2022-24 IBC List for Public School Accountability


The 2022-24 list of industry-based certifications (IBCs) to be used for public school accountability is now posted on TEA’s Career and Technical Education website. The new list of IBCs takes effect in the 2022-23 school year and will apply to school accountability ratings in August 2024.

Subject to the rulemaking process for the accountability manual, IBCs that were on the 2019-22 list but will not be on the 2022-24 list are subject to a two-year sunsetting period. During this two-year period, LEAs may continue to report IBCs from the 2019-22 list for both accountability and reimbursement.

To develop the new list, TEA oversaw a process to review all IBCs on the 2019-22 list as well as newly nominated IBCs. A total of 873 unique IBCs were considered against the criteria outlined in 19 TAC §74.1003:

  • Meets the definition of a certification
  • Industry recognized and valued
  • Attainable by a high school student
  • Portable
  • Certifying entity
  • Capstone or end-of program

The second criterion was assessed by an external evaluator that surveyed employers across the state to determine the recognition and value each certification holds in the relevant industry. The remaining criteria were evaluated by review panels comprised of professionals identified through TEA’s Tri-Agency partnership with the Texas Workforce Commission and Texas Higher Education Coordinating Board.

Codes for IBCs that have been added to the list will also be made available in the PEIMS data standards on August 19, 2022, for reporting of IBCs in the 2022-23 school year.

Additional resources will be available in September to support LEAs in making decisions regarding IBCs to offer in future school years.
