Updates to TEA's Grant Negotiation Process

Background

Prior to the 2022–2023 school year, TEA’s Grants Administration Division conducted a comprehensive program and fiscal review of federal and state grant applications prior to grants being approved and local educational agencies (LEAs), including school districts and open-enrollment charter schools, having access to their grant funds.

As part of an on-going commitment to ensuring that subrecipients can access funding as quickly as possible while still maintaining effective oversight of federal funds, TEA has implemented a streamlined review of federal grant applications beginning with the 2022–2023 school year.

Grants Administration Streamlined Review Process

TEA’s Grants Administration Division will continue to post, receive, and award competitive, non-competitive, PDF and eGrants applications.  Negotiators will now conduct a streamlined review of applications to ensure they are in substantially approvable form and can be awarded.  Additionally, negotiators will continue to serve as contacts for LEAs. A new contact list will be available on the Grants Administration web page on September 1, 2022.

Federal Fiscal Compliance and Reporting Division (FFCR) Post-Award Compliance Review

TEA has established a new Post-Award Compliance Unit in the Federal Fiscal Compliance and Reporting Division. The Post-Award Compliance Unit will randomly select and review up to 40 percent of federal grant applications after grant funds have been awarded to eligible subrecipients. The review will include programmatic items that were previously included in the Grants Administration Division grant negotiation process as well as some additional items to ensure that reviewed applications comply with applicable statutes, regulations, and non-regulatory guidance. If the Post-Award Compliance Unit identifies potential areas of non-compliance during its review, the LEA will be contacted regarding next steps, including items that will need to be addressed via the grant amendment process to ensure specific conditions are not placed on the grant award.
