Proposed Every Student Succeeds Act (ESSA) Plan Amendment
As part of the 2023 A–F System Refresh, the Texas Education Agency (TEA) submitted an amendment to the state’s Every Student Succeeds Act (ESSA) plan to adjust the methodology within the Closing the Gaps domain. This amendment was approved by the U.S. Department of Education on August 7, 2023.
The agency updated federal student group targets and set them by school type: elementary, middle, and high school. The targets are available in Appendix A on TEA’s ESSA webpage.

Upcoming PEIMS Snapshot: October 27, 2023
PEIMS Snapshot determines the accountability subset of assessment results that are used to determine campus accountability ratings. Only assessment results for those students enrolled in the same campus on both the snapshot date (the last Friday in October) and the testing date are used to determine campus performance. Please see the PEIMS Data Submission Timelines for further details.

December STAAR Administration
As a reminder, district testing personnel should ensure that the following actions for the December 2023 administration of the State of Texas Assessments of Academic Readiness (STAAR®) are completed by October 5, 2023:
Update Student Eligibility
District testing personnel should ensure that all students eligible for STAAR end-of-course (EOC) assessments have been added to the Test Information Distribution Engine (TIDE). All eligible students must be registered in TIDE for retester flags to be set, as applicable. Students participating in the December STAAR administration must have the December EOC Eligibility field set to “Yes” in TIDE.
Indicate Students Receiving a Paper by Request Administration
Paper by Request is available for up to three percent of the students eligible to take a particular test. District personnel must set the Paper by Request indicator code to “Yes” in TIDE for any student whose parent, guardian, or teacher in the applicable subject area requested a paper version of STAAR. District personnel must also set the student’s Test Mode to “Paper” and make the appropriate Paper Test Format selection.
Indicate Students Eligible for a Special Paper Administration
If a student is eligible for a special paper administration of STAAR, the Special Ed Indicator Code or Section 504 Indicator Code must be set to “Yes” in TIDE. District personnel must also set the student’s Test Mode to “Paper” and make the appropriate Paper Test Format selection.
