A–F Accountability

Self-Reported Data Compliance Reviews

In early December 2022, TEA’s Self-Reported Data Unit (SRDU) issued notices to multiple LEAs throughout the state related to data used in the calculation of the LEA’s preliminary state accountability rating. Notices were issued when an LEA was identified as having data that fell outside of an expected range. These data variances necessitated a more comprehensive review by SRDU that included asking each LEA for clarification and documentation in order to validate the data outliers and ensure that the preliminary accountability ratings were accurate. Additionally, instead of these LEAs receiving a final accountability rating when final ratings were issued in December 2022, these LEAs received a temporary “Not Rated: Data Under Review” designation on the TXschools.gov website and in each LEA’s TAPR report. This temporary rating label change was required by the 2022 Accountability Manual due to the ongoing data reviews.

Importantly, the ongoing review and assignment of the temporary “Not Rated: Data Under Review” designation are NOT indicative of inaccurate data and do NOT signify that any wrongdoing occurred.  In other words, at this time no misconduct is suspected by the LEAs that were issued SRDU compliance review letters. Please note, to provide more clarity around the “Not Rated: Data Under Review” label, TEA’s Performance Reporting Division will also be updating the rating labels to provide an annotation on TAPR and TXchools.gov to “Not Rated: Data Under Review: Rating is pending while data is reviewed by TEA. Learn more here."

Final 2020 College, Career, or Military Readiness Outcomes Bonus Listing

The Final 2020 Annual Graduates College, Career, or Military Readiness Outcomes Bonus (CCMR OB) Student Listings and explanatory materials are available in the House Bill 3 tab of the TEA Login (TEAL) Accountability application. Please note that the data in these reports are confidential. 

Data related to enrollment in institutions of higher education were updated from estimates of enrollment to actual enrollment. This listing is considered final and was used by the State Funding Division to settle up fiscal year 2021–2022 CCMR OB funding. The Summary of Finance (SOF) reports will display the count of annual graduates in excess of the thresholds adopted in the Texas Administrative Code, Section 74.1007 for the three cohorts: annual graduates who are educationally disadvantaged (economically disadvantaged), annual graduates who are not educationally disadvantaged, and annual graduates who are enrolled in a special education program.

A downloadable spreadsheet of 2020 graduates by district that met CCMR OB criteria is available and additional information on CCMR OB criteria is listed on the Performance Reporting Resources page. 

Assessment Scoring and Reporting

Secure Browser Version 15.5

An updated version of the Secure Browser, version 15.5, for MacOS 13 (Ventura) is now available on the Secure Browsers page of the Texas Assessment website. This updated version of the Secure Browser will accommodate the permissive mode feature. Any districts using testing devices with MacOS 13 will need to update their Secure Browser application no later than Tuesday, January 17, 2023.

December 2022 STAAR Administration

Early student results from the December 2022 State of Texas Assessments of Academic Readiness (STAAR®) will be available in the Centralized Reporting System (CRS) for district testing coordinators beginning January 9, 2023. An early data file was posted to the district coordinator’s inbox in the Test Information Distribution Engine (TIDE) on January 7, 2023. Early student results will be available in CRS for other authorized users, including teachers with rosters, on January 12. District personnel can use these early results to review student’s performance for satisfying graduation requirements or retesting during the spring 2023 STAAR administration. These early results are for student-level information not district or campus accountability reporting. Preliminary assessment reports for accountability—including data files, summary reports, rosters, student report cards, and labels—will be delivered on January 19.

Spring 2023 STAAR Administration

  • Register Testers for STAAR End-of-Course (EOC) Assessments

To register testers for spring STAAR EOC assessments, districts must complete the two tasks below by January 18, 2023.

  • First-time testers must be registered in TIDE and have their Spring EOC Eligibility fields set to “Yes”. 
  • For retesters, CAI will set the Retester flag and set the Spring EOC  Eligibility fields to “Yes”. This information will be updated on January 18 for students who previously took a STAAR assessment and did not meet the passing standard.
  • Districts Register OOS and OOD Test Sites

The STAAR Out-of-School and Out-of-District Test Site Registration Form for the spring 2023 STAAR administration is available now through January 20, 2023. Districts must register each participating OOD and OOS test site for the spring administration in the test site registration form.

Spring 2023 TELPAS Administration

  • Texas English Language Proficiency Assessment System (TELPAS) Training

TELPAS online training modules are now available in the Learning Management System (LMS). These modules are designed for holistic raters and include basic training, assembling, and verifying. For training requirements, raters should refer to the TELPAS Rater Manual available in the District and Campus Coordinator Resources. 

  • Additional Order of Paper Test Materials

If needed based on initial orders received, districts may order additional paper test materials during the window of January 13–February 27, 2023. Districts will select the specific paper materials management option available in the Administration Task drop down in TIDE.

Family Portal Updates

As a reminder, the new Family Portal was launched on January 2, 2023, and is available for parents to view test scores for the Texas Assessment Program.

Results for the December 2022 STAAR administration are scheduled to be available in the new Family Portal on January 24, 2023. Parents may use the same confidential student access codes they have used in the past as these codes have not changed with the new portal. However, district staff now have the ability to look up student access codes since the Family Portal is integrated with other Cambium systems. For more information about this feature, refer to the TIDE Overview training module in LMS.

Districts may provide parents with access to the Family Portal by enabling the single sign-on (SSO) feature in its Student Information System (SIS). To enable SSO integration with the Family Portal, refer to the new Family Portal card on the Testing Personnel page of the Texas Assessment website. Districts should also ensure that references to the Family Portal use the new URL: https://www.TXFamilyPortal.org.
