State Board for Educator Certification Rule Updates


Proposed Rule Review

The following State Board for Educator Certification (SBEC) rule review was filed with the Texas Register on Tuesday, October 18, 2022, for publication in the October 28, 2022 issue:

Proposed Review of 19 TAC Chapter 233, Categories of Classroom Teaching Certificates
Summary: The Texas Government Code (TGC), §2001.039, establishes a four-year rule review cycle for all state agency rules, including SBEC rules. As required by the TGC, §2001.039, the SBEC will accept comments as to whether the reasons for adopting 19 Texas Administrative Code (TAC) Chapter 233, Categories of Classroom Teaching Certificates, continue to exist. The rules being reviewed establish separate certificate categories within the certificate class for the classroom teacher. These categories identify the content areas or special populations the holder may teach, the grade levels the holder may teach, and the earliest dates the certificates may be issued.
Public Comment Period on the Rule Review: October 28, 2022–November 28, 2022. A form for submitting public comments is available on the proposed SBEC rule review web page.
Earliest Possible Date of Adoption of Review by SBEC: December 9, 2022
