2023-2024 ESSA Program Monitoring – Random Validations

As part of TEA's federal monitoring responsibilities, the Federal Program Compliance Division is conducting a random validation of documentation for the following programs in two phases.  The documentation collection for Phase 1 was completed October 9-23, 2023.

All LEAs selected for Phase 2 of the 2023-2024 ESSA Program Monitoring - Random Validations process were notified by the Federal Program Compliance Division via email on Tuesday, November 28, 2023.

The following programs are included in the Phase 2 validation:

  • Ed-Flex:  Title I, Part A Campus Schoolwide Program Eligibility Waiver;
  • Title I, Part D—Prevention and Intervention for Delinquent, Neglected, and At-Risk Youth;
  • Title V, Part B—Rural and Low-Income School Program (RLIS);
  • Private School Equitable Services (PNP); and
  • Unsafe School Choice Option (USCO)

LEA notification emails concerning Phase 2 were sent to the LEA contacts listed in the Department of Grant Compliance and Administration WorkApp System.  A listing of LEAs selected has also been posted on the ESSA Random Validation Monitoring webpage.  ESC program contacts will be reaching out to the LEAs selected to provide complimentary technical assistance prior to documentation submission, which is due on December 12, 2023.

Resources

All resources for Phase 2 of the 2023-2024 ESSA Program Monitoring – Random Validations process have been posted on the ESSA Random Validation Monitoring webpage.  The resources include handbooks for each of the program requirements selected.  Training slides and training videos are available for the overall process, as well as for the program-specific requirements.
