The following Texas Administrative Code (TAC) rule actions were filed with the Texas Register for publication in the July 29, 2022 issue:

Adopted Amendment to 19 TAC Chapter 74, Curriculum Requirements, Subchapter A, Required Curriculum, §74.3, Description of a Required Secondary Curriculum
Summary:
The adopted amendment updates the list of high school courses for social studies and physical education that are required to be offered to students. The amendment was adopted without changes since published as proposed.

Adopted Amendments to 19 TAC Chapter 74, Curriculum Requirements, Subchapter B, Graduation Requirements
Summary:
The adopted amendments update the high school graduation requirements to align with Senate Bill (SB) 369 and SB 1063, 87th Texas Legislature, Regular Session, 2021; update course titles; add new courses to satisfy specific graduation requirements; and make technical edits. The amendments were adopted with changes since published as proposed.

Adopted New 19 TAC Chapter 113, Texas Essential Knowledge and Skills for Social Studies, Subchapter C, High School, §113.76, Personal Financial Literacy and Economics
Summary:
The adopted new rule adds Texas Essential Knowledge and Skills for a new social studies course to comply with the requirements of Senate Bill 1063, 87th Texas Legislature, Regular Session, 2021. The new section was adopted with changes since published as proposed.

Adopted Repeal of 19 TAC Chapter 115, Texas Essential Knowledge and Skills for Health Education, Subchapter A, Elementary, §§115.1-115.7, Subchapter B, Middle School, §§115.21-115.23, and Subchapter C, High School, §§115.31-115.33
Summary:
The adopted repeals remove the Texas Essential Knowledge and Skills for Kindergarten-Grade 12 health education and related implementation language that will be superseded by 19 TAC §§115.11-115.17, 115.25-115.28, and 115.37-115.40 beginning with the 2022-2023 school year. The repeals were adopted without changes since published as proposed.

Adopted Repeal of 19 TAC Chapter 116, Texas Essential Knowledge and Skills for Physical Education, Subchapter A, Elementary, §§116.1-116.7, Subchapter B, Middle School, §§116.21-116.24, and Subchapter C, High School, §§116.51-116.56
Summary:
The adopted repeal removes the Texas Essential Knowledge and Skills for Kindergarten-Grade 12 physical education and related implementation language that will be superseded by 19 TAC §§116.11-116.17, 116.25-116.28, and 116.61-116.64 beginning with the 2022-2023 school year. The repeals were adopted without changes since published as proposed.

The adopted new sections update the technology applications standards to ensure the standards remain current. The new sections were adopted without changes since published as proposed.

Adopted Repeal of 19 TAC Chapter 127, Texas Essential Knowledge and Skills for Career Development and Career and Technical Education, Subchapter G, Education and Training, §§127.310, 127.312, and 127.313; Subchapter I, Health Science, §127.409; and Subchapter O, Science, Technology, Engineering, and Mathematics, §127.753 and §127.755
Summary:
The adopted repeals remove the Texas Essential Knowledge and Skills for six career and technical education courses that will be superseded by 19 TAC §§127.316, 127.325, 127.326, 127.418, 127.782, and 127.785 beginning with the 2022-2023 school year. The repeals were adopted without changes since published as proposed.

Adopted New 19 TAC Chapter 127, Texas Essential Knowledge and Skills for Career Development and Career and Technical Education, Subchapter O, Science, Technology, Engineering, and Mathematics, §§127.788-127.794
Summary:
The new sections update the Texas Essential Knowledge and Skills for the high school cybersecurity and computer science courses to ensure the standards remain current. The new sections were adopted with changes since published as proposed.

Adopted Repeal of 19 TAC Chapter 130, Texas Essential Knowledge and Skills for Career and Technical Education, Subchapter J, Human Services, §130.277
Summary:
The adopted repeal removes the Texas Essential Knowledge and Skills for a career and technical education course that will be superseded by 19 TAC §127.317 beginning with the 2022-2023 school year. The repeal was adopted without changes since published as proposed.

State Board of Education (SBOE) Rule Reviews

The following rule review notice was filed with the Texas Register for publication in the July 22, 2022 issue:

Adopted Review of Chapter 61. The State Board of Education (SBOE) adopts the review of 19 Texas Administrative Code (TAC) Chapter 61, School Districts, pursuant to the Texas Government Code, §2001.039. To view the notice in the Texas Register, go to the Secretary of State website.
Summary: The SBOE finds that the reasons for adopting Chapter 61 continue to exist and readopts the rules. The SBOE received no comments related to the review of Chapter 61. No changes are necessary as a result of the review.
