Federal Fiscal Years 2022 and 2023 Title IV, Part A, LEA Special Data Collection for Public Reporting – Program Objectives, Intended Measurable Outcomes, Initial Progress, and Expenditure Data

As per the Elementary and Secondary Education Act (ESEA), as amended by the Every Student Succeeds Act (ESSA), Title IV, Part A, Subpart 1, sections 4104(a)(2) and 4106(e)(1)(E), TEA is required to collect and publicly report how all LEA Title IV, Part A, Subpart 1 funds are being expended per content areas by Federal Fiscal Year (FFY) and the degree to which progress has been made toward meeting program objectives and intended outcomes.

All LEAs that received Fiscal Year (FY) 2022 (July 1, 2022 – September 30, 2023) and/or FY 2023 (July 1, 2023 – September 30, 2024) Title IV, Part A, Subpart 1, program funds are required to report data in the Federal Compliance Division (FPC) WorkApp Smartsheet, even if 100% of the LEA’s Title IV, Part A, allocation was used for Rural Education Achievement Program (REAP) and/or Funding Transferability option(s).

The FPC Division will be collecting requested information using the Smartsheet WorkApp system.  The report will open in the WorkApp on October 1, 2023, for submission of 3 Title IV, Part A LEA data requirements:

  1. 2022-2023 Title IV, Part A, LEA Initial Progress on Program Objectives and Intended Measurable Outcomes (submitted in March 2023)
  2. 2022-2023 Title IV, Part A, LEA Expenditures by Service and/or Content Area(s)
  3. 2023-2024 Title IV, Part A, LEA Program Objectives and Intended Measurable Outcomes

The deadline for LEA data submission will be December 1, 2023.

2022-2023 Title IV, Part A LEA Initial Progress Program Objectives and Intended Measurable Outcomes

LEAs must report initial 2022-2023 progress toward meeting intended measurable outcomes, previously submitted in March 2023, by selecting the applicable menu item:  minimal measurable progress, some measurable progress, substantial progress, or outcomes were met.

If the LEA elected to use Rural Education Initiative (REAP) and/or Funding Transferability option(s) for 100% of its 2022-2023 Title IV, Part A funds, it must also submit data.

2022-2023 Title IV, Part A LEA Expenditures by Service and/or Content Area(s) Data

LEAs that receive a Fiscal Year (FY) 2022 (7/1/2022 – 9/30/2023) Title IV, Part A allocation are federally mandated to submit required information in the Federal Compliance Division (FPC) WorkApp Smartsheet.

The first phase of Title IV, Part A, expenditures data collection will occur in October 2023. The TEA FPC Smartsheet WorkApp for the Title IV, Part A LEA Special Data Collection for expenditures Initial Phase opens on October 1, 2023, and the due date for submitting Final Phase expenditures and carryover data is December 1, 2024.

LEAs must track Title IV, Part A, current-year expenditures separately from expenditures made with funds carried over from the prior year.  The LEA will report FY 2022 Title IV, Part A, expenditures from07/01/2022 – 09/30/2023 by Service/Content Area(s).

LEAs should not include expenditures of carryover funds from the 2021-2022 school year.

Additionally, LEAs must track expenditures by Service/Content Area(s): 

  • Direct Administration Costs;
  • Activities to Support Well-Rounded Education Opportunities;
  • Activities to Support Safe and Healthy Students;
  • Activities to Support Effective Use of Technology; and
  • Technology Infrastructure.

2023-2024 Title IV, Part A, Program Objectives and Intended Measurable Outcomes

Each LEA must report two Title IV, Part A, program objectives and intended measurable outcomes for 2023-2024 according to its comprehensive needs assessment (if subgrant is at least $30,000), other school/district data, and stakeholder input.

If the LEA elected to use Rural Education Initiative (REAP) and/or Funding Transferability option(s) for 100% of its 2023-2024 Title IV, Part A, funds, it must also submit data.

This data collection does not replace the Expenditure Reporting (ER) process required for drawdown purposes.  LEAs will continue to report expenditures as per the existing ER process.

Statewide Training Sessions

The Federal Program Compliance Division will be offering virtual statewide training before the report opens and virtual question and answer (Q&A) sessions after the report has opened.  There is no cost to attend the events.  Participants must register in advance to receive the Zoom webinar links to join the events.  Both training dates will provide the same information, and a voiced-over presentation video of the content will be published on the Statewide Training Series webpage after the training.

Title IV, Part A, LEA Special Data Collection Training

Attendees will learn about Title IV, Part A, requirements for publicly reporting 2023-2024 Program Objectives and Intended Measurable Outcomes; 2022-2023 Initial Progress of Program Objectives and Intended Measurable Outcomes submitted in March 2023; and 2022-2023 Title IV, Part A Expenditures; and the overall WorkApp submission process.

The Q&A sessions will be an open forum for participants to submit questions limited to the Title IV, Part A LEA Special Data Collection Smartsheet WorkApp, Handbook, data reporting phase, submission requirements, and resources. The Q&A sessions will not be recorded.
