEA would like to add such a facility to its scope of services; the facility will still need to be researched to determine if it meets the eligibility criteria.

Title II, Part A Updates:

  • Title II, Part A Resources
    • Thank you to the Title II, Part A ESC Workgroup, composed of ESC regions 02,03, 07, 08, 10 & 13. 
    • We are in the final stages of these resources being available, expect an email from Title II, Part A Program Director when released.
  • Upcoming Events

Title IV, Part A Updates:

The TEA ESC Title IV, Part A, (T4PA) in-person Program Meeting was held on November 7-8, 2023, and provided opportunities for ESC professional growth, collaboration, and discussion on T4PA-related state and federal topics. Session presentations have been uploaded to the Title IV School Safety State Initiative’s (SSSI) Program Day website and to the Title IV, Part A Guidance/Program Day behind the ESC password. Feel free to download and use session materials, as appropriate, during LEA trainings. Any TEA presentations should be contained in its entirety unless the ESC adds a written disclaimer. The Program Day webpage is for ESC view only.

  • TEA would like to thank Region 13 for providing meeting space and the ESC 14 T4PA SSSI Team for meeting coordination, presentation work sessions, and facilitation of the meeting.
  • Most of all, thank you to all ESC staff and presenters who attended the meeting and provided their individual expertise and work experiences during collaboration that helped to increase federal and state-related T4PA program knowledge to better assist districts.
  • The Title IV, Part A, LEA Special Data Collection for FFY22 program objectives, measurable outcomes, initial progress and expenditures data is due no later than December 1, 2023, in the FPC’s WorkApp Smartsheet. The FFY23 program objectives and measurable outcomes is also due December 1, 2023.
  • The 2023 FPC Fall Statewide T4PA Virtual Training session is scheduled on December 7, 2023, at 9:00 a.m. – 10:30 a.m. (CST).
  • Fall 2023 ACET TEA T4PA and ESC 14 SSSI presentations and other related training materials may be found on the ESC 14 T4PA School Safety State Initiative's Please share this webpage with LEAs supporting T4PA programs.

  • 2023-2024 Phase 1 LEA Random Validations for the T4PA are currently being reviewed by Program staff.
