What If Ratings for the 2021-22 School Year are Now Available (November 7, 2023)

On Tuesday, November 7th in the To the Administrator Addressed (TAA) the agency announced the release of the What If ratings for the 2021-22 school year based on the new final rule’s methodology from the 2023 Accountability Manual. The What If ratings were posted for districts within TEAL to provide information to help school systems internally evaluate performance. The 2022 What If ratings use the new A-F Refresh methodology in order to view 2021-2022 results under the refreshed framework.  An explanatory document providing an overall summary of key changes to the 2022 What If reports since the first release on May 31, 2023, is also provided within TEAL.  A set of slides to summarize the 2021-2022 What If ratings is now available on the Performance Reporting 2023 Accountability Development Materials webpage. The 2022 “What If” ratings do not replace 2022 Official ratings. They are another tool to support continuous improvement moving forward.

Underlying Accountability Subset Data are Now Available (November 14, 2023)

The issuance of the A-F ratings under this final rule is pending and subject to change based on judicial rulings or decisions from the 88th Legislature during a special called session. 


On Tuesday, November 14th in the To the Administrator Addressed (TAA) the agency announced the release of the 2023 accountability reports and federal reports available in TEAL as well as public release information.  The purpose of these reports is to assist leaders with internal evaluation of academic performance using underlying data from the 2022-23 school year. 2023 Accountability Reports and Data Tables and 2023 Accountability Data Downloads were posted in TEAL without scale scores or A-F ratings. This includes campus Comprehensive, Targeted, and Additional Targeted Support designations under federal accountability. The 2023 STAAR, Growth, AEA Retest Growth, and EL Student Listings are available in TEAL. (CCMR Final Student Listings were posted August 23, 2023). The data relies on the methodology from the 2023 Accountability Manual, posted on October 31, 2023.

District Results Driven Accountability (RDA) Reports are Now Available (November 16, 2023)

On Thursday, November 16th the Notice of Review for Confidential Results Driven Accountability (RDA) Reports was announced in the To the Administrator Addressed (TAA). District RDA reports were published in TEAL. The 2023 Accountability Manual incorporates all information related to RDA, which was previously published in a separate rule. For more details on RDA please see Chapter 12 of the 2023 Accountability Manual.

Districts have 10 business days to review the reports and contact the performance-based monitoring (PBM) team at the Texas Education Agency (TEA) with questions or concerns as described in the RDA chapter of the 2023 Accountability Manual, at the phone number or email address listed below. Due to the Thanksgiving break occurring during this window, the 2023 review window will close on December 6, 2023, at 11:59 p.m.

Comprehensive, Targeted, and Additional Targeted Support designations under federal accountability are Now Available (November 16, 2023)

On Thursday, November 16th the public release of designations under federal accountability was announced in the To the Administrator Addressed (TAA). The release of designations is not subject to change pending judicial rulings. Of note: the alignment between federal and state accountability systems that was established in 2017 under the A-F system may be impacted by judicial rulings or special session legislation related to accountability. Under federal accountability laws, campuses that meet certain criteria must be identified for Comprehensive Support and Improvement (CSI), Targeted Support and Improvement (TSI), or Additional Targeted Support (ATS). The School Improvement (SI) federal identification list is available to the public on the 2023 Accountability System webpage in order to comply with federal mandates.

2023 Performance Based Monitoring (PBM) Leaver Records Data Validation Analysis Results are Now Available (November 17, 2023)

The results of the 2023 PBM Leaver Records Data Validation analysis are available to districts in the form of a summary report and (as applicable) student-level data posted on the TEAL Accountability application (PBM tab). Posted reports only include those districts identified as a result of the 2023 PBM Leaver Records Data Validation analysis. A detailed description of the indicators examined in this year’s analysis can be found in the 2023 Leaver Records Data Validation Manual

Fall 2023 PEIMS Submission Dates

December 7, 2023 – Fall Submission (initial submission) due.
January 18, 2024 – Fall Resubmission (corrected submission) due.

Upcoming 2023 Performance Based Monitoring (PBM) Data Validation Release Dates

District and student level data validation reports will be posted to TEAL Accountability, Performance-Based Monitoring, on the following dates:
Discipline Data Validation: Early-December 2023
Student Assessment Data Validation: Mid-January 2024

December STAAR Administration

An enhancement has been implemented in the Test Information Distribution Engine (TIDE) to make the additional order process more efficient for district testing personnel. When placing an additional order, enter the TSDS IDs of students who qualify for a special paper administration in the new comment box. Do not enter any personally identifiable information or medical information in this section.

Additional orders of paper test materials for the December State of Texas Assessments of Academic Readiness (STAAR®) administration must be submitted between November 27 and December 11, 2023. Materials will be shipped overnight beginning on the first day of the administration window.

2024 TELPAS Registration

All students who need to take the Texas English Language Proficiency Assessment System (TELPAS) must have the Emergent Bilingual Indicator Code set to “1” in the Student Information page in TIDE by November 30, 2023. Calculations for initial orders of test administrator manuals will be based on the number of students registered by this deadline.

The deadline for district testing personnel to indicate a special paper or holistic administration of TELPAS is November 30. For students who need a paper or holistic administration and meet the eligibility requirements, district personnel must indicate the following in TIDE:

  • Emergent Bilingual Indicator Code set to “1”
  • Special Ed Indicator Code or Section 504 Indicator Code set to “Yes”
  • Test Mode set to “Holistic” for TELPAS listening and speaking
  • Test Mode set to “Paper & Holistic” for TELPAS reading and writing
  • Paper Test Format set to the appropriate material for TELPAS reading

Initial order material quantities will be available for verification by districts using the TELPAS and TELPAS Alt Paper Materials Management administration task. These quantities are calculated based on students marked appropriately in TIDE. Districts must review the initial order materials to confirm that sufficient quantities are ordered. Additional orders must be placed for students whose paper indicators are added after the due date.

2024 TELPAS Alternate Registration

For any student who meets the participation requirements for TELPAS Alternate, district testing personnel must indicate the following in TIDE:

  • Emergent Bilingual Indicator Code set to “1”
  • Special Ed Indicator Code set to “Yes”
  • Alternate Student Flag: TELPAS Alternate set to “Yes”

All indicator codes must be marked prior to November 30, 2023, for the district to receive a sufficient quantity of Observable Behaviors Inventories.

2024 STAAR Alternate 2 Registration

As a reminder, district testing personnel must submit student registrations for the 2024 STAAR Alternate 2 administration in TIDE no later than December 14, 2023. In May, the Texas Education Agency (TEA) updated the STAAR Alternate 2 participation requirements beginning with the 2023–2024 school year. Numerous resources are available on the STAAR Alternate 2 Resources webpage to assist district personnel with the updated participation requirements.

LMS Updates

Maintenance Downtime

The Learning Management System (LMS) will be down for system maintenance beginning Friday, November 17, 2023, at 8:00 p.m. (CT) until Saturday, November 18, 2023, at 8:00 a.m. (CT). Trainings will not be accessible during this time.

Training Opportunities

The following trainings are now available in LMS:

  • The STAAR Interim Assessment Overview covers the benefits and uses of the STAAR Interim Assessments, available tests by grade and subject, designated supports, testing windows offered, and how to use online systems to upload student information, create test sessions, and access results.
  • Texas Through-year Assessment Pilot (TTAP) Centralized Reporting System (CRS) training reviews how designated testing personnel can learn to navigate CRS, access and generate Individual Student Reports (ISRs), and export data files for analysis.
